The right way to scale data extraction is to identify the constraint before choosing a product. A warehouse export that exceeds a byte quota needs a different solution from an OCR queue hitting concurrent-job limits, an Athena workload issuing too many S3 requests, or a crawler being throttled by one host. Measure request rate, bytes, concurrency, queue depth, error codes and retry volume first. Then choose an API-native path, an ETL orchestrator, a document-extraction service, a bounded crawler or managed web-data infrastructure.
Diagnose the limit before changing tools
Scaling problems usually fall into five classes. The same symptom—slow jobs or retries—can come from very different causes.
Quota and throughput ceilings
Services may cap bytes extracted per day, requests per region, transactions per second (TPS), concurrent jobs or objects in a pipeline. A quota increase helps only when the service and workload are otherwise a good fit.
Request-rate throttling
HTTP 429, 503, AWS SlowDown and equivalent responses indicate pressure at an API, queue or storage endpoint. Retrying immediately increases that pressure.

Concurrency and queue saturation
Many workers can make a job slower when they compete for a small quota or overload a source. Track queue depth and active workers, not just CPU utilization.
Bad data layout
Thousands of tiny files and excessive partition keys create metadata and request overhead. The data may be small while the extraction operation is expensive.
Source-site variability
Public websites can add JavaScript rendering, bot checks, consent dialogs, layout changes and seasonal traffic spikes. This is an operational problem, not simply an HTTP client problem.

A scaling architecture that survives retries
- Start with the source contract. Prefer a supported API, export or feed. API-native extraction avoids brittle HTML parsing and makes rate limits explicit.
- Measure the bottleneck. Log request rate, response bytes, active workers, queue depth, latency, status codes and retry count for each source and operation.
- Batch work. Combine small files and use endpoints that return multiple values per call. This reduces metadata operations and request pressure.
- Bound concurrency. Put work in a queue with a fixed worker limit. Increase workers only while throughput improves and error rates remain stable.
- Use jittered exponential backoff. On 429, 503,
SlowDownor equivalent throttling, wait progressively longer and add random jitter so workers do not retry together. - Separate extraction from transformation. Land immutable raw responses first. Normalize, validate and deduplicate in a downstream stage so a source retry does not repeat expensive transformations.
- Make jobs idempotent. Give each source request a deterministic key, record the source cursor or page, and write checkpoints before advancing it.
- Escalate deliberately. Request a quota increase only after the preceding measurements show that the service is still the correct architecture.
Scaling structured warehouse exports
BigQuery extract jobs
Google Cloud’s current BigQuery documentation lists a default 50 TiB per day extract limit. It also limits a table extracted to a single file to 1 GiB. Regional tabledata.list throughput limits can become the bottleneck for readers that page through table data. These are service limits, not estimates of how much data a warehouse contains.

Partition the extraction by a stable key or time window, write to durable object storage, and record the manifest. Keep each output below the single-file limit. If the use case is high-volume row access rather than a periodic export, evaluate the Storage Read API; dedicated capacity is another documented path for workloads that need predictable read throughput.
What to monitor
- Bytes extracted today versus the 50 TiB default.
- Per-file size and the number of files created.
- Regional read throughput and pagination latency.
- Whether retries restart a whole partition or only the failed range.
Scaling AWS ingestion and orchestration
Data Pipeline limits
AWS documents a limit of 100 pipelines per account and 100 objects per pipeline. Treat these as planning constraints for workflow design. Consolidate repeated definitions where practical, but do not create one enormous pipeline that is impossible to retry or observe.

Glue throttling
AWS Glue guidance recommends reducing call frequency, staggering calls, batching APIs that return multiple values, and implementing retries with exponential backoff. A queue with a token-bucket or fixed-rate dispatcher is safer than allowing every task to call the control plane whenever it is ready.
Separate control-plane calls (create, inspect and update jobs) from data-plane work. Cache metadata that does not change during a run, and poll asynchronous jobs at an increasing interval instead of tight-loop polling.

Athena guidance connects S3 SlowDown errors with request-rate pressure. Excessive tiny files multiply GET and metadata requests, while too many partition keys increase planning overhead. Combine small files into larger objects, reduce unnecessary partition dimensions and coordinate concurrent queries against the same bucket or prefix.
A practical layout pattern
- Write raw arrivals to a landing prefix.
- Compact them into analysis-sized objects in a columnar format during a scheduled transform.
- Partition only on fields that materially reduce scanned data.
- Limit simultaneous compaction and query jobs against a hot prefix.
- Keep a manifest or watermark so compaction is repeatable.
Do not treat a larger worker pool as a cure for SlowDown. It can increase the request burst that caused the error.
Document extraction with Amazon Textract
Textract has TPS and concurrent asynchronous-job quotas. For a large document backlog, submit through a bounded queue, persist the job ID and source checksum, and poll with backoff. Separate submission workers from result-processing workers so a temporary result-store failure does not cause duplicate OCR jobs.
When to request more quota
Ask for a higher quota only after you have measured steady demand, controlled retries and confirmed that documents can be processed in parallel without overwhelming downstream storage or review systems. If the source files arrive in bursts, buffering them is often cheaper and more reliable than provisioning for the peak.

Bounded web crawling
Amazon Bedrock Web Crawler
AWS documents a maximum of 25,000 pages per source and up to 300 pages per minute per host for the Bedrock Web Crawler. Authorization requirements and per-host limits mean that a crawl plan must be scoped by source, not just by total URL count.
Use an allowlist of domains and paths, persist crawl state, and schedule separate runs for sources that would otherwise share a host-rate budget. Respect robots directives, terms of use and applicable law. If a site requires authentication, confirm that the crawler supports the authorized access pattern before designing around it.
When self-hosting stops paying
A 2025 enterprise guide from Oxylabs identifies proxy infrastructure, anti-bot adaptation, browser rendering, parser changes and seasonal demand as recurring scaling concerns for public-data acquisition. It is a vendor guide, not a cross-vendor benchmark, so use those concerns as a cost checklist rather than as proof that one provider is universally faster.
Managed acquisition is worth comparing when engineers spend more time rotating access paths, repairing parsers and maintaining browsers than delivering the data product. Self-hosting remains sensible for stable, authorized sources with predictable layouts and moderate volume.

For a scaling design, use bulk capture for independent URLs, asynchronous jobs and webhooks for long pages, a bounded queue for retries, and a cache TTL when the same URL is requested repeatedly. Repeated 429 or 503 responses
Lower concurrency, batch requests, add jittered exponential backoff and inspect whether multiple workers share one tenant or regional quota. Do not increase retries without increasing the delay.
BigQuery export stops near a daily limit
Compare the run’s bytes with the documented 50 TiB daily default. Split the export into smaller windows, use multiple output files under 1 GiB each, or evaluate Storage Read API and dedicated capacity.
Athena returns S3 SlowDown
Reduce simultaneous queries and writers, compact small files and simplify partitioning. A larger worker pool is likely to worsen the request burst.
Textract jobs remain queued
Measure active asynchronous jobs against the quota, stop duplicate submissions by keying on the source checksum, and poll results less aggressively.

A crawler misses pages or slows on one domain
Check the 25,000-page source limit, the 300-pages-per-minute-per-host limit, authorization and robots requirements. Split the source into scheduled batches instead of raising global concurrency.

- Store raw responses and extraction metadata before transformation.
- Use deterministic job keys and checkpoints to make retries safe.
- Set separate limits for source requests, transformation workers and result writes.
- Alert on queue age, retry ratio, throttling codes and partial-output counts.
- Estimate cost from successful units and failed-unit policy; do not assume every attempted request is billable.
- Review quotas, regional limits and plan terms before a production launch because service documentation and prices can change.
