Use native CSS Paged Media first. For articles, invoices and ordinary reports, @media print, @page and break properties are simpler, standards-aligned and have no runtime dependency. Add Paged.js when you need a paginated in-browser preview, running headers or footers, page counters, named pages, scripted pagination, or a repeatable headless-browser PDF pipeline that native print output cannot provide.
The practical choice is not “CSS or JavaScript” in every project. A robust workflow writes semantic print CSS as the baseline, then uses Paged.js as an optional rendering layer and keeps a native-print fallback.
What CSS Paged Media and Paged.js actually are
CSS Paged Media is the standards layer
CSS Paged Media defines how continuous HTML is split into discrete pages. You express paper size, orientation, printable margins and fragmentation with CSS, usually inside @media print and @page. The browser’s print engine performs the pagination.
A minimal baseline looks like this:

Modern browsers implement much of this core. Can I Use reported 95.45% global usage support for CSS @page in August 2026; that figure describes the feature’s usage-table support, not every descriptor or pagination behavior. The marks and bleed descriptors remain unsupported in browsers according to MDN.

Paged.js is a JavaScript pagination engine and polyfill
Paged.js reads your HTML and print CSS, performs a pagination pass, and creates a paginated preview or PDF workflow in the browser. Its purpose is to polyfill print-related CSS that browsers do not yet implement consistently. It can expose a transformed page DOM, generated page elements and classes, hooks, and handlers for custom pagination behavior. The original source HTML is not modified.
It still relies on a browser’s layout engine. Paged.js cannot make two different engines calculate line wrapping, fonts or intrinsic sizes identically, and @page size support can vary. Treat the browser and operating system as part of the renderer.

Choose native CSS when print output already passes
Native CSS is the right answer for a conventional article, invoice or report when the browser’s print preview meets your acceptance criteria. It minimizes code and operational risk, works as a graceful fallback if JavaScript is disabled, and avoids a pagination runtime in every viewing session.
- You only need paper size, margins, orientation, page-break control and print-only visibility.
- Browser-specific differences are acceptable or you control the target browser.
- You do not need generated margin-box headers, scripted pagination hooks or an in-page book preview.
- Your export process already has a trusted browser automation layer.
Validate the actual PDFs, not just a screen preview. Check orphaned headings, split tables, overflowing code blocks, missing backgrounds and links that become unusable on paper.
Choose Paged.js for publication-style pagination
Running headers, footers and counters
Books, manuals and long reports often need a title or section name repeated on each page, page numbers, named page types and generated content. Paged.js documentation specifically covers these publication features and converts relevant @page and generated-content declarations into browser-readable DOM and CSS.

A paginated preview for authors
If editors must inspect page boundaries before downloading, Paged.js provides a page-shaped preview in the browser. This catches awkward breaks earlier than a print dialog that hides the composed page structure.
Repeatable command-line or server export
Paged.js documents pagedjs-cli for running a headless browser and producing PDFs. A basic setup is:

pagedjs-cli index.html -o result.pdf
The CLI flow supports options for page size, margins, landscape mode and hyphenation. The documented browser-export settings include zero browser margins, disabled browser headers and footers, and enabled background graphics; configure these deliberately rather than relying on a user’s print-dialog defaults.

- Write semantic HTML. Use real headings, lists, tables, figures and section containers. Avoid putting pagination logic into content markup.
- Add native print CSS. Define
@page,break-before,break-after,break-inside, print colors and screen-only visibility. - Set acceptance tests. Specify paper size, margins, expected page count range, required repeated furniture, table behavior, font availability and link behavior.
- Load Paged.js only for the authoring/export path. Keep the same semantic HTML and CSS so native print remains a fallback.
- Inspect the paginated DOM and PDF. Confirm that generated pages, counters, headers, footers, figures and long code blocks behave as intended.
- Pin the renderer. Lock the browser version, operating system, fonts, locale, timezone and Paged.js version used for production exports.
This hybrid approach treats Paged.js-generated pages as an output layer. A browser with no JavaScript can still use the native rules, while your controlled export job gets the extra pagination behavior.
Where the browser’s print CSS stops being enough
Margin-box content and publication furniture
Native CSS can set page size and margins, but broad browser support for generated margin-box content is not available. If every page needs a running section title, a coordinated footer and a page counter, Paged.js is the more practical choice.

Complex fragmentation
Break properties are hints interpreted by the browser. Large tables, floats, long unbreakable strings and nested flex or grid layouts can still produce surprising results. Paged.js gives you a pagination pass and hooks to react to those cases, but you must test the resulting DOM and PDF.
Marks and bleed
Do not select either tool expecting browser-native crop marks and bleed descriptors: MDN states that browsers currently support neither of those features. A commercial print workflow may require a separate imposition or PDF post-processing stage.

Native printing has the smallest runtime footprint. Paged.js performs an additional pagination pass, creates page structures and may load a headless browser in automation, so export jobs need more CPU and memory and should be monitored for timeouts.
Consistency is the larger operational issue. Paged.js notes that output can differ between browsers because engines do not use the same layout implementation. Firefox may require manual PDF-size changes, and line-height or hyphenation can differ between browsers and operating systems. Use a fixed container image or machine image, install the exact fonts, disable unintended browser headers and footers, and compare PDFs in continuous integration.
Troubleshooting common failures
Page size in the PDF is wrong
Cause: browser print settings override CSS or the engine handles @page size differently. Fix: set the size in CSS and the CLI/export options, choose zero browser margins where documented, and verify the PDF’s page box. Firefox may need a manual PDF-size adjustment.

Headers or counters are missing
Cause: the native engine does not implement the generated-content feature you used, or Paged.js was not loaded before pagination. Fix: confirm the Paged.js script and pagination pass ran, inspect generated page elements, and retain a sensible native fallback.

Content overlaps or is clipped
Cause: fixed heights, transforms, oversized images, unbreakable code or a layout mode that fragments poorly. Fix: remove fixed heights in print CSS, constrain media to the page width, allow long tokens to wrap, and apply break-inside: avoid selectively rather than to huge containers.
Different machines produce different page counts
Cause: different browser engines, fonts, operating systems, zoom settings or hyphenation. Fix: pin all renderer inputs and compare output in the same environment. Do not promise byte-identical PDFs across arbitrary client browsers.
pagedjs-cli cannot load the document
Cause: local files, relative assets or cross-origin restrictions prevent the headless browser from reading stylesheets and fonts. Fix: serve the project from a local HTTP server, use resolvable asset URLs, and confirm that the CLI process can fetch every stylesheet, font and image.

Can Paged.js replace a browser’s print engine entirely?
No. It adds a JavaScript pagination layer but still depends on the browser for layout primitives, fonts and page-size behavior.
Is Paged.js required for every HTML-to-PDF project?
No. Native print CSS is sufficient when your required page breaks, size, margins and output checks pass in the target browser.
Should I test Paged.js output in more than one browser?
For production, test the pinned renderer you will actually use and document that environment; cross-browser testing is useful when readers will print directly from their own browsers.
