Yes: tests can report 90% code coverage and still miss a bug. Coverage records what code ran under a particular metric; it does not prove that tests checked the right results, exercised important inputs, or would fail when the code is wrong. AI-generated tests are subject to the same limitation.
What does 90% code coverage actually tell you?
It tells you that tests executed 90% of the code counted by the selected coverage metric. The exact meaning depends on the metric: statement or line coverage records whether lines ran, while branch coverage looks at whether control-flow branches were taken. Neither percentage, by itself, measures whether a test verified the intended behavior.
Google’s explanation of coverage data makes the distinction concrete: a test can execute a division line using a nonzero divisor without ever checking what happens when the divisor is zero. The line is covered; that failure condition is not.
How can a bug ship when coverage is 90%?
The test reaches the code but checks too little
A test may call a function and confirm that it returns something, without checking that the value is correct. It can also verify a successful response while leaving error handling, boundary values, or other significant outcomes unexamined.

The important input or path was never exercised
Line coverage can register a line as executed even when a risky input, alternative branch, or failure condition was absent. A high overall percentage can also obscure a small but critical uncovered area if the rest of the code is exercised heavily.
The test repeats the same mistaken assumption
A test can execute the implementation and still encode the same misunderstanding as the code. If both assume an invalid input is acceptable, for example, execution alone will not expose that shared error.

The Google Testing Blog puts the core limitation plainly: “Code coverage does not guarantee that the covered lines or branches have been tested correctly, it just guarantees that they have been executed by a test.” That applies to tests written by people and tests generated with AI. A coverage result does not establish that AI-generated tests are meaningful, nor does the evidence here establish an AI-specific failure rate.
Is there an ideal code coverage percentage?
No single percentage is ideal for every product. Google’s 2020 coverage best-practices guidance gives 60% as “acceptable,” 75% as “commendable,” and 90% as “exemplary” general guidelines, while explicitly cautioning that no ideal applies universally. These are Google’s guidelines, not an industry-wide standard or a guarantee of quality.

Choose a threshold as a local risk-management decision. Google advises considering the impact or criticality of a feature, how often its code changes, its expected remaining lifetime, its complexity, and relevant domain variables. A lower-risk, stable component and a safety- or revenue-critical path do not necessarily warrant the same testing effort.
How should you use a coverage report?
- Check what the metric counts. Confirm whether the report is based on lines, statements, branches, or another measure, and which files are included. A percentage without that scope is hard to interpret.
- Find unexecuted code. Use the report to identify uncovered functions, branches, and high-risk paths. Coverage is particularly useful for finding gaps where no test ran.
- Inspect the tests for meaningful checks. For important scenarios, ask whether assertions verify expected values, side effects, errors, and relevant boundaries—not merely that execution completed.
- Prioritize by risk. Spend more testing effort where failure has greater business impact, where code is complex or frequently changed, and where domain-specific inputs create hazards.
- Use complementary checks where they fit. Coverage is one signal. Mutation testing, fuzzing, and static or dynamic analysis can reveal different kinds of weaknesses.
What do other testing approaches reveal?

These methods are complementary; none subsumes the others. Fuchsia’s version-pinned test coverage documentation warns that coverage “does not guarantee bug-free code” and recommends combining testing with fuzz testing and static and dynamic analysis.

Mutation testing has its own limits: it evaluates whether tests catch the changes that were selected, not every possible defect. A Google Research paper, “State of Mutation Testing at Google”, reports that in more than 90% of cases in Google’s code base, either all mutants in a line were killed or none were. That is a study-specific finding, not a general guarantee about mutation testing or fault detection.

Treat it as evidence about execution, not a verdict on test quality. Ask what the missing 10% contains, whether critical behavior has meaningful assertions, and which additional checks fit the system’s risks. The useful question is not just how much code ran, but whether the tests would notice when important behavior is wrong.
