WebRTC supports three distinct live-streaming jobs: connecting two peers interactively, sending a producer’s media to a streaming service or CDN with WHIP, and delivering a stream to a viewer with WHEP. In all three, ICE helps establish a network path; the main difference is who starts the session and how the offer and answer are exchanged.

Choose the workflow that matches the job

WebRTC is a set of browser and application APIs and network protocols, not one fixed streaming service or signaling channel. A peer-to-peer call, an encoder sending media to a platform, and a viewer receiving media can all use WebRTC while following different session workflows.

How peer-to-peer WebRTC setup works

1. Exchange the session descriptions

One peer creates an SDP offer describing the session and sends it to the other peer through an application-defined signaling channel, such as a web API or RPC connection. The receiving peer applies the offer, creates an SDP answer, and sends that answer back through the same application channel. WebRTC defines the peer-connection APIs, but it does not prescribe this signaling service; the service can route the messages without interpreting SDP.

2. Exchange ICE candidates

ICE gathers possible network paths. Peers send discovered ICE candidates to one another through signaling, separately from the offer and answer. Apply the remote session description before passing its candidates to the ICE layer with addIceCandidate(). Trickle ICE sends candidates as they become available rather than waiting for gathering to finish, which the WebRTC guide says can reduce connection setup delay.

3. Establish and monitor the media connection

Configure STUN and, where needed, TURN services on the peer connection. STUN is commonly used during connectivity checks; TURN can relay media when a direct path is unavailable. The selected route depends on network conditions and available ICE services. Once a compatible candidate pair is nominated and the secure media connection is established, media can flow. An SDP answer alone does not prove that media is connected, so monitor the peer connection’s state.

How a producer sends media to a server with WHIP

WHIP—the WebRTC-HTTP Ingestion Protocol—standardizes the producer-to-service side of a live stream. An encoder or other media producer starts the session by sending an SDP offer to the WHIP endpoint. This is useful when the destination exposes WHIP; it is not a general replacement for every platform’s ingest method.

  1. Send the offer: The client makes an HTTP POST to the WHIP endpoint with its SDP offer.
  2. Receive the answer: The endpoint returns a successful response containing an SDP answer. The client applies it and proceeds with ICE and DTLS establishment.
  3. Send media: Once the connection is established, the client sends media to the server using RTP/RTCP protected with SRTP.
  4. Apply ICE updates when needed: WHIP’s HTTP PATCH mechanism can carry ICE-related updates, including trickle ICE candidates or ICE restarts. The RFC recommends support for trickle ICE and ICE restarts in WHIP sessions and clients.

WHIP intentionally limits changes after initial negotiation: it does not support SDP renegotiation or changes to media sections. An endpoint may provide STUN/TURN configuration in its successful response. The published specification is IETF RFC 9725, a Standards Track document from March 2025.

How a viewer receives a WebRTC stream with WHEP

WHEP—the WebRTC-HTTP Egress Protocol—describes the viewer-facing direction: a viewer establishes a WebRTC session with a streaming service, CDN, or WebRTC Transmission Network. The retrieved IETF document, draft-ietf-wish-whep-04, was published June 22, 2026, and expires December 24, 2026. It is an Internet-Draft, not a finalized RFC, so implementations and the document’s status should not be described as a settled standard.

The draft describes an HTTP-based session with a one-time SDP offer/answer exchange and ICE-related updates through PATCH. Like WHIP, it does not provide SDP renegotiation after the initial exchange. Its role is different from WHIP’s: WHIP sends a producer’s media into infrastructure, while WHEP describes a viewer receiving media from it.

Common setup problems and what to check

  • There is an SDP answer, but no connected media: An answer is not proof that ICE has established a usable path. Check the peer connection state and whether candidate exchange completed.
  • Candidates arrive before the remote description is applied: Keep the signaling messages ordered or queue incoming candidates, then call addIceCandidate() after applying the remote SDP description.
  • A direct connection cannot be established: Connectivity depends on the network and configured ICE services. Check the STUN/TURN configuration; TURN provides a relay path when direct connectivity is unavailable.
  • Session setup waits for all candidates: If both sides support it, trickle ICE can send candidates as they are discovered instead of waiting for the full gathering phase.
  • A WHIP session needs a media-section change after setup: WHIP does not support SDP renegotiation or media-section changes after initial negotiation. Confirm that the client and endpoint’s session requirements fit that constraint before relying on WHIP.
  • A client expects WHEP to be a final standard: The cited WHEP document is an Internet-Draft revision, not a final RFC. Verify the draft revision and the behavior supported by the particular service or client.
