A conference submission cap can limit either the length of one paper or the number of papers an author may submit. Exceeding a stated limit can lead to desk rejection, but rules differ by conference, year, track, paper category, and submission round. Check the current official instructions for your specific submission; the 2026 and 2027 examples below are not universal rules.

What does “submission cap” mean?

The term can refer to two different limits. Check which one a conference means—and whether it sets both.

  • Paper-length limit: A maximum number of pages or words for an individual manuscript. The rules may treat references, appendices, figures, and supplements differently.
  • Per-author submission limit: A maximum number of papers on which one person may be listed as an author. The policy may count papers across multiple tracks or submission rounds.

For example, UIST 2026 says papers over five pages in its short-paper category or ten pages in its standard-paper category will be desk rejected. ACM Multimedia 2026 allows six to eight pages, plus up to two additional pages for references, and says overlength papers will be desk rejected without review. These limits apply to those named categories and cycles, not to conferences generally. See the UIST 2026 call and ACM Multimedia 2026 guidelines.

Author-count caps can span tracks or rounds

ACM Multimedia 2026 caps each author at ten submissions jointly across its Technical, Brave New Ideas, and Datasets tracks. Additional submissions are desk rejected in submission-ID order. SIGMOD 2027 also sets a ten-paper per-author limit for its Research Track across submission rounds; the 11th and later are desk rejected. The counting scope differs by venue, so consult the exact policy: ACM Multimedia 2026 and SIGMOD 2027.

Page limits can change between submission and publication

SIGMOD 2027 sets a 12-page research-submission limit excluding references and a 13-page camera-ready limit, also excluding references. Its appendix must be a separate PDF, and reviewers are not required to read it. Do not assume the camera-ready allowance applies to the submitted manuscript, or that an appendix will be considered. The SIGMOD 2027 call gives the applicable details.

What is desk rejection?

A desk rejection is a decision made before a paper is assigned to external reviewers. CHI 2026 states: “Desk-rejected submissions will not be assigned to a reviewer, and their authors will receive a brief note about the rejection.” CHI 2026 Papers Review Process explains the outcome and gives examples of grounds for rejection.

Administrative and policy problems

CHI 2026 lists incomplete papers, incorrect formatting, anonymity violations, scope mismatch, undisclosed closely related concurrent submissions, excessive length without strong justification, and a mismatched submission category among possible grounds. ACM Multimedia 2026 also lists missing or broken PDFs, incorrect formatting or length, out-of-scope work, dual submission, plagiarism, and author-count-cap violations. Some checks assess whether a paper is ready to review

CHI 2026’s assisted desk-reject process includes concerns such as grossly insufficient literature context, inadequate methods or research transparency, too little data to support claims, or a contribution too small for the paper’s length. CHI describes these decisions as collaborative rather than the result of a quick read or one person’s judgment. Its instructions also say the main paper must stand on its own; essential material should not be hidden in an appendix or supplement. See the revised CHI 2026 process and CHI paper instructions.

How to check a submission before the deadline

  1. Open the current official call and author instructions. Confirm the exact conference cycle, track, paper category, and submission round. Check for corrections or updates.
  2. Write down every limit separately. Check pages or words, reference treatment, supplement and file-size rules, and any per-author cap. Verify how coauthors, tracks, and rounds are counted.
  3. Use the required template and inspect the exported PDF. Confirm that pages, figures, references, metadata, and uploaded files are present and legible. A portal accepting an upload does not establish that it complies with the rules.
  4. Check anonymity across all submitted material. Where double-anonymous review applies, inspect the main paper, acknowledgements, video, supplements, repository links, and file metadata. Follow that venue’s citation instructions: UIST 2026, for example, says to cite prior work in the third person while leaving references intact. See the UIST 2026 call.
  5. Disclose related or concurrent submissions when required. CHI 2026 and UIST 2026 require disclosure of specified closely related work. SIGMOD 2027 bars concurrent review elsewhere during its consideration period. Read the relevant CHI instructions, UIST call, or SIGMOD call.
  6. Make the main paper evaluable on its own. Explain the contribution, provide enough methodological detail and evidence for the claims, situate the work in relevant literature, and make the fit with the conference scope clear.
  7. Ask the named chairs if a rule remains ambiguous. Ask before the deadline and retain the response. Do not infer a waiver from a small overage or from the submission portal’s behavior.

These checks can reduce avoidable compliance risks; they cannot predict the editorial or scientific decision. Policies may distinguish a correctable problem from a rejection. SIGMOD 2027, for example, says certain anonymity issues detected early can be corrected in a subsequent round, while other violations discovered during review can result in rejection. How to compare venues when more than one is a fit

Compare policy details rather than treating one conference’s rules as a standard for all others.

  • Page or word allowance, including what counts toward it.
  • Per-author cap and how coauthorship, tracks, and rounds are counted.
  • Scope and expected contribution.
  • Review model, including whether a substantive assisted desk review is used.
  • Anonymity, related-submission, and concurrent-review requirements.
  • What supplementary material reviewers may or must consider.

What the published figures do—and do not—tell you

CHI’s author page said it expected more than 5,000 submissions for CHI 2026. That was an expectation stated as of 2025, not a final count or a desk-rejection statistic. The ten-submission limits at ACM Multimedia 2026 and SIGMOD 2027 are policy ceilings, not measures of how often papers are rejected. The official policy pages cited here do not establish a comparable desk-rejection rate across conferences, so submission volume and author caps should not be read as evidence of one.
