1. Start with a source and provenance record
A printable training document is not a web-page copy. It is a new learning artifact whose claims, quotations, images, and links must be traceable. Create a simple provenance table before writing:

Prefer primary sources and standards bodies for technical or compliance instruction. Save a snapshot or archive copy when your organization permits it, but do not treat a saved copy as permission to redistribute copyrighted material. A provenance record lets a reviewer replace a changed page, answer a learner’s “where did this come from?” question, and update a certification exam without guessing.
2. Check whether you may reuse web content
A page being publicly viewable does not make its text, diagrams, photographs, or quizzes free to copy. Read the page’s license and any terms attached to individual assets. If no permission is stated, quote only what your legal or rights process allows, seek written permission, or create an original explanation and link to the source instead of reproducing it.

W3C WAI material
The W3C Web Accessibility Initiative states that you can generally use WAI material for free with two conditions: provide attribution and do not modify documents covered by the W3C Document License. Preserve the source URL and the required credit in the handout. A page or asset specifically marked Creative Commons may permit adaptation, but follow that particular license’s attribution, share-alike, noncommercial, or other conditions; do not assume every W3C page has the same terms.
Build an attribution block
At the end of the handout, identify copied or adapted material separately from your own teaching text. Include the title, publisher, URL, date accessed, license name, and any required notice. For an adapted diagram, label it “adapted from” and describe what you changed. Keep the full rights decision in your internal provenance record even if the learner-facing credit is shorter.
3. Convert pages into a learning sequence
Copying headings from a website produces a reference sheet, not a course. Rewrite the material around what a learner must be able to do.
- State outcomes. Use observable verbs such as identify, configure, calculate, test, or explain. Avoid outcomes such as “understand accessibility.”
- Order prerequisites first. Define terms and prerequisites before procedures. Put the most common path before exceptions.
- Chunk concepts. Give each concept a short explanation, an example, and a learner action.
- Add checks. Use a short question, scenario, or practice prompt after each major section. Place answer guidance in instructor notes or a separate key when the document is used for certification.
- Mark source boundaries. Distinguish quoted text, your paraphrase, and your interpretation so learners know which statements are authoritative.
Use real headings, paragraphs, numbered lists, and bulleted lists rather than visual formatting alone. A clean outline also becomes the navigation structure for screen readers and the bookmarks panel in many PDF viewers.

4. Author an accessible source document
Microsoft’s Word and PowerPoint accessibility guidance puts accessible source authoring before PDF export. Fixing the source first is more reliable than trying to repair every defect in the PDF later.
Use semantic structure
- Apply built-in Heading 1, Heading 2, and Heading 3 styles in Word, or an equivalent outline level in PowerPoint. Keep one logical document title and a predictable hierarchy.
- Use paragraph styles, list controls, and table tools. Do not simulate headings with bold, spaces, tabs, or repeated punctuation.
- Write descriptive link text such as “Download the lab checklist,” not “click here.”
- Give every meaningful image concise alt text that conveys its purpose. Mark purely decorative images as decorative.
- Provide a caption or nearby explanation for diagrams, charts, and tables. A color legend alone is not an alternative.
- Do not use color as the only distinction. Pair color with text, shape, pattern, labels, or position, and maintain sufficient contrast.
- Use readable typography, generous spacing, and consistent page headers. Avoid long lines and dense all-caps passages.
Make tables and examples understandable
Keep tables simple, identify header cells, and avoid merged cells when they make reading order ambiguous. Introduce a table in the preceding paragraph and explain the conclusion in text; never require a learner to infer meaning from shading. For code, provide a real text block that can be selected and searched, followed by the expected result and any security warning.
Support instruction
Adobe’s online-learning accessibility guidance emphasizes clear descriptions, alt text, non-color cues, readable typography, and supportive notes. Add definitions for specialist terms, spell out acronyms at first use, and include enough context that a learner can complete an activity without seeing the original web page. Provide the handout before the session whenever possible so learners can load it into their preferred reader, enlarge it, or request an accommodation.

5. Export a tagged PDF without losing structure
- Finish the outline, links, alternatives, and reading order in Word or PowerPoint.
- Run the authoring application’s accessibility checker and correct errors in the source.
- Use the PDF export or save-as-PDF workflow that preserves document structure and creates PDF/UA tags, as described in Microsoft’s current Word and PowerPoint guidance. Avoid printing to a PDF driver when that path strips tags, links, or document metadata.
- Set a meaningful PDF title and language, and include the document version and date in the file properties or front matter.
- For PowerPoint-based material, enable bookmarks, document markup, and promoted hyperlinks when your workflow requires those features. Confirm that slide titles become useful navigation labels.
- Open the exported file in a PDF viewer and verify that text is selectable, links are active, and images are present before starting formal QA.
Tagged output is necessary but not sufficient. A PDF can contain tags in the wrong order, an incorrect language, missing alternative text, or links whose names make no sense out of context.
6. Test and remediate the exported PDF
Section508.gov’s PDF authoring checklists and Adobe Acrobat DC training describe a post-export cycle: inspect, test, remediate, and test again. Use a repeatable checklist for every release.

- Tag tree: Inspect heading levels, paragraph tags, list structure, table headers, figures, links, and the document language.
- Reading order: Use the viewer’s order tool or keyboard reading mode. Confirm that columns, callouts, captions, and footnotes are read in a sensible sequence.
- Keyboard test: Navigate without a mouse. Check focus order, link activation, form fields, and any embedded controls.
- Screen-reader test: Navigate by headings and links, hear image alternatives, and verify that tables announce headers and relationships.
- Visual and zoom test: Check at high zoom and in reflow or equivalent text modes. Look for clipped text, low contrast, overlapping objects, and blank pages.
- Content test: Compare page counts, quotations, URLs, code, answer choices, and references with the approved source version.
Remediate in the source whenever possible, then export again. Use direct PDF repairs for defects introduced only during conversion, and document each repair so the next revision does not overwrite it. WCAG2ICT describes how WCAG principles can be applied to non-web documents and software, but its guidance is informative; your organization’s accessibility policy or applicable regulation may impose additional requirements.
7. Capture web pages for evidence without making them the lesson
A screenshot can document what a source looked like on a particular date, but it is not a substitute for selectable text, alt text, or a rights review. If you need a visual record, use a browser manually: open the page, accept or close the consent dialog according to the site’s terms, wait for lazy content, capture the relevant viewport or full page, and record the URL and date beside the image. Crop away unrelated personal data and do not publish a screenshot that exposes private learner information.

- Give the PDF a stable filename such as
course-topic-handout-v2-2026-09.pdf; keep the editable source under the same version identifier. - Set the PDF title, author or owning team, language, subject, and revision date. Do not rely on the filename alone.
- Publish the learner PDF, an accessible source or alternate format when required, and a contact route for reporting accessibility problems.
- Send the file before class or the assessment window. Tell learners which reader features and accommodations are supported.
- Retain the provenance table, permission evidence, source file, exported PDF, checker report, remediation notes, and approval record.
For certification updates, change one controlled source, regenerate the PDF, rerun the full QA checklist, and record what changed. Retiring an old version should prevent learners from confusing an expired certificate or exam with the current release.
Common failures and fixes
The PDF has no headings or bookmarks
Cause: Text was formatted visually or the file was printed to PDF. Fix: Apply real heading styles and export through the tagged-PDF workflow; for PowerPoint, enable bookmarks and promoted hyperlinks where needed.
A checker passes, but a screen reader reads columns out of order
Cause: Tags or positioned objects do not match the visual layout. Fix: Inspect and reorder the tag tree, simplify complex layouts in the source, then test again with keyboard and screen reader navigation.

Cause: Alt text was omitted or copied from a filename. Fix: Add purpose-focused alt text in the source; provide a longer description in nearby text for a chart or process diagram.

Links work but are confusing when listed
Cause: Link text says “here” or repeats the same generic label. Fix: Replace it with the destination or action, such as “Open the incident-response checklist.”
A reused page or image receives a rights complaint
Cause: Public availability was mistaken for permission. Fix: Pause distribution, consult your rights owner, replace the asset with original work or a clearly licensed alternative, and update the attribution record.
A web capture is blank or includes a consent dialog
Cause: The page had not finished loading, content was lazy-loaded, or an overlay blocked the view. 9. A release checklist
- Every quotation, image, table, and screenshot has a recorded source and permission decision.
- Learning outcomes, sequence, examples, practice checks, and assessment instructions are explicit.
- Headings, lists, links, tables, alt text, captions, contrast, and non-color cues are present in the source.
- The PDF is tagged, titled, language-identified, and exported without losing bookmarks or hyperlinks.
- Automated, tag-tree, keyboard, screen-reader, zoom, visual, and content checks are complete.
- The learner copy, source file, version/date metadata, provenance, checker report, and remediation notes are retained.
- Learners receive the material before instruction and know how to report an accessibility problem.
Frequently Asked Questions
Should the certificate and the teaching handout be one PDF?
Usually no. Keep instructional explanations and practice in the handout, and issue a separate certificate or assessment document with its own identifier, revision, and approval record. This prevents a later teaching edit from changing the meaning of an awarded credential.
What should I do when a source page has no publication date?
Record “date not stated,” keep the access date, and preserve the exact URL. Ask the publisher for clarification when the date affects certification validity or regulatory evidence.
Can I distribute only a screenshot of a web lesson?
Use a screenshot as dated visual evidence, not as the sole instructional format. Provide selectable text, meaningful alternatives, and a rights-compliant attribution for the underlying material.
