Ten short ID rows and ten rows containing long descriptions have the same row count, but can use very different numbers of tokens. Rows measure how many records came back; tokens measure the serialized content and other parts of a model request.
Why row count and token count differ
A row count describes result cardinality: the number of records returned. Token usage depends on what the model processes and generates. The row count alone cannot tell you how large that payload is.
- Column count: A result with many fields generally carries more content than one with a single ID column.
- Field contents: Long descriptions, logs, or other text can make a small result much larger than a set of short values.
- Serialization: The names, structure, and formatting used to represent results are part of what is processed.
That is why “the tool returned 100 rows” is not enough information to estimate token usage reliably. Inspect the actual request and its reported usage rather than applying a fixed token multiplier per row.
What tool usage adds to a model request
Tool results are only one part of a request. A model call can include instructions, tool definitions, conversation history, user input, files or images, and previous tool results. Generated output can include visible text, tool-call arguments, and reasoning. The OpenAI observability and usage guide describes these inputs and outputs, while its token-counting guide notes that output usage can include tokens not visible in the final answer, such as formatting or channel tokens. Output limits also apply to those tokens, and their amount varies by model and response shape.

Consequently, counting the words in the answer—or counting the rows in a tool result—does not account for the whole request. Multiple model calls, retries, subagents, and external tool charges can also affect the total cost of a task.
Choose between aggregating and returning records
When the question asks “how many?”
Compute the aggregate close to the data source. A database-side count can return the requested total without sending every matching record for the model to inspect. For example, if the user asks how many orders match a condition, return the count; send the matching order details only if the user also needs them.

When the question asks “which ones?”
Return records only when the model or user needs individual items. Filter for relevance, select only useful columns, and deliberately cap or paginate the results. Those controls reduce unnecessary payload, but a cap is also a completeness decision: it may omit matching records.
Make limits and completeness explicit
Oracle’s About Agent Tools guide says, “Row limits protect performance and control how much data is sent back to the agent.” It warns that larger limits can cause failures when results contain wide rows or large text values. In its documented SQL-tool behavior, a limit is applied to the query before it runs; for a static query, it returns the first n available rows.

Tell the reader or downstream system whether a result is complete, capped, or only one page, and whether more results can be fetched. Without that signal, a model may treat a partial set as if it represented every match.
Measure the actual request path
Capture request-level usage from the provider or SDK used in production instead of relying on a local estimate. The OpenAI Agents SDK usage documentation describes per-request usage entries and recommends validating usage reporting when using third-party provider adapters. Reporting can differ by backend; record what the actual backend reports, and distinguish a missing metric from a reported zero when the adapter makes that distinction.

To compare approaches, examine the whole request path: the result shape, input and output usage, cached tokens where applicable, and any tool-specific charges. Cost depends on the model, provider pricing, caching, serialization, and workload, so there is no universal dollar-saving percentage for returning fewer rows. Use current provider pricing with measured usage for your own workload.

Ordering can affect which records fit into a limited first chunk, but rank alone is not a proven accuracy fix for every tool workflow. A 2026 preprint by Tatiana Petrova, Andrei Mazniak, and Radu State, Agents Don’t Paginate: First-Chunk Selection for LLM Tool Responses, reports that raising the rank-one probability did not systematically improve downstream accuracy in its tested setting. The work includes an evaluation on 500 SWE-bench Verified tasks and a separate downstream probe across five models; the authors explicitly say that probe is not an end-to-end resolution test. Its findings should not be generalized to every tool protocol, data type, truncation policy, or pagination strategy.
