Good form design uses CSS to make fields, labels, instructions, buttons, and feedback easy to see and use; semantic HTML gives those elements the relationships assistive technology needs to expose. Start with clear labels and meaningful groups, then use CSS for layout, sizing, contrast, and visible interaction states. Accessibility belongs in the design from the start—not as a final coat of polish.

Build the form structure before styling it

CSS controls presentation, but it cannot replace the meaning supplied by HTML. Use native form elements and relationships so people can understand what each field asks for and which instructions or errors apply to it. W3C WAI’s Forms Tutorial notes that forms can be “visually and cognitively complex and challenging to use.” A clear structure helps reduce that complexity.

Keep a form focused on the information needed for its task. Group related questions, explain unfamiliar requirements, and avoid adding fields simply because they might be useful later.

Give every control a visible, associated label

Use a visible <label> for every input, select, and textarea. A reliable default is to match the label’s for value to the control’s unique id. The label remains available when a person starts typing and gives assistive technology a programmatic name for the control.

Do not use placeholder text as the only label. Placeholder text disappears when users enter a value, making the expected information harder to review. It may be useful as an example, but the label should still explain the field.

For personal information, choose an appropriate autocomplete value. It can help browsers recognize what a field is for and support faster completion.

Use hints for non-obvious requirements

Add a concise hint when users could reasonably make a predictable mistake—for example, when an identifier must follow a particular format or a password has requirements not apparent from its label. Give the hint a unique ID and reference it with aria-describedby on the relevant control.

Keep instructions short and close to the field they explain. If an instruction applies to a whole group, place it with the group rather than repeating it beside every control.

Group related choices with fieldset and legend

Use <fieldset> and <legend> for related controls that need a shared question or context, such as a radio group, a set of checkboxes, or parts of a compound input. The legend gives the group a name; each option still needs its own label.

For a small set of mutually exclusive options, radios make the available choices visible at once. A select can make sense for a longer list or where space and context call for it. The W3C Design System recommends treating select as a last resort in its own context and suggests radios for short choices; that is its design-system guidance, not a universal rule for every interface.

Style a coherent, usable field layout

Make each field read as one unit: label, optional hint, control, and any feedback should be visually connected. Consistent spacing and alignment make forms easier to scan. Keep controls visually recognizable as controls, and make button text describe the action in context rather than relying on a vague label such as “Submit” when a more informative one is available.

The W3C Design System recommends visible field borders and a minimum field height of 44px as a touch-friendly target. This is that design system’s recommendation, not a universal WCAG requirement. It also recommends choosing widths that fit fixed-length values—such as postcodes or telephone numbers—rather than giving every control the same arbitrary width.

Adapt the colors to your interface and check the actual foreground/background combinations. The declarations above are an illustrative starting point, not a guarantee that every combination meets a contrast requirement in every context. Keep enough space between fields to distinguish one question from the next, and avoid shrinking instructions or feedback until they are difficult to read.

Make required, focus, and error states perceivable

Keep keyboard focus visible. It is possible to style focus and hover states to suit a design, but removing focus feedback takes away an important orientation cue. Use a clear outline or other strong indicator that is not clipped by the surrounding layout.

Do not communicate required status or an error through color alone. Pair a color change with text, a symbol, or another perceivable cue. For example, label a required field explicitly and show an explanatory error message next to an invalid field. A red border by itself does not say what went wrong or how to fix it.

Design for different screens and input methods

Do not treat a desktop arrangement as the whole design. Check that labels, instructions, controls, and feedback remain legible and associated at narrow widths. A straightforward single-column layout often adapts well; if a form uses multiple columns, make sure the reading and keyboard order still make sense and that fields do not become cramped.

Test interaction with a keyboard as well as a pointer and touch input. Ensure controls remain easy to identify and operate, focus is visible, and radio or checkbox labels are large enough to tap comfortably. CSS should improve clarity without turning native controls into decoration that hides their purpose or state.

Make validation help users recover

There is no single validation timing pattern that fits every product. GOV.UK’s Design System advises against validating merely when a user leaves a field and generally waits until the user tries to continue; it recommends adding client-side validation only where an identified user need supports it. That is the documented pattern for GOV.UK, not a blanket rule for every site.

When showing errors, help users locate and correct them:

  • Preserve the values the user already entered.
  • Show an error summary near the top of the main content when a submission has errors.
  • When appropriate, move keyboard focus to the summary so users encounter the problem promptly.
  • Link each summary item to its field.
  • Use matching wording in the summary and next to the field.
  • Explain both what went wrong and how to correct it.

GOV.UK documents disabling native HTML validation in its own system because its custom error components provide a consistent presentation. That choice should not be copied automatically: choose native or custom validation based on the needs of your product and the error experience you can implement accessibly.

In a real submission flow, render the summary and matching field-level message when validation fails, retain the entered value, and direct focus to the summary when that is appropriate to the interaction. A visual error style alone does not implement this recovery behavior.

Example: assemble an accessible form

This compact example brings together labels, a linked hint, a grouped choice, a required-field cue, and an action button. Server-side or client-side validation still needs to provide the error recovery behavior described above.
