Neither public cloud nor colocation is universally cheaper. Cloud costs depend on usage, storage, and data transfer; colocation shifts more of the bill toward hardware, facility capacity, power, networking, and the people who operate it. A fair comparison prices the same workload over the same period, then tests how the result changes as utilization, traffic, and power costs move.

What organizations report about the cost comparison

In Uptime Institute’s 2025 Data Center Spending Survey, 154 respondents who directly compared colocation facilities with public cloud gave no single answer: 47% said colocation was cheaper for provisioning workloads, 29% said public cloud was cheaper, and 22% said costs were roughly equivalent. The figures describe respondents’ assessments, not a universal price benchmark; the difference between the total and 100% may reflect rounding.

The practical takeaway is to compare a specific workload, location, service level, and time horizon. A provider’s advertised instance or rack rate alone cannot settle the question.

What belongs in each side of the comparison?

Public cloud: usage plus the services around it

AWS identifies compute, storage, and outbound data transfer as three fundamental cost drivers. In practice, a workload estimate may also need block, object, and database storage; snapshots and backups; managed-service or control-plane charges; load balancing; observability; support; software licenses; and migration or exit work. Include transfers between zones or regions as well as data sent to the internet.

Pricing depends on provider, service, region, and date. Discounts for reserved or committed use can change the compute estimate, but compare them against realistic demand and the commitment period rather than assuming every hour will qualify.

Colocation: equipment, facility, and operating responsibility

Colocation commonly means the organization supplies and operates its own servers and networking equipment in a third-party data center. Its model should include server and network hardware purchase or financing, depreciation, rack or cage fees, metered or committed power, cooling pass-throughs, bandwidth or transit, cross-connects, and remote-hands charges. Add maintenance, replacement parts and spare capacity, software, physical security, insurance, monitoring, staff time, and travel where relevant.

AWS’s comparison framework considers EC2, dedicated in-house hardware, and colocation as distinct options. In a hybrid design, network costs also depend on where the cloud connection lands: AWS notes that when equipment and the cloud point of presence are in the same colocation facility, the connection may cost as little as a cross-connect. That is not a general price for all connectivity; confirm the facility, provider, port, and traffic charges in a quote.

How data transfer changes the answer

Data-heavy systems can have a materially different cost profile from workloads that mostly compute and store data in one place. Hybrid connectivity may combine provisioned network resources, usage-based transfer and processing, and connection fees. Map the actual route and direction of traffic: internet egress, inter-zone or inter-region transfer, cloud-to-colocation traffic, and replication can be priced differently.

Provider examples illustrate why the estimate must be regional and current. Google Cloud’s pricing page lists Premium Tier internet egress to North America and Europe destinations at $0.12/GiB for the first 1,024 GiB per month. Microsoft Azure documents a 100 GB/month free internet-egress allowance across Azure regions and says egress from Azure to another cloud or on-premises is free. These are provider-specific terms, not directly interchangeable allowances: check destination, tier, service, and current terms for the workload being priced.

Build a like-for-like total cost model

  1. Describe monthly demand. Record CPU or GPU capacity, memory, storage capacity and performance, IOPS, inbound and outbound traffic, growth, and the required availability and recovery targets. Use a month-by-month profile if demand changes materially.
  2. Choose a common horizon. Three to five years is a useful planning window for comparing recurring cloud consumption with hardware that must be purchased, financed, or replaced. State utilization assumptions and model expected refresh timing rather than treating hardware as perpetual.
  3. Price the cloud design. Estimate compute at the expected utilization and applicable discounts, then add storage, backups, managed services, load balancing, monitoring, licenses, support, and each relevant transfer path. Use prices for the intended region and the date of the estimate.
  4. Price the colocation design. Annualize or finance equipment cost over the chosen horizon, then add facility fees, power, connectivity, labor, maintenance, spares, software, insurance, and redundancy. Account for capacity that must be installed ahead of demand or kept unused for resilience.
  5. Add transition and failure costs. Include migration, data exit, contract termination where applicable, and the cost of downtime or recovery assumptions. Keep one-time transition costs separate from recurring monthly charges so they are not mistaken for steady-state spend.
  6. Run sensitivities and report a range. Recalculate with lower and higher utilization, power prices, bandwidth volumes, growth, and hardware-refresh costs. Present the assumptions and range; a single break-even month can imply more certainty than the inputs support.

A useful summary is total cost over the horizon, with one-time costs shown separately, divided by the workload delivered over that same period. The denominator matters: compare equivalent capacity, performance, availability, and recovery expectations, not simply server counts or monthly invoices.

When each model is more likely to fit

These are starting hypotheses, not substitutes for quotes. Contract flexibility, disaster recovery design, and the cost of leaving a provider can alter the result as much as headline compute or rack pricing.

Account for power volatility in colocation estimates

Power deserves its own sensitivity case rather than being buried in a fixed facility-rate assumption. Uptime Institute’s 2025 reporting on its 2024 survey found that 70% of enterprise owner/operators identified power as a leading unit-cost increase, compared with 34% identifying bandwidth. This is a report of cost increases named by respondents, not a forecast or a price applicable to every facility.

Ask whether a colocation quote uses metered consumption, a committed power allocation, or another billing basis, and whether cooling or power-related adjustments can change over the contract term. Re-run the model at different power costs before treating a hardware-based estimate as stable.
