A consent management platform (CMP) is a software or service layer that can display privacy notices, collect and store people’s choices, and—when connected to a framework such as IAB Europe’s Transparency & Consent Framework (TCF)—communicate preference signals to vendors. Consent manager is less precise: it may refer to a person, a consent-management function, or a tool. In the TCF, CMP is the defined term; the two phrases do not establish a universal distinction between separate product categories.

What is a consent management platform?

IAB Europe describes a CMP as a software or solution provider that develops notices, such as cookie banners, to inform users and capture their preferences about personal-data processing. For CMPs operating in the TCF, those functions can include presenting choices about vendors and purposes, storing the choices in a TC String, and communicating them to vendors where applicable. The TCF policy describes a CMP as the company or organization that centralizes and manages transparency, consent, and objections. It acts as an intermediary among the publisher, user, and vendors. The CMP may provide the user interface on a publisher’s behalf, though another party may surface it. The policy page displays version 2025-01-16-5.0.b; policy versions can change, so consult the current TCF Policies for the applicable requirements.

Here, “platform” points to more than the screen a visitor sees: it can include the software and technical interfaces used to record and communicate choices. IAB Tech Lab stewards technical specifications for the TCF, including the CMP API; its overview is at GDPR Transparency and Consent Framework.

What does “consent manager” mean?

Unlike CMP in the TCF, “consent manager” is not established by the cited official sources as a separate, universally defined product category. Depending on context, someone using the phrase could mean:

  • A person or team responsible for managing consent-related processes.
  • A function, such as a preference center where users can review or change choices.
  • A software tool, possibly one that a vendor also calls a CMP.

If a vendor describes a product as a “consent manager,” assess what it actually does rather than inferring its technical or legal role from the name. Ask whether it provides a notice, preference controls, storage, integrations, or other functions—and which party is responsible for configuring and operating them.

How do the terms compare?

In short, CMP is the more specific term in the IAB Europe TCF. Outside that framework, “consent manager” can be used more loosely, so the product’s capabilities and context matter more than the label.

Does a CMP make consent valid or ensure compliance?

No. A CMP can support consent workflows, but its presence alone does not establish that consent was validly obtained or that later processing is lawful. In Case C-604/22, the Court of Justice of the European Union distinguished recording preferences in a TC String from subsequent processing by operators or third parties on the basis of those preferences. A stored signal is not blanket authorization for every downstream use. Read the judgment in Case C-604/22.

The interface and the organization’s practices still matter. The European Commission says a consent request should be clear and concise, use language that is easy to understand, and be distinguishable from terms and conditions. A tool does not by itself guarantee those qualities or determine whether an organization meets its obligations. See the Commission’s information for individuals.

Which consent tool does a website need?

Start with the job to be done, not the product label. A single notice or preference screen may address a narrower need; a broader CMP may be relevant where an organization needs to manage preferences across vendors or connected systems. The right scope depends on the organization’s locations, sites and apps, applicable frameworks, and how choices need to reach downstream systems.

Compare options against these practical criteria:

  • Scope: Is the need limited to a notice or preference screen, or does it extend to broader preference management?
  • Coverage: Does it support the relevant websites, apps, regions, and consent frameworks?
  • Signal handling: Can it store preferences and communicate them through the APIs or integrations your systems require?
  • User experience: Are the notice and choices clear, accessible, and easy to revisit or change?
  • Operations: What configuration, recordkeeping, and support are provided, and who remains responsible for implementation?

These checks follow from the functions and technical interfaces described by IAB Europe and IAB Tech Lab; the cited sources do not rank vendors or establish that one product fits every organization.
