Character encoding and typography solve different problems. Encoding turns a document’s bytes into text characters; fonts and CSS determine how those characters look. If text appears as mojibake or the wrong symbols, changing the font will not repair it. If the text is decoded correctly but a character appears as a box or looks out of place, check font coverage and fallback.
Encoding and typography are separate layers
A browser must first interpret a file’s bytes as characters. That is the job of character encoding. Once the browser has text, font selection and other CSS typography properties control how it is rendered.
This distinction helps narrow down display problems:
- Wrong characters or mojibake: investigate the document’s actual encoding and how the browser was told to interpret it.
- A missing-character box or an unexpectedly different-looking character: the text may be decoded correctly, but the selected font or its fallback may not support that glyph.
- Text is present but looks too large, heavy, cramped, or otherwise wrong: inspect typography properties such as size, weight, width, style, spacing, and OpenType features.
A font cannot correct incorrectly decoded bytes. Correct decoding, in turn, does not guarantee that the chosen font can render every character appropriately.

Declare and use UTF-8 consistently
For HTML and CSS, W3C International recommends UTF-8. Save the files as UTF-8; typing UTF-8 characters into an editor does not convert a file that is saved in another encoding.
Declare HTML encoding
When the encoding is not already provided through transport metadata, declare it in the document head:
<meta charset="utf-8">For this declaration route, the HTML Standard requires the declaration to be entirely within the first 1,024 bytes of the document. New authoring tools must default to UTF-8.

Keep CSS encoding aligned
Save stylesheets as UTF-8 as well. When the HTML and CSS use the same encoding, a separate CSS encoding declaration is generally unnecessary. If an external stylesheet genuinely uses a different encoding, CSS’s @charset declaration has strict placement and byte-sequence requirements; adding the text @charset does not convert the file.
How CSS chooses fonts and fallback glyphs
The font-family property is an ordered list of preferred families. Include a generic family at the end so the browser has a broad fallback if the named choices are unavailable:

}The browser tries the list in order. If a font lacks a glyph for a particular character, it can fall back to another font for that character alone. A sentence can therefore appear mostly in the preferred font while a symbol or a letter from another script has a different shape.

Coverage is not always just a matter of whether a font contains an individual character. Complex scripts, combining marks, and variation sequences may depend on font data and shaping behavior to render correctly. The W3C CSS Fonts Module Level 4 Working Draft, section 5.4, says: “CSS font matching is always performed on text runs containing Unicode characters.” It also notes that legacy-encoded documents are assumed to have been transcoded before font matching.
Check actual text in the scripts and languages your site uses. A Latin-only sample cannot establish that a font will render your other content correctly.
Choose typography controls for the job
CSS offers separate controls for how text looks; changing a font family is only one of them.

- Family: choose a system stack or a downloadable web font, then provide fallbacks.
- Size and weight: set the scale and stroke emphasis appropriate to the content and display size.
- Width and style: select supported faces or variations for width and styles such as italics.
- Line and letter spacing: adjust text density and rhythm without changing character encoding.
- OpenType features: where supported by the font and CSS setup, features can provide ligatures, alternate numerals, or fractions.
Variable fonts can expose multiple supported variations through one font resource rather than requiring a separate static resource for each variation. The available axes and features depend on the font.

System stack or downloadable font
A system stack is simple and can use fonts already available on the device, but the exact appearance may vary with local availability. A downloadable web font gives a site more control over its chosen design, while introducing a font resource that must be delivered to visitors. Either way, include sensible fallbacks and test the characters the page actually uses.
Static faces or a variable font
Separate static font faces can supply specific styles and weights. A variable font may provide multiple supported variations in one resource. The right choice depends on the font’s available variations and how the site uses them; the format alone does not guarantee a smaller download or a better result.

Hosted service or self-hosting
Font providers differ in delivery and licensing terms. Adobe’s guidance for its hosted web fonts requires using its embed code; users who need local hosting are directed to obtain the appropriate foundry license. Check the current terms for the specific provider, font, and intended use before deploying it. Web-font packages may include WOFF or WOFF2 files and language subsets, but file availability does not itself establish permission for a particular use.
Diagnose broken or unexpected text
- Identify the symptom. Mojibake or the wrong symbols point first to decoding. A box, replacement glyph, or one character with a noticeably different design points first to font fallback or rendering support.
- Check the bytes, not only the source editor. Confirm the HTML file is actually saved as UTF-8 and inspect how the document’s encoding is declared or supplied through transport metadata.
- Check the stylesheet file itself. Confirm its saved encoding. If it differs from the HTML, verify that any required
@charsetdeclaration follows CSS’s strict rules. - Inspect the font stack. Confirm the intended font is available or loaded, that the stack includes a generic fallback, and that the font has the needed glyphs.
- Test representative content. Use real text from every target language and script, including combining marks or other sequences used by the site. A Latin-only preview is not enough.
- Adjust typography only after decoding and coverage check out. Then tune size, weight, width, style, spacing, and supported font features for legibility and appearance.
