Those are different workflows, not interchangeable IDEs. The available documentation supports comparing these categories and highlights GitHub Copilot and VS Code as specific options; it does not substantiate a ranked list of 12 products.
How to choose a Cursor alternative
Compare tools on the work you expect them to do, not just on whether they advertise AI coding:
- Where the agent runs: in an editor, in a terminal, or in a hosted prompt-to-app service.
- Editor fit: whether it works with the IDE you already use, and whether the specific features you need are available there.
- Scope of work: whether it can make coordinated changes across project files and run commands, or mainly assists with code as you write.
- What it produces: code assistance within an existing project, or an application generated from prompts.
These distinctions matter for web development: a terminal agent and an app generator may both accept natural-language instructions, but they do not offer the same starting point or workflow.
Editor-based assistants
An editor-based assistant is the natural category to consider if you want AI help without moving your development work to a separate prompt-to-app service. Check the compatibility and feature set for your particular IDE rather than assuming that a product works identically everywhere.

GitHub Copilot across editors
GitHub describes Copilot as available in VS Code and through extensions for several other IDEs. Its product information describes workflows for planning, editing, and building, including an agent that can work across multiple files. See GitHub Copilot for its current product description and editor options.
For someone who uses more than one IDE—or wants AI assistance within an existing editor—Copilot is a documented option to investigate. The exact experience depends on the IDE: GitHub’s IDE feature matrix lists differences across editors and identifies some capabilities as public preview. Verify the current matrix for your editor before relying on a particular feature.

When you need an agent to handle project-wide work
Some coding tasks involve more than generating the next line: an agent may need to inspect a project, edit several files, and run commands. GitHub documents this kind of workflow for Copilot agent mode. It says the agent can select files, make edits across a project, and run commands as needed. Developers can review changes, while command approval behavior may depend on settings and the environment. See GitHub’s agent mode documentation for the current details.
Agent mode is therefore relevant when you want a coding assistant to take on a multi-step task, but it does not remove the need to inspect its changes. Confirm what the agent changed and review any commands or resulting behavior before treating the work as complete.

Keep a general-purpose editor and choose an agent
If you prefer to stay in a general-purpose editor rather than adopt a dedicated AI-first environment, VS Code documents a setup with multiple agent harnesses, including Copilot, Claude Code, and Codex. Its documentation also describes choosing among model providers and where requests run. See VS Code’s agent documentation for the available choices and current setup information.
This approach separates the editor from the agent: VS Code is the workspace, while the selected harness and provider shape how AI work is carried out. Provider options and product capabilities can change, so consult the documentation before choosing a setup.

When a prompt-to-app builder is the better fit
A prompt-to-app builder is aimed at generating an application from prompts, rather than adding an assistant to an existing editor workflow. Consider this category if your goal is to describe an app and have a service produce a starting point. If you already have a codebase and want help modifying it, compare the builder’s project workflow with an editor assistant or terminal agent before committing to it.
The available product documentation does not establish a verified set of 12 alternatives, a current price comparison, or a tested quality ranking. Treat any broad “best” list as a separate claim that needs product-by-product evidence; do not infer that tools in different categories are directly comparable.

A practical decision path
- Choose your starting point. If you want to keep coding in your current IDE, begin with editor-based assistants and check support for that exact IDE.
- Decide how much autonomy you need. For work spanning files or requiring commands, investigate agent workflows and their review and approval controls.
- Choose the workspace separately from the agent. If you want a general-purpose editor, VS Code documents options for using Copilot, Claude Code, and Codex harnesses.
- Decide whether you have an existing project. For a new app generated from a description, assess prompt-to-app services; for changes to an existing codebase, assess coding assistants and agents.
- Verify current details. Confirm IDE-specific feature availability, preview status, provider choices, and terms in the product’s official documentation.
