Attack surface management (ASM) helps an organization discover and understand exposed assets; Continuous Threat Exposure Management (CTEM) is the broader, ongoing program for assessing those exposures, prioritizing them, validating their significance, and reducing the risk. ASM can provide important visibility within CTEM, but an asset list by itself does not show which findings matter most or whether risk has been reduced.
What is the difference between CTEM and attack surface management?
The difference is mainly scope. ASM focuses on the organization’s attack surface—often starting with systems and services reachable from the public internet—and on managing visibility into assets and exposures. CTEM describes a continuous exposure-management program that uses that visibility as part of a wider risk-reduction cycle.
Gartner’s Reference Architecture Brief: Exposure Management, published June 23, 2025, describes exposure-management practices as identifying and quantifying expanding attack surfaces to prioritize cyberthreats. Its listed capabilities include attack-surface assessment, vulnerability assessment, exposure prioritization, adversarial exposure validation, and exposure remediation and mitigation. What does attack surface management cover?
ASM initiatives commonly emphasize the external attack surface because internet-facing assets are relatively easy to identify and understand. External ASM can help find unknown or unmanaged systems, services, and exposures that could be exploited. Its visibility may also extend to subsidiaries or third parties, depending on the scope and capabilities in use.

That visibility is not the same as a complete risk picture. Gartner’s Guidance Framework for Implementing Attack Surface Management, published June 3, 2024, notes that configuration management database (CMDB) inventories may lack security context such as mitigation controls and data context, cover only IT-managed assets, or be poorly maintained. Asset information can also be fragmented across sources. Gartner says the external surface is the primary focus of many ASM efforts because it is the easiest and most understood target; that emphasis should not be mistaken for coverage of every exposure that matters to the business.
Is ASM part of CTEM?
ASM is a useful capability within a CTEM program, not a synonym for the whole program. ASM can help establish what is exposed. CTEM adds the context, prioritization, validation, and follow-through needed to decide what to do about it.

A practical operating cycle is:
- Discover and scope assets. Find relevant assets and determine which parts of the organization, subsidiaries, and third parties are in scope.
- Assess exposures. Identify vulnerabilities and other weaknesses across those assets.
- Add context. Connect findings to ownership, business importance, data, and existing mitigation controls.
- Prioritize. Decide which exposures warrant attention based on their organizational significance, rather than treating every finding as equally urgent.
- Validate. Assess whether an exposure represents meaningful adversarial risk or an attack path, using appropriate authorization and safeguards.
- Remediate, mitigate, or retain deliberately. Fix or reduce the risk where possible, and make an informed decision where exposure must remain.
- Reassess continuously. Repeat the cycle as infrastructure, services, and business needs change.
This sequence synthesizes Gartner’s listed capabilities; it is a practical model, not a mandated process that every organization must follow.
How to reduce unnecessary internet exposure
CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, turns exposure management into concrete operational steps: identify internet-accessible assets, determine which genuinely need internet access, restrict or remove unnecessary exposure, protect assets that must remain accessible, and assess them routinely. Review dependencies before removing access so that essential operations are not disrupted.

For internet-accessible assets that must remain exposed, CISA recommends measures including:
- Changing default passwords and applying security patches.
- Replacing unsupported software or devices.
- Using a monitored jump host and monitoring network traffic.
- Implementing multifactor authentication (MFA) where possible.
CISA names Shodan, Censys, Thingful, and Shadowserver as examples of web-based resources for identifying internet-connected assets. The agency explicitly says that listing tools does not imply endorsement by CISA or the U.S. government; no single discovery tool, by itself, constitutes a CTEM program.

How to evaluate ASM and CTEM tools or services
When assessing enterprise products or services, compare the capabilities and operating fit—not just the size of a discovered-asset list. These are evaluation questions, not verified claims about any particular vendor.

| Integration and operating model | How does it work with asset inventories, vulnerability assessment, security operations, and business and technology teams? |
These questions reflect Gartner’s exposure-management capability areas and its cautions about fragmented inventories and missing asset context. A tool may support part of the cycle, while the organization still needs ownership, decisions, and follow-through to manage exposure.

What the evidence does—and does not—establish
The public material supports a distinction between ASM’s focus on attack-surface visibility and CTEM’s broader assessment-to-prioritization-to-validation-to-remediation scope. It does not establish a numerical, general reduction in breaches from adopting CTEM, nor does it compare specific products. Gartner’s public abstracts offer only limited access to the underlying frameworks. CISA’s June 4, 2025 guidance supports the practical exposure-reduction steps above, but claims here are limited to the official page information available.
