A database management system (DBMS) is software and services for creating, using, and maintaining a database. Standards for DBMSs define shared terminology and agreed interfaces or language behavior; they do not require every product to use the same internal design or support identical features.
What does DBMS stand for?
DBMS stands for database management system. ISO/IEC TR 10032:2003 defines one as “a collection of integrated services which support database management and together support and control the creation, use and maintenance of a database.” In that definition, database management includes creating, using, and maintaining databases. What is the difference between a database and a DBMS?
A database is the data being managed. A DBMS is the collection of services that lets people or applications create, access, maintain, and control that data. SQL is a language used to define and manipulate data in relational database systems; it is not itself a database or a DBMS.
Standards can specify services and behavior at an interface without prescribing how a DBMS implements them internally. That distinction helps explain how systems can share a language or interface while using different architectures and implementation choices.

What are the standards for database management systems?
There is no single standard that completely specifies every DBMS. Relevant standards include terminology and reference material about database management, as well as language and interface specifications. For relational DBMSs, the best-known standards family is ISO/IEC 9075, the SQL series. ANSI describes SQL as the standard language for relational database management systems. The 2023 documents identified in the catalogs have distinct roles:

These are related documents, not interchangeable specifications. ISO/IEC 9075 is a multi-part series, and the parts address different aspects of SQL.

What does SQL conformance mean in practice?
A SQL standard specifies agreed language structures and operations. It does not mean that all DBMSs behave identically in every feature. Products may support different editions or optional parts of the standard, and may add vendor-specific extensions. A query or feature available in one product may therefore need adjustment in another.
Standards support interoperability by giving implementations shared definitions and expected interface behavior. They do not by themselves prove that a particular product conforms fully, nor do they guarantee that applications will transfer between products without changes. For a named DBMS, check its documentation for the supported SQL edition, optional features, and extensions.

“ANSI SQL” is common shorthand for standardized SQL, but it can wrongly suggest that ANSI alone writes and maintains the international specification. The international SQL standard is developed through ISO/IEC. So, when someone refers to “ANSI SQL,” the useful clarification is that SQL is standardized internationally in the ISO/IEC 9075 series, with national adoption processes also in place.
