A command-line program is software you use through text-based commands or streams instead of relying on its own graphical interface. It does the requested work; a shell interprets commands and starts programs, while a terminal provides the environment for entering and viewing text. Those roles are related, but they are not interchangeable.
What is a command-line program?
A command-line program is software that operates mainly on streams of text or character information. It generally relies on a host environment to handle display and interaction rather than providing its own graphical user interface. Microsoft Learn uses this definition for command-line applications, which are also sometimes called console applications or clients of the console subsystem: Windows Console and Terminal Definitions.
A program may be started by a person typing a command, launched from a script, or used as one step in a pipeline. “Command-line tool” commonly means a standalone program designed for a particular task, such as managing files, configuring settings, or querying information.

How a program, shell, and terminal differ

In casual conversation, people sometimes use “command line,” “shell,” and “terminal” loosely for the whole experience. The distinctions are useful when troubleshooting: a command may be unavailable because of the shell or operating system, while the terminal is the place where you see the interaction.

The boundary is not absolute. Microsoft notes that netsh can be both a command-line tool and an interactive command shell. A shell may offer commands of its own as well as launch separate programs.
How command-line programs receive input and return results
Many command-line programs use three standard streams: standard input (STDIN) for incoming data, standard output (STDOUT) for ordinary results, and standard error (STDERR) for error messages. On Windows, these streams are documented as handles; they can be attached to a console or connected to a redirected file, pipe, socket, or another device. The details vary by platform and application. Microsoft explains these interfaces in its console and terminal definitions.
Because input and output can be redirected or connected, a program need not always interact directly with a person. For example, a shell can connect one utility’s output to another utility’s input in a pipeline, or send output to a file. This makes command-line programs useful both for individual tasks and as components in automated workflows.

Microsoft’s examples of command-line tools include Azure CLI, Azure PowerShell, OpenSSH for Windows, and Windows commands. Familiar commands such as ls or dir illustrate the idea, but which commands exist—and how their syntax behaves—depends on the shell, operating system, and installed software.
