If images in a PDF look blurry or compressed, inspect the affected image—not a supposed file-wide “PDF resolution.” Then check its effective resolution at its placed size, review downsampling and compression settings, and compare it with the original and the intended output. Fix image quality before adding a watermark: watermarking cannot restore detail that has already been lost.
1. Identify the image object that looks blurry
A PDF can combine text, vector artwork and raster images. Raster images have resolution; the PDF as a whole does not have one meaningful resolution number. As former Adobe Principal Scientist Dov Isaacs put it in an Adobe Community answer dated July 24, 2017: “There is no concept of a PDF file having a single resolution. Resolution is not an attribute of a PDF file, but rather of each of the raster images therein.” Read the Adobe Community explanation.
Start with the particular picture, logo or scan that appears soft. If text and vector shapes remain sharp while a photo does not, that points your investigation toward the raster image rather than the entire page. This is a diagnostic clue, not proof of the cause.
2. Check effective resolution at the image’s placed size
Resolution should be assessed at the size an image is used in the PDF. Enlarging a raster image across a larger area lowers its effective pixels per inch (ppi); shrinking it raises the effective ppi. A minimum-resolution check can flag images below a chosen floor, but it does not make every image in the document share that resolution.

In Acrobat Pro, use Print Production’s Preflight tools to inspect image resolution and check whether images fall below a threshold suitable for your job. Adobe’s PDF settings also support policies to ignore, warn about or cancel processing for images below configured resolutions. Choose a threshold for the intended output; a warning is a screening rule, not a diagnosis of visible blur.

3. Review downsampling and compression
Check how the PDF was exported or optimized. Downsampling reduces image resolution by combining pixels, so an export setting may have discarded detail. Adobe describes subsampling as faster but less smooth, while bicubic downsampling is slower and produces smoother tonal gradations. These settings are possibilities to investigate; they do not establish what happened to a particular PDF.
- Review color and grayscale downsampling thresholds and the resampling method used during export or optimization.
- Check whether JPEG or JPEG 2000 compression is appropriate for the image content and the quality level selected.
- For monochrome images, review the processing settings separately from color-image settings.
- Check gray anti-aliasing if small type or thin lines appear softened; Adobe cautions that it can blur them.
When possible, compare the PDF image with the source asset and inspect the export settings used to create the PDF. This helps distinguish detail lost during PDF creation from softness already present in the source.

4. Compare the image with the delivery target and original
Decide whether the PDF is for screen viewing, ordinary printing or high-resolution print production before judging whether its image resolution is adequate. A number that suits one output may not suit another. For print, Adobe recommends color and grayscale image resolution of 1.5 to 2 times the line-screen ruling. Its example pairs a 600-dpi laser printer with a 170-ppi image resolution; that is a print-production example, not a universal screen-viewing threshold. See Adobe’s PDF conversion settings guidance.
Compare the image in the PDF at its actual placed size with the original file. If the original is already blurry, use a sharper source or rescan it. Increasing a resolution value cannot recreate captured detail that is missing.

Apply the watermark after the image check
Once the source and PDF image quality are acceptable, add the watermark and inspect it at the intended viewing and print sizes. For Adobe PDF Services API workflows, the watermark source PDF uses its first page. Adobe warns that a scanned watermark placed in the foreground can make the underlying content unreadable.
