If a nearby data center is disturbing your home or you are concerned about a proposed project, start by identifying which agency controls the specific issue. Find the local planning case, relevant air permit, or complaint process; keep dated, specific records; submit concerns through the official channel; and follow up for a case number and response. Construction and ongoing operations can create different impacts, and the standards and procedures vary by jurisdiction.
What nearby residents may notice
Noise from construction and operation
Construction can bring equipment noise and heavy-vehicle traffic for a limited period. Once a facility is operating, sound may come from cooling equipment such as fans, chillers, and cooling towers, as well as power equipment and periodic generator testing or emergency operation. Ask reviewers to distinguish construction from operation and to specify schedules for each.
Virginia’s Joint Legislative Audit and Review Commission (JLARC) described reports of persistent hum or drone and complaints about both construction and operating noise. Its 2024 review estimated that at least 15 data centers—10% of operational data-center sites—appeared to have generated noise residents regarded as problematic. That estimate drew on resident groups and government records; it is not a national rate or a finding that every site violated a rule. See JLARC’s 2024 data-center review.

There is no single noise limit that applies to every data center. Applicable rules and measurements depend on the local ordinance, land-use context, time period, measurement method, and characteristics of the sound. Loudoun County notes that terrain, weather, vegetation or structures, background sound, and listener context can affect how sound is perceived and measured. Proximity alone does not establish a violation or prove a health effect.

Air emissions from backup power
Backup stationary engines and combustion turbines are common data-center power sources, according to the U.S. Environmental Protection Agency (EPA). Emissions and applicable requirements depend on equipment, fuel, operating conditions, permits, and current rules. Most data-center air permits are issued by state and local agencies under Clean Air Act programs. EPA states: “State and local air agencies issue most air permits for data centers, under programs approved as meeting minimum requirements established by the CAA and EPA regulations.”
EPA guidance uses 500 hours as a default assumption when estimating emergency generators’ potential to emit under worst-case conditions. This is an estimating assumption, not a claim that a facility runs its generators for 500 hours. In Northern Virginia, the Virginia Department of Environmental Quality (DEQ) is conducting a special monitoring project in response to concerns about backup-generator and natural-gas-turbine emissions. The project itself is not evidence that any particular home is exposed to harmful pollution.

Traffic and construction activity
Construction can involve truck traffic, temporary congestion, and road-safety concerns. Calvert County, Maryland, says construction traffic-management plans and necessary road improvements may be required; check your own county’s planning materials for applicable conditions. Direct road-safety, blocked-route, or congestion reports to the local transportation or public-works authority. The available evidence does not establish that every operating data center materially increases nearby day-to-day traffic.

Different agencies may handle land use, noise, roads, and air emissions. Begin with the official local project page or permit notice rather than assuming one office is responsible for everything.

- Land use and zoning: Search the city or county planning and zoning case file by site address, developer, or project name. Review hearing notices, staff reports, and conditions.
- Noise complaints: Check the local zoning enforcement or noise complaint process. Loudoun County’s noise complaint FAQ explains that its zoning enforcement team collects data to evaluate the suspected source after a complaint is submitted.
- Traffic and roads: Contact the local transportation or public-works department about traffic plans, unsafe truck movements, road conditions, or blocked access.
- Air permits and emissions: Identify the state or local air agency and check its permit notices and project records. EPA’s data-center air-pollution resource outlines relevant Clean Air Act rules and resources, but most permits are handled by state and local agencies.
For example, a Calvert County FAQ addresses the resident question, “One site that allows a data center is near homes — what provisions protect residents?” Its guidance is specific to that county; complaint procedures, legal standards, and comment periods differ elsewhere.

- Is there a noise study? If so, what equipment, nighttime conditions, measurement locations, property-line or residence points, and existing background sound does it assume?
- What are the construction hours and truck routes, and what traffic-management or road-safety conditions are proposed?
- What backup generators or turbines are planned, what permits apply, and what are the expected testing, emergency, and other operating scenarios?
- Will noise or air monitoring be conducted? How will results be shared, and who will respond to complaints?
- What complaint contact and response procedure will apply once construction begins and after the facility opens?
Do not assume a noise model exists: Virginia JLARC found that some localities did not require noise modeling. Confirm the rules and records for the particular locality and project.

For noise
- Record the date, start and end time, and where you were.
- Describe the sound—for example, steady hum, pulsing, or tonal whine—and note whether it interrupted sleep, conversation, or outdoor use.
- Note whether windows were open and, if relevant, weather conditions.
- If you use a consumer sound-level meter, record how and where you took each reading. A consumer reading can help identify patterns but is not a regulatory determination; ask the local authority about its measurement protocol and whether an official measurement is needed.
For traffic
- Note the location and time, vehicle type, and whether activity appears connected to construction.
- Describe the concrete problem, such as blocked access, a near miss, or an unsafe route.
For air concerns
- Record the time and location and describe any visible plume or odor.
- Note generator or turbine activity only when you can verify it; distinguish what you observed from what you suspect.
EPA recommends that community monitoring reports be accurate, timely, and presented so people can interpret results in context. A low-cost air sensor can help flag patterns, but it does not by itself prove that a legal limit was exceeded or establish a health outcome. See EPA’s air sensor guidance.
Report the issue and follow up
- Choose the channel for the problem. Use the county or city noise or zoning complaint process for recurring sound, transportation or public works for unsafe construction traffic or blocked routes, and the relevant state or local air agency for suspected emissions or permit questions.
- Send concise, site-specific information. Identify the project and location, describe what happened, and attach relevant entries from your incident log.
- Ask what happens next. Request a case number, expected response timeline, applicable standard or permit condition, and instructions for reporting a recurrence.
- Track the response. Save the agency’s reply and case number; if the problem recurs, refer to the previous report and add the new dated observations.
In Virginia, DEQ’s public participation guidance describes public meetings and possible hearings or comment periods in certain circumstances. It is not a nationwide rule; the process depends on the specific permit and jurisdiction.
Participate in planning and permit decisions
Check official planning and agency notice pages regularly while a project is under review. Submit comments before the deadline and point to specific documents, conditions, or questions. Virginia DEQ’s permits page links to draft permits open for comment. DEQ says a hearing may be held, including another comment period, where public response is significant and substantial and disputed issues are relevant. Confirm the current notice, deadline, and process for the specific permit.
When a project presents design or mitigation alternatives, request a site-specific comparison of nighttime noise at nearby homes, including tonal or low-frequency sound; emissions and generator or turbine operation under normal, testing, and emergency scenarios; construction routes, hours, and road-safety controls; distances, setbacks, and screening; and enforceable conditions, monitoring, complaint response, and public reporting. The available sources do not establish one universally best technology or mitigation package.
Put proximity figures in context
JLARC’s 2024 review estimated that 29% of operational data-center properties in Virginia were within 200 feet of residentially zoned properties. That is a proximity measure, not a measurement of exposure or harm. It does not establish that a home experiences a specific noise level, pollution exposure, or health outcome.
