A practical CI baseline is to build and run automated checks when code changes enter the shared repository workflow, show the results where developers review the change, and block merging or release on a deliberate set of reliable failures. There is no universal test matrix or coverage percentage: the right checks depend on the application’s risks, architecture, supported environments, and the time available for feedback.
What CI should require
Continuous integration is the practice of integrating changes frequently and automatically building and testing them, so regressions are found close to when they were introduced. GitHub describes checks triggered by repository events such as pushes and pull requests, alongside scheduled or externally triggered runs. A CI workflow should make its triggers and checks visible and repeatable, rather than relying on an undocumented local procedure.
- Run on relevant changes: build and test changes as they enter the shared repository and review workflow.
- Keep configuration reviewable: store workflow definitions with the repository. GitHub Actions workflows, for example, are YAML files containing jobs and steps.
- Use an appropriate runner: hosted and self-hosted runners are both options. Add operating-system or runtime-version matrices only when the product’s supported environments require them.
- Return actionable feedback: expose outcomes in the pull or merge request and provide enough test output to diagnose failures.

Which test layers belong in the pipeline?
Use layers to balance speed and confidence. Run fast checks early, then add broader and slower coverage where the additional confidence justifies the execution cost. Not every repository needs every test category on every change.

GitLab’s published testing strategy illustrates one project-specific staging model: unit tests block across its merge-request tiers; broader integration, feature, and end-to-end tests are added at later tiers; end-to-end smoke checks block staging and canary, while its production post-deploy smoke test is shown as non-blocking. How to stage checks without slowing every change
Put the quickest, most relevant checks near the start of the workflow so common failures are found early. Expand the suite in later jobs, deployment checks, or scheduled workflows when broader coverage is useful but would make routine feedback too slow.

- Start with build and focused checks. Run the build and the smallest relevant unit or validation suite for the changed code.
- Add boundary checks. Run integration and feature/system tests for affected interfaces and behavior.
- Exercise critical journeys. Run end-to-end smoke tests for the highest-risk user flows, with broader suites at a stage that fits their cost.
- Use dependencies and parallelism deliberately. Independent jobs can run in parallel; jobs that consume an earlier job’s artifacts or rely on its result must wait for it.
- Schedule what need not gate every change. Longer or broader suites can run on a schedule or at a deployment stage, provided the team understands what confidence is deferred.

What should block a merge or release?
Choose gates explicitly for each stage: merge, deployment, and release may warrant different checks. A blocking check should produce a dependable signal and have an owner responsible for investigating failures. If a test flakes, repair it or remove it from the gate only with a reasoned decision and a plan to restore confidence—not by silently ignoring repeated failures.

- Make pass/fail status visible in the pull or merge request.
- Publish useful test reports so a failure can be traced to a test and its output.
- Choose coverage and code-quality signals that support review; set thresholds based on the project’s needs rather than treating an unsupported percentage as universal.
- Define who owns suites and how failures, flakes, and changes to blocking policy are handled.
GitHub documents test-result visibility in pull requests and lists possible checks such as linters, security checks, coverage, and functional tests. GitLab supports reports including unit test, coverage, quality, performance, and accessibility results; available reports can depend on product tier and configuration. Which security and quality checks should CI run?
Select checks according to the application’s exposure, technology stack, policy, and platform support. A useful starting point is to consider what could introduce risk in the repository and what behavior-dependent vulnerabilities need runtime testing.

- Source and code quality: linting and relevant static analysis.
- Secrets and infrastructure: checks for accidentally committed credentials and insecure infrastructure definitions.
- Dependencies and containers: scan components and images used to build or run the application.
- Runtime behavior: consider dynamic application security testing, API security testing, or coverage-guided fuzzing where appropriate.
Do not assume a scanner runs automatically just because a platform offers it. GitLab documents security scanning by default in branch pipelines, while its documented merge-request security scanning setup requires specific enablement. Scanner coverage and defaults vary with configuration and product tier, so verify the actual settings for the repository. See GitLab application security documentation.

A growing test suite can lose value if its runtime becomes excessive or its failures are routinely ignored. Assign ownership, review runtime and redundant coverage, and fix or remove tests that cannot reliably serve as gates. When changing execution patterns or demoting a blocking test, record the reason and the effect on the confidence provided at that stage.

GitLab states its own principle this way: “If a test can’t reliably block a merge, deployment, or release, it shouldn’t exist. Fix it or delete it.” Treat that as GitLab’s published engineering guidance, not a universal rule that every useful test must block every stage. A test may still be useful as a scheduled or informational check if the team clearly defines its role.
Choosing a CI runner setup
Hosted and self-hosted runners can both execute CI jobs; the trade-off is not simply “managed versus faster.” Compare the requirements that affect your workflow and operations:
- Supported operating systems, runtime versions, and hardware needs.
- Integration with the repository and pull/merge-request review interface.
- Test and security reports available under the platform’s current configuration and plan.
- Parallel job capacity, dependency handling, and expected feedback time.
- How credentials, source code, and build artifacts are handled.
- Effort required to provision, secure, upgrade, and maintain runners.
The available guidance confirms hosted and self-hosted runner options, but does not establish a universally best provider or a price comparison. Select based on your constraints and verify current platform settings and limits.
