No. Passing a fraud check means a particular process accepted the evidence it received under its conditions; it does not, by itself, prove that the person is real, that they are who they claim to be, or that the submitted media came directly from a live camera capture. Deepfakes and injected media make that distinction especially important in remote identity proofing.

What a passed fraud check establishes—and what it does not

Identity proofing is a sequence of separate tasks, not a single yes-or-no test. NIST’s Digital Identity Guidelines, SP 800-63A-4 (2025), describe identity resolution, evidence validation, and verification that an applicant matches a claimed identity supported by validated evidence. A system can complete one task successfully without establishing all the others.

For example, a document may appear consistent with the information submitted, while the system has not reliably established that the document is genuine or that the person presenting it is its rightful holder. Likewise, a face comparison may match an image to a reference record without proving that the image represents a live person in front of the camera.

A result should therefore be read narrowly: the check accepted the submitted evidence according to its process. It is not a universal certificate of identity or a guarantee against fraud.

How deepfakes and injected media can undermine remote checks

Generative AI can create or alter images and video, including applicant media and identity documents. NIST says such media can be used to target document validation, biometric operations, and visual comparisons. The threat is not limited to a fake image shown to a camera: media may also be injected between the capture point and the system or reviewer expected to assess it.

That makes the capture path part of the security question. A plausible-looking video does not necessarily show what was physically in front of a camera, and an apparently live interaction does not establish that the person is linked to the identity being claimed.

NIST puts the biometric limitation plainly: “A biometric comparison performed with a captured sample does not prevent these attacks.” This is not a claim that biometrics are useless. It means a comparison cannot, on its own, establish that the captured sample is authentic or defeat attacks that alter or inject the sample.

Why liveness, media authenticity, and identity are different

These checks answer different questions, so passing one should not be treated as passing all three.

  • Liveness: Is there a live subject or response during the interaction? A live-looking sample alone does not establish whose face it is or whether the media reached the system without manipulation.
  • Media authenticity: Does the content appear altered, synthesized, or otherwise suspicious? Detection and provenance signals can inform this assessment, but do not independently identify the person depicted.
  • Identity linkage: Does the person being checked correspond to the claimed identity, supported by trustworthy evidence? This requires more than deciding whether a media file looks genuine.

NIST’s November 20, 2024 report, Reducing Risks Posed by Synthetic Content, discusses content authentication and provenance, labeling, detection, testing, and auditing as distinct approaches. These can help assess media, but they do not replace the identity-proofing steps needed to connect a person to a claim.

What official fraud alerts do—and do not—show

U.S. agency notices confirm that criminals are using AI-generated material in fraud. The FBI’s Internet Crime Complaint Center (IC3) warned on December 3, 2024, that generative AI can make fraud more believable, citing fraudulent identification documents and AI-generated photos used in impersonation. On November 13, 2024, the Financial Crimes Enforcement Network (FinCEN) reported an increase in suspicious-activity reporting describing suspected deepfake media, particularly fraudulent identity documents used to circumvent identity verification and authentication.

Those notices document observed methods and reporting; they do not establish a universal failure rate for identity checks or show that every system is compromised. NIST’s August 18, 2025 guidance also describes face morphs—images combining two people’s faces—that can deceive face-recognition systems, and points to NISTIR 8584 for operational morph detection and follow-up.

How organizations can make remote proofing more resilient

No single control guarantees that every attack will be stopped. Organizations should evaluate controls as layers, based on the attack points they address and how well they work in the actual proofing process.

  1. Establish document presence at capture. Assess whether the process captures a physical document and uses passive or active checks for its presence, as described in NIST SP 800-63A-4. Separately assess whether the capture channel can accept digitally injected media.
  2. Test media analysis against relevant attacks. Evaluate manipulation analysis on genuine samples and available attack artifacts. Document expected false-positive and false-negative behavior; a detector’s performance depends on the artifacts and operating conditions used to test it.
  3. Protect the path from capture to review. Use authenticated, protected channels. Consider whether the capture sensor can be authenticated or the device attested so that the system has stronger evidence about where media originated.
  4. Use human review deliberately in attended sessions. Train staff to recognize manipulation indicators and consider random human-in-the-loop cues. Treat these as additional signals, not proof that a participant’s identity is genuine.
  5. Monitor outcomes and define escalation. Track fraud checks and mitigation performance over time, establish how suspicious cases are escalated, and communicate suspected or confirmed fraud events to relying parties, consistent with NIST’s guidance.

  • Coverage: Which attack point does it address—document fraud, capture-channel injection, biometric presentation, media manipulation, or device and account risk?
  • Method: Is it passive, does it prompt the applicant to act, or does it depend on human review?
  • Testing: Were both genuine-user samples and relevant attack artifacts tested under conditions resembling deployment? Are false accepts and false rejects documented?
  • Impact on users: How does the process handle accessibility, privacy, and a person who is incorrectly rejected? Is there a clear appeal or fallback?
  • Operational response: How do the results connect to fraud monitoring, review, escalation, and communication with affected relying parties?

Without comparable, current testing on relevant attacks and genuine users, a product label or a claim that software can identify deepfakes is not enough to rank controls. A detector estimates whether media has suspicious characteristics; it cannot establish, by itself, whether the person shown is real or is the claimed individual.

What this means for someone completing an online identity check

A successful result is meaningful only within the limits of the process that produced it. It may show that the submitted evidence passed the system’s checks, but it cannot tell you, by itself, which proofing steps were performed or how the capture channel was protected. For high-stakes decisions, the organization relying on the check should be able to explain what evidence it accepts, how suspicious results are reviewed, and what happens when a person is incorrectly flagged.

The practical takeaway is not that online identity checks have stopped working. It is that a passed result must be interpreted as one piece of evidence, not conclusive proof of a person’s identity.
