Use ordinary HTML with CSS when you need only presentation or a styling hook. Define a custom element when the markup needs registered browser behavior or lifecycle reactions. Add Shadow DOM only when isolating a component’s internal markup and styles is worth the extra integration and theming work.
First, clarify what “CSS-only custom element” means
“CSS-only custom element” is informal shorthand, not a separate browser API. You can write a custom-looking, hyphenated tag in HTML and target it with CSS, but that alone does not register the name with the browser’s CustomElementRegistry or give it custom lifecycle behavior. Registration and behavior come from the JavaScript Custom Elements API. See MDN’s Using custom elements.
Web Components is the broader set of browser features for reusable elements. Its main pieces are custom elements, Shadow DOM, and HTML templates and slots; a project can use one or more of them. A custom element does not have to use Shadow DOM. MDN outlines the pieces in Web Components.

Choose based on the job the element must do
Use native HTML and CSS for presentation
Start with a native semantic element when it already expresses the content or control. If all you need is a visual wrapper, layout, or selector target, ordinary markup and CSS usually keep the structure easy to compose and style from the page.
Use custom-named markup as a lightweight hook
A custom-looking tag can be a convenient wrapper or selector target when no browser-managed behavior is needed. Treat it as custom-named markup, not as a fully defined Web Component: CSS styling does not register the tag or provide lifecycle reactions.

Define a custom element for behavior and lifecycle
Use the Custom Elements API when you need a registered name and behavior coordinated with the element’s creation, connection, disconnection, or attribute changes. That is the point at which a JavaScript definition provides something a CSS selector cannot. MDN’s custom-element guide explains the API.
Add Shadow DOM when isolation is a requirement
Attach a shadow root when internal markup and styles should be isolated from surrounding page rules. Shadow DOM is a separate choice from defining a custom element, so do not add it automatically if document-level composition and straightforward host-page styling matter more. Balance isolation against theming and integration
Ordinary document CSS is easy for a host page to apply across its markup. CSS @scope can constrain selector reach, but it does not create a component boundary or add behavior. See MDN’s CSS scoping documentation.
Shadow DOM gives internal styles stronger isolation, but that boundary also means consumers cannot rely on ordinary page selectors to reach internal nodes. If host pages need to customize internals, provide deliberate styling surfaces. CSS shadow parts let a component expose selected internal nodes for styling with ::part(); see MDN’s CSS shadow parts.

A practical decision checklist
- Only presentation or a selector hook? Use native HTML and CSS, or custom-named markup if a wrapper is useful.
- Need a browser-registered tag with behavior tied to element lifecycle or attribute changes? Define a custom element.
- Need internal markup and styles insulated from page rules? Consider attaching Shadow DOM to the custom element.
- Need host-page theming of internals? Plan explicit styling hooks, such as exposed shadow parts, rather than assuming outside selectors can reach through the boundary.
- Need only narrower selector reach in ordinary CSS? Consider
@scope; it is selector scoping, not Web Components.
What this comparison cannot rank in the abstract
