A fire in Calgary’s Shaw Court building on July 11, 2012, made the building’s data centre unusable and interrupted services across Alberta. The outage affected healthcare records, banking, vehicle registration, land titles, vital-statistics documents and other government functions. Most government services returned within two days, but all services were not restored until July 17, after additional recovery and testing for motor-vehicle and land-titles systems.

What happened at the Calgary data centre

The Shaw Court building data centre became unusable after a fire on July 11, 2012. Organizations dependent on the facility included oil companies, radio stations and Alberta government entities, according to the Office of the Auditor General of Alberta.

The available public findings describe the service outage and recovery sequence, but do not establish a verified technical cause of the fire or a total financial-loss figure. Those details should not be inferred from the disruption itself.

Which Alberta services went down?

The incident therefore combined high-consequence public services with consumer and commercial transactions. A failure was not limited to one website: it affected the underlying systems used by agencies and organizations to perform everyday work.

How long did government services take to come back?

  1. July 11, 2012: The Shaw Court fire rendered the data centre unusable.
  2. About July 13: Contemporary reporting said most government services had returned two days after the fire.
  3. July 17: All government services were reported restored. Motor-vehicle-registry and land-titles data took longer because restoration had to be followed by testing.
  4. Through July 31: Drivers whose licences expired on or after July 1 received an extension through July 31, reducing the immediate consequence of the registry outage.

“Restored” did not mean every system was available at the same moment. The sequence shows why recovery plans must account for data validation and operational testing, not just bringing servers or applications online.

Why the outage mattered to patients, customers and residents

Healthcare and public safety

Alberta Health Services staff could not use electronic patient records for several core clinical tasks: ordering tests, recording results and ordering medications. The disruption affected clinical workflows rather than merely delaying access to an informational website.

Banking and payments

ATB Financial customers lost access to online banking and electronic funds transfers, while the institution’s call centre and some loan-application functions were also affected. The Auditor General recorded an interruption of up to three days for these affected functions.

Identity, licensing and property records

Unavailable driver-licence, land-title and vital-statistics data could delay transactions that depend on authoritative government records. The licence extension was a specific administrative workaround for drivers during the registry interruption; it did not replace the underlying registry.

What the Auditor General found about disaster recovery

In an October 2014 audit, the Office of the Auditor General of Alberta found that government entities had disaster-recovery plans but still could not deliver all expected programs and services within their expected times after the fire.

Two years after the incident, the audit said Alberta could not yet identify which government-wide IT applications were most critical, nor demonstrate that it had well-designed, tested plans and resources to recover those applications within targeted times. The finding concerned governance and preparedness, not simply whether individual organizations possessed a document labelled a disaster-recovery plan.

The recommendations

  • Identify critical government programs and the applications that support them.
  • Set recovery times and recovery order according to service need, risk and cost.
  • Provide the people, technology and other resources required by those targets.
  • Test recovery plans so that their practical performance is known before an emergency.

What this incident teaches about resilient IT operations

Prioritize services, not just infrastructure

A recovery team needs a ranked list of public outcomes—such as clinical ordering, payments or licensing—rather than an undifferentiated inventory of servers and applications. The Alberta audit’s emphasis on critical programs and supporting applications reflects that distinction.

Define recovery-time targets before an outage

“Recover quickly” is not an actionable requirement. Each service needs a stated target, an acceptable data-loss window and a recovery order that reflects consequences if the target is missed.

Include dependencies and shared facilities

The fire showed how organizations that appear separate to the public can depend on one facility or common technology. A complete continuity plan maps shared data centres, networks, identity systems, databases and third-party services.

Plan for verification after restoration

Motor-vehicle and land-titles systems needed restoration plus testing. Recovery procedures should therefore include data integrity checks, application validation, security checks and a controlled return to production.

Design workable manual procedures

The driver-licence extension illustrates a policy workaround that reduced harm while registry data was being recovered. Healthcare, financial and licensing organizations should define which transactions can be queued, documented manually or authorized under emergency rules, and how those records will be reconciled later.

Exercise the plan with measurable results

Tabletop discussions alone cannot show whether staff, facilities, backups and vendor support can meet a recovery target. Exercises should record elapsed recovery time, data completeness, unresolved dependencies and the steps needed to resume normal operations.

What is established—and what is not
