Windows NT 4.0 can use hard disks larger than 4 GB, but a stock installation cannot treat every disk as one unrestricted volume. The 4 GB figure is the Windows NT limit for a FAT partition and the usual limit encountered by the initial Setup partitioning step. NTFS can provide much larger data volumes, while booting from a large IDE disk introduces a separate early-disk addressing limit around 7.8 GB. NT 4.0 has no native FAT32 support.

Why Setup stops at 4 GB

The 4 GB ceiling comes from FAT, not from the physical size of the hard disk. Microsoft’s filesystem overview states that “FAT partitions are limited in size to a maximum of 4 Gigabytes (GB) under Windows NT and 2 GB in MS-DOS.” The Windows NT Server 4.0 Resource Guide (1996) likewise documents 4 GB as the maximum FAT file and volume size for NT.

NT 4.0 Setup initially creates or formats a FAT partition. Consequently, a newly partitioned disk may show only about 4 GB as available for the setup-created partition even when the drive is much larger. That screen is reporting the FAT and installer constraint; it is not proof that NT 4.0 cannot address the rest of the disk.

Use preplanned partitions or create additional volumes for the remaining space. The extra volumes can be NTFS and can hold applications or data independently of the small setup partition.

FAT16, NTFS and FAT32: what each choice allows

FAT16 under NT 4.0 4 GB, the Microsoft-documented Windows NT limit A 2–4 GB FAT16 volume uses 64 KB clusters, so small files consume substantial unused space. Older DOS and Windows 9x environments should be given FAT16 volumes no larger than 2 GB. Their support for the 2–4 GB, 64 KB-cluster form is not reliable. Does not provide NTFS permissions or NTFS reliability features. Yes; this is the constraint encountered by the initial FAT-oriented Setup path. The partition containing startup files still has to be reachable by the BIOS and the NT storage driver.
NTFS The 1996 NT Server Resource Guide cites an architectural maximum of 16 exabytes (264 bytes). That is a design ceiling, not a guarantee for every NT 4.0 installation. NTFS avoids the 64 KB FAT16 requirement and is normally the practical choice for NT-only data. DOS and Windows 9x do not provide the same native NTFS access as NT 4.0; use a separate FAT16 sharing volume when those systems must exchange files. Supports NTFS permissions and its filesystem reliability features. Do not assume the initial partition-creation screen will offer a large NTFS volume. Plan partitions in advance or add NTFS volumes after setup. A large NTFS data volume may work even when the boot files must remain in an early, addressable area.
FAT32 Not a usable filesystem for a stock NT 4.0 installation; a comparable NT 4.0 capacity figure is therefore not applicable. Cluster behavior is irrelevant if NT 4.0 cannot mount the volume natively. Windows 98 can use FAT32, but that does not make the volume available to NT 4.0. Not natively supported by NT 4.0. No. Do not select FAT32 as the NT 4.0 filesystem. Dual-boot and controller behavior must be evaluated separately from FAT32 support.

The separate 7.8 GB IDE boot boundary

Filesystem capacity and bootability are different problems. Microsoft Knowledge Base article 243896 identifies the first 7.8 GB of an IDE disk as a critical boundary for an NT 4.0 system partition when the required updated storage-driver path is absent. A disk can therefore contain an NTFS volume beyond 7.8 GB while the NT loader and system files remain in an earlier addressable partition.

For an installation whose NT system partition will start at or beyond that region, apply the appropriate service-pack and Atapi.sys update before relocating the system partition. Also verify that the motherboard BIOS or add-in IDE controller supports the addressing mode required by the disk and driver combination. The exact result depends on the controller, BIOS geometry, partition table, and service-pack level; the 7.8 GB figure is an NT 4.0-era IDE boundary, not a universal limit for every controller.

Practical layouts for common installations

NT 4.0 only

  1. Keep the boot and system files in a partition located within the early disk area that the BIOS and the installed NT storage driver can address.
  2. Use NTFS for additional data and application volumes. Their capacity can exceed the FAT 4 GB limit, subject to the controller, partition table, driver and service-pack limitations of the machine.
  3. If the system partition itself must begin beyond the early IDE boundary, install the applicable Atapi.sys update and verify the controller before moving it.

NT 4.0 with DOS or Windows 9x

  1. Reserve a FAT16 volume of no more than 2 GB for files that DOS or Windows 9x must read and write.
  2. Place NT-specific applications and data on NTFS volumes. Treat those volumes as unavailable to the older operating system unless you have a separate, compatible access method.
  3. Do not use a 2–4 GB FAT16 shared volume merely to gain capacity: its 64 KB clusters waste space and its compatibility with older DOS/9x environments is unreliable.
  4. Keep the boot arrangement within the BIOS and controller’s addressable area. A Windows 98 FAT32 capability does not remove NT 4.0’s FAT32 limitation or the IDE boot-location issue.

A large disk that Setup reports as only 4 GB

Continue treating the 4 GB offer as the FAT setup limit. Preserve or create the remaining capacity as separate partitions, preferably NTFS for NT-only use, rather than trying to force the initial FAT partition to span the entire disk.

Installation checklist

  • Identify whether each volume is a boot volume, an NT-only data volume, or a volume shared with DOS/Windows 9x.
  • Choose NTFS for NT-only storage and FAT16 no larger than 2 GB for older-system sharing.
  • Do not plan a stock NT 4.0 installation around FAT32.
  • Check the motherboard BIOS or storage-controller documentation for the disk-addressing mode it exposes to NT 4.0.
  • Before placing the NT system partition at or beyond the first 7.8 GB of an IDE disk, install the required service-pack and Atapi.sys update.
  • Keep startup files in an early partition when the controller or driver cannot reliably address later sectors.
  • After installation, verify that every intended volume is visible to the operating system that must use it; visibility in one operating system does not imply visibility in another.

Diagnosing the usual symptoms

Setup offers a partition of only about 4 GB

This is the expected FAT limitation of the initial Setup path. Create or retain additional partitions and format NT-only volumes as NTFS.

NT 4.0 installs, but will not boot after the system partition is moved past 7.8 GB

Check the IDE controller’s addressing support and whether the applicable updated Atapi.sys path was installed before the move. Return the system files to an early addressable partition if the hardware or driver cannot support the later location.

Windows 98 cannot see the NTFS volume

Use a separate FAT16 sharing volume no larger than 2 GB. NTFS is the appropriate NT 4.0 filesystem, but it is not a native Windows 98 filesystem.

A 3 GB FAT16 volume behaves poorly under DOS or Windows 9x

Resize or replace it with a FAT16 volume of 2 GB or less. The larger FAT16 form uses 64 KB clusters and is not reliably usable by those older environments.

What the limits really mean

There is no single “maximum hard-drive size” answer for NT 4.0. The 4 GB number applies to FAT partitions and the initial setup experience; the 16-exabyte number is an NTFS architectural ceiling documented in the 1996 Resource Guide, not a promise that contemporary BIOSes, partition tables, controllers and drivers can reach it. In practice, select the filesystem for the operating systems that must use the volume, then solve boot placement and controller addressing separately.
