Use list(text) when you want one list item per character. If the string contains a serialized list, parse it with the format’s parser instead: ast.literal_eval() for Python literal syntax or json.loads() for JSON. These approaches solve different problems; none automatically turns an ordinary string into a list of words.
Choose the conversion based on what the string represents
A Python string is already a sequence of characters. Converting it to a list with list() or iterating over it produces one element per character, including spaces and punctuation. A string that merely contains text resembling a list is different: it must be parsed according to the format that produced it.

Make a list of characters
Pass the string directly to list() when each character should be an item:
text = "red blue"
items = list(text)
print(items)
# ['r', 'e', 'd', ' ', 'b', 'l', 'u', 'e']
The space is an element too. A comprehension over the string has the same basic behavior and is useful when you want to transform or filter characters:

print(letters)
# ['a', 'b']
str.isalpha() filters out characters that are not alphabetic; this is not general word tokenization. Filtering can discard meaningful spacing or punctuation, so use it only when that is intended. See the Python documentation for the string type.
Parse text that represents a Python list
If a string contains Python literal syntax, such as "['red', 'blue']", use ast.literal_eval() rather than treating the contents as ordinary characters:

# ['red', 'blue']
literal_eval() supports Python literals and containers, including lists, strings, numbers, dictionaries, tuples, sets, booleans, None, and Ellipsis. Consequently, valid input can evaluate to a tuple, dictionary, or another supported type rather than a list. Check the result if later code specifically requires a list:
value = ast.literal_eval(text)
if not isinstance(value, list):
raise TypeError("Expected a Python list literal")
Malformed input can raise an exception; handle errors at the point where the text enters your program. The Python documentation for ast.literal_eval() explains that it does not execute general Python code or perform name lookups, unlike eval(). It is not a blanket-safe way to process hostile input: unusually complex or maliciously crafted input may consume excessive memory, stack, or CPU. For untrusted data, prefer a defined serialization format and impose suitable size and complexity limits.

Parse a JSON array
When the string comes from a JSON source, use the JSON decoder:

text = '["red", "blue"]'
items = json.loads(text)
print(items)
# ['red', 'blue']
A valid JSON array decodes to a Python list. JSON and Python literal syntax are not the same format, even when simple examples look alike. Match the parser to the producer: malformed JSON raises a decoding error. The Python JSON documentation describes the decoder and its supported data.

If you want words or delimited fields
Characters, words, and fields are different outputs. If your goal is to split ordinary prose into words or divide a record at a delimiter, the delimiter and grammar determine the right approach. Since you want to avoid split(), you can write a character-by-character parser for a narrowly defined format, but it must account for the rules that format permits.
Ad hoc parsing becomes error-prone when fields can contain quoted or escaped delimiters, nested values, or meaningful empty fields. For structured input, use its standard parser—such as json.loads() for JSON—or a parser designed for that specific format. Do not assume that removing brackets, quotes, or punctuation is a general way to convert text to a list.

Avoid the character-list versus serialized-list mistake
list("cat") returns ['c', 'a', 't'], not ['cat']. Likewise, writing list-looking syntax inside quotation marks does not create a Python list; it creates a string. If the string is serialized data, parse it as Python literal text or JSON according to its actual source. If the input is ordinary text, choose explicitly whether the desired items are characters or fields.
