First, copy a short piece of plain text and try pasting it into a different app. Then compare keyboard shortcuts with the app’s Edit menu. If copy and paste works in other apps but not one specific place, focus on that app, browser, destination field, or the type of content; if the problem occurs across apps, check the keyboard and local clipboard. If it fails only between devices, troubleshoot the device-sync feature instead.
Start by finding where copy and paste fails
- Copy a short, ordinary text phrase and paste it into a second app with an editable text field.
- Try the keyboard shortcuts and the app’s menu separately. On Windows, use Ctrl+C and Ctrl+V; on Mac, use Command+C and Command+V.
- Check whether the failure involves text, images, or files, and whether it happens only between devices.
This is a practical way to narrow down the cause, not a universal diagnostic test. If one app fails while another works, investigate the failing app or destination. If menu actions work but shortcuts do not, check keyboard input or shortcut remapping. If shortcuts work in a web editor but its menus do not, browser clipboard security may be involved.
Fix the Windows clipboard
Check whether local copy and paste works
Try Ctrl+C in the source and Ctrl+V in an editable field in another app. Then press Windows+V to open clipboard history. If history is off, the panel offers an option to turn it on. Clipboard history is separate from ordinary copy and paste: local copy and paste can work even when history is disabled.

Open Settings > System > Clipboard and review clipboard history and cross-device sync as separate settings. To clear saved history, use the clear option in Settings or in the Windows+V panel. Microsoft currently documents a maximum of 25 history entries and a 4 MB limit per item; restarting Windows clears history except for pinned items. These documented limits and interface details may change.

Do not assume cross-device sync is active just because copying works on the PC. Windows 10 support ended on October 14, 2025; users should not expect it to continue receiving free Windows Update security fixes. Microsoft’s Windows clipboard instructions cover history and sync.
When copying fails in a browser document
For Google Docs, Sheets, or Slides in a browser, try keyboard shortcuts: Ctrl+C and Ctrl+V on Windows or ChromeOS, or Command+C and Command+V on Mac. Google notes that browser security can prevent web apps from using system clipboard commands through menus.

In Chrome, try the keyboard shortcuts, right-click, or the toolbar’s Edit menu. Google says menu options require the Docs Offline extension. See Google’s instructions for copying and pasting in Docs, Sheets, and Slides.

When copy and paste fails only between Apple devices
Apple’s Universal Clipboard requires nearby supported Apple devices signed in to the same Apple Account, with Bluetooth and Wi-Fi on and Handoff enabled. Copied content is available on the other device briefly or until another item is copied.

If it is not working, install available software updates, restart the devices, and check the account, wireless, Handoff, and proximity requirements. Apple published its current support instructions on February 18, 2026: Use Universal Clipboard to copy and paste between your Apple devices.
When Android-to-Windows copy and paste fails
Microsoft’s Phone Link cross-device copy and paste is limited to Surface Duo and select Android models from Samsung, HONOR, OPPO, ASUS, vivo, and Xiaomi. It transfers text and images—not every kind of content. Images larger than 1 MB are resized, and content cannot be copied from Secure Folder onto the PC.

- In Phone Link, turn on Cross-device copy and paste.
- If a large text selection will not transfer, try copying a smaller section.
- Close and reopen Phone Link on the PC and Link to Windows on Android.
- Restart the PC only if those steps do not resolve the problem.

Recover copied content in Microsoft Office
If you copied something earlier in an Office app and have since copied other content, open the Office Clipboard task pane: on the Home tab, select the Clipboard dialog launcher. Double-click an item in the pane to paste it. The pane holds up to 24 recent items; copying a twenty-fifth removes the oldest. The standard shortcuts are Ctrl+X to cut, Ctrl+C to copy, and Ctrl+V to paste. See Microsoft’s Office Clipboard instructions.

If it still does not work
- If only one app or destination fails, test another editable field and check that app’s restrictions or browser-specific behavior.
- If menu actions work but keyboard shortcuts do not, investigate keyboard input or shortcut remapping.
- If local copy and paste works but another device does not receive the content, check the relevant sync feature’s requirements and settings.
- If only a particular image, file, or large selection fails, test a smaller text selection and check whether that feature supports the content type.
