Choose a colocation facility by starting with your workload and deployment constraints, then verifying each provider’s power, cooling, connectivity, security, operating support, resilience, expansion capacity and contract terms. Compare like with like: a facility’s headline capacity or certification is not proof that it can deliver the specific service your equipment needs.
Use the checklist below to build a shortlist, test provider claims with evidence and document what must be true before you sign.
How do I choose a colocation data center?
Colocation generally means renting space, power and cooling for customer-owned and managed IT systems, with network service to connect them. Providers may also offer physical security, monitoring, connectivity and support, but the proposal and contract determine what is actually included. The U.S. Department of Energy describes the basic service this way.
Begin with pass/fail requirements, not a weighted ranking. A site that cannot meet a mandatory delivery date, location requirement or equipment cooling condition should not score well merely because it is attractive on price or other features. Once every candidate clears the essential requirements, compare the remaining trade-offs using documented evidence.

1. Define the workload and its constraints
- Location: Specify acceptable geographies, user-latency needs, data-residency or regulatory constraints, and whether you need a recovery site.
- Capacity: Record current IT load, rack count and expected kilowatts per rack, then identify planned growth milestones and when capacity must be available.
- Equipment environment: List equipment inlet conditions and whether each rack uses air cooling, liquid cooling or a combination. Identify liquid-loop interfaces if applicable.
- Availability and schedule: Define the availability objective, acceptable maintenance windows, required deployment date and a migration plan that accounts for delays.
- Connectivity: Specify required carriers, cloud on-ramps, cross-connects, route diversity and workload latency needs.
2. Separate mandatory requirements from preferences
Write down which conditions disqualify a site and which can be traded off. Examples of candidate-specific checks include whether the provider can document the required delivery point, whether cooling supports the actual rack density, and whether the deployment can be ready on time. Record the evidence behind each decision and how confident you are in it; an unsupported sales statement should not be treated as equivalent to a contract commitment or technical document.
What should be on a colocation checklist?
For every shortlisted facility, request a response against the same checklist. Ask for named evidence, responsible parties and dates rather than a general assurance that a feature is available.
Power capacity and delivery
- Ask for the capacity that would be contracted to your deployment and the exact electrical delivery point, voltage, circuit arrangement, metering method and A/B feed architecture.
- Distinguish installed facility capacity from capacity available and committed to your customer load.
- Request evidence of utility availability, grid constraints, committed capacity, expansion plans and delivery milestones. Establish what depends on utility work or other conditions.
- Confirm commissioning and acceptance criteria, early-access arrangements, temporary power availability and the consequences if delivery is late.
- Clarify maintenance arrangements and what redundancy is designed into the facility versus what is included in the service commitment.
Power feasibility belongs near the start of the decision: site-planning guidance from ASHRAE highlights grid capacity, workload needs, interconnection lead times and scalability. A facility’s headline capacity alone does not establish that the required power can be delivered to your racks on your schedule.
Cooling and rack density
- Describe the expected load per rack and ask the provider to confirm the density it can support in the proposed location.
- Identify the cooling method, operating envelope, equipment inlet conditions and delivery point. Confirm how temperature and humidity are monitored and which party owns each interface.
- Ask how power and cooling redundancy are arranged for the specific service. ASHRAE notes that colocation redundancy can differ and should be assessed before signing an SLA.
- Agree how the facility will validate the environment at commissioning and how exceptions or out-of-range conditions will be reported.
For air-cooled equipment, compare the proposed inlet environment with the equipment’s operating requirements. ASHRAE’s thermal guidelines provide a technical reference for data-processing equipment conditions; verify the current edition when using them for design or acceptance criteria.

Liquid-cooled deployments
Do not treat a general statement that a facility supports liquid cooling as confirmation that it supports your equipment. Uptime Institute’s liquid-cooling guidance, published September 11, 2025, emphasizes alignment between equipment specifications, facility interfaces, operating procedures and SLAs. It also reports that providers’ quantitative answers to planning questions may remain confidential.
- Document coolant conditions, flow and temperature interfaces, connection points and the limits each party is responsible for meeting.
- Identify which liquid-cooling equipment belongs to the tenant and which, if any, the provider supplies or operates.
- Agree on leak detection and response, incident escalation, maintenance responsibilities and restoration procedures.
- Confirm how cooling performance and interruptions are measured and treated under the service commitment.
- Require a facility-specific operating and acceptance plan for the equipment and rack density proposed.
Network and service boundary
- Map available carriers, meet-me room access, cross-connect lead times and the physical paths used to reach your required destinations.
- Ask what evidence supports any claim of route diversity, and establish whether routes share a building entry, conduit or other relevant infrastructure.
- Define demarcation points and responsibility for cross-connect ordering, installation, maintenance and troubleshooting.
- Confirm which network equipment and services are supplied by the provider and what the tenant must procure.
- Match latency requirements to the actual endpoints and service path rather than relying on a general location claim.
Service boundaries matter: an example SEC-filed agreement assigns responsibilities separately for a meet-me room and customer network equipment. That agreement is a negotiated example, not a universal allocation of responsibility.
Operations, access and telemetry
- Confirm 24/7 escalation routes, incident notification expectations, planned-maintenance notice and change-control processes.
- Define remote-hands scope, response expectations, rates and approval requirements. Establish which work requires an authorized customer representative.
- Review facility and visitor access procedures, including how emergency access and customer-authorized changes are handled.
- Ask what telemetry is visible to customers, at what granularity, how long records are retained and whether the underlying records or reports can be audited.
- Agree on how incidents are documented, communicated and closed, including who leads when a fault crosses the provider/tenant boundary.
The SEC-filed contract example includes dashboard, monitoring and audit provisions. Use it as an illustration of issues that contracts may address, not as a standard form to assume will appear in another provider’s offer.
Security, compliance and continuity
- Clarify physical access controls, visitor procedures, monitoring, incident handling and any customer-specific controls you require.
- For each certification or attestation, check the covered legal entity, facility, service and reporting period. Read the current report and exceptions rather than relying on a logo list.
- Review disaster-recovery and business-continuity arrangements, including customer and provider responsibilities during an incident.
- Verify any tier or certification claim for the named facility and scope. A design label alone does not establish the end-to-end service experience or application availability.
How much power and cooling does my rack need?
There is no universal rack-power or cooling figure that can be responsibly applied to every deployment. Build the requirement from the equipment and workload you plan to install, then have the provider confirm that its specific delivery design and operating envelope fit it.

- Inventory the equipment. Record the expected devices per rack and the power and environmental requirements provided for each device. Account for the actual deployment configuration rather than estimating from rack count alone.
- Establish the IT load and growth schedule. Document the present load and planned additions by milestone. Ask the provider to state what capacity is available for your deployment now and when later increments can be delivered.
- Specify the delivery arrangement. Put the required electrical delivery point, voltage, circuit arrangement, metering and A/B-feed expectations in writing. Have the provider identify any limits or assumptions.
- Match the cooling method to the equipment. State air or liquid requirements, inlet conditions, expected rack density and any liquid-loop interfaces. Confirm the provider’s operating envelope and each party’s interface responsibilities.
- Make acceptance testable. Agree on commissioning and acceptance criteria, monitoring, reporting and the remedy if contracted conditions are not met.
Installed capacity, a facility-wide average and a provider’s general density claim are not substitutes for confirmation of the capacity and conditions committed to your specific racks.
What should I look for in a colocation SLA?
Compare SLAs by the service they actually cover and the remedy available when it fails. An uptime percentage without a clear boundary, measurement method and remedy is not enough to compare offers.
- Covered service: Identify whether the commitment covers power, cooling, network service or another defined component. Do not assume one commitment covers all of them.
- Measurement point and method: Specify where and how performance is measured, which systems or records are authoritative, and whether measurement is facility-wide or specific to the customer delivery point.
- Measurement period: Establish the reporting period and how partial interruptions, maintenance and restoration are counted.
- Exclusions: Read the outage exclusions and conditions that suspend or limit the commitment. Check how tenant equipment, customer actions, upstream services and planned maintenance are treated.
- Reporting and claims: Confirm report availability, incident notification, claim window, evidence required and who must initiate a claim.
- Remedies and escalation: Review service credits, their limits and whether they are the exclusive remedy. Identify escalation and termination rights when service repeatedly falls short or a material failure persists.
The SEC-filed agreement illustrates separate power and cooling SLAs, reporting and credits. Its redacted thresholds cannot be used as market benchmarks, and its terms do not establish what another provider will offer. Compare the actual negotiated language, not a percentage detached from its definitions and remedies.
How should I compare price, flexibility and expansion?
Request a like-for-like proposal for each candidate. No universal colocation price benchmark is established here, so compare current offers using the same workload, term, capacity assumptions and service boundaries.

- Space and installation charges.
- Committed power, metered power, overage rules and any cooling or density premiums.
- Cross-connects, remote hands and other operating support.
- Taxes, capacity reservation and charges for expansion or decommissioning.
- Minimum commitments, capacity ramp schedule, renewal terms and price escalation.
- Consequences and costs if deployment is delayed, capacity is not delivered on schedule or the customer exits early.
- Migration and exit obligations, including the time and access needed to remove equipment.
Ask the provider to show how the price changes as load grows and to distinguish reserved capacity from capacity already available for use. A lower initial quote may not remain less expensive if it relies on a different commitment, density assumption, support scope or expansion schedule.

Compare sustainability metrics only when their boundaries, periods and methods are comparable. ASHRAE identifies measures such as PUE, WUE, WUI and CUE as metrics that may be tracked; the names alone do not make two providers’ figures directly comparable. Ask for definitions, data period, facility or service boundary, and supporting data.
Also consider the local conditions that could affect continuity and future capacity: utility mix and renewable-energy claims, water availability and cooling strategy, natural hazards, environmental permitting and community constraints. ASHRAE’s site-planning framework highlights these factors alongside power and scalability. Their relative importance depends on the location and your own requirements.
How do I turn the shortlist into a documented decision?
After mandatory requirements are checked, use a scorecard to compare the remaining options. Set weights only after agreeing on the organization’s priorities; no universal weighting or single best provider is established. Include evidence confidence so an unverified assertion does not look equivalent to a contract commitment.

For each axis, record the provider’s answer, the evidence source, the unresolved issue, the owner responsible for resolving it and the date by which it must be settled. Keep contractual commitments distinct from planning assumptions and nonbinding statements.
Which standards and technical references should I check?
ASHRAE’s handbook addresses colocation power and cooling redundancy and thermal guidelines for equipment inlet operating conditions. Its site-planning resources also list standards and references including ASHRAE 90.4-2025, NFPA 70-2026 and TIA-942 resources. The correct edition and applicability depend on jurisdiction, facility type and scope, so verify them with the relevant design and compliance professionals rather than treating a reference list as a universal requirement.
