Choose the event system before choosing the bucket. Cloudflare R2 is a strong fit when object-created and object-deleted events can flow through Cloudflare Queues to a Worker or HTTP-pull consumer, especially when avoiding Internet egress charges is important. Amazon S3 is usually the better fit when your pipeline needs AWS-native destinations such as SNS, SQS, Lambda, or EventBridge, or when it depends on event types beyond creation and deletion. R2’s S3-compatible API helps with object access, but it does not make the two notification systems interchangeable.
The short answer: compare the pipeline, not just the storage API
R2 and S3 can both store objects behind event-driven workflows, but their event-routing models are different. In R2, a bucket notification sends a message to a Cloudflare Queue. A Worker can consume that queue, or an HTTP-pull client outside Workers can retrieve messages. In S3, a bucket notification configuration can route events to Amazon SNS, Amazon SQS, AWS Lambda, or Amazon EventBridge.
That distinction affects architecture, retry handling, event coverage, operations, and cost. An application that only reacts to newly uploaded or deleted objects may work well on either service. A workflow that reacts to replication, lifecycle transitions, tagging, object-lock retention, restore operations, or other S3 event categories needs a feature-by-feature check before migration.
| Decision area | Cloudflare R2 | Amazon S3 |
|---|---|---|
| Notification route | R2 bucket change to Cloudflare Queue, then Worker or HTTP-pull consumer | S3 bucket notification to SNS, SQS, Lambda, or EventBridge |
| Documented event scope | object-create and object-delete |
New object, removal, restore, replication, lifecycle, archival, tagging, ACL, annotation, and retention categories are documented |
| Delivery statement | The reviewed R2 documentation does not establish an equivalent delivery guarantee | AWS documents at-least-once delivery; events are typically delivered in seconds but can take a minute or longer |
| Object API | S3-compatible API, REST API, and Workers bindings | Native S3 API and AWS service integrations |
| Internet egress | Cloudflare lists Internet egress as free for Standard and Infrequent Access storage | Cost depends on the S3 region, transfer path, and other services used |
| Best initial question | Can the pipeline use Queues and does it only need the supported R2 event classes? | Does the pipeline need AWS destinations, broader event classes, or existing AWS operations? |
How R2 event notifications work
The required components
An R2 notification setup requires an existing R2 bucket, a Cloudflare Queue, and an enabled consumer. The consumer can be a Worker or an HTTP-pull configuration used by a client outside Workers. Notification rules can be created in the Cloudflare dashboard or with Wrangler.

The rule watches changes in a bucket and publishes messages to the selected Queue. Prefix and suffix filters let you limit notifications to a path or filename pattern, such as an ingestion prefix or a particular file extension. Cloudflare documents up to 100 notification rules per bucket. Overlapping or conflicting rules that could send multiple notifications for one event are not allowed.
R2 event classes and payload fields
The documented R2 event classes are object-create and object-delete. A create event can result from PutObject, CopyObject, or CompleteMultipartUpload. A delete event can result from DeleteObject or lifecycle deletion.
An example notification contains the account, action, bucket, object key, and event time. Create messages also include object size and ETag. Delete messages omit those create-specific fields. Consumers should therefore treat size and ETag as conditional fields rather than assuming they exist on every message.

Queue capacity and scaling
Cloudflare documents Queue throughput of 5,000 messages per second per queue. That is a current documented capacity, not a permanent guarantee. If a workload can exceed that rate, Cloudflare recommends splitting notification rules across multiple queues. Model bursts, not only average traffic: a batch upload can create a short-lived spike even when the daily event count looks modest.
How S3 event notifications work
Destinations
S3 uses a bucket notification configuration that specifies event types and destinations. The documented destinations are SNS, SQS, Lambda, and EventBridge. This gives an AWS-based pipeline several routing choices: fan out through SNS, buffer with SQS, invoke a function, or use EventBridge rules to route events to additional targets.
SQS FIFO is not a direct S3 notification destination. AWS documents EventBridge as the route when you need to send S3 events to FIFO SQS. That extra hop should be included in latency, failure, permissions, and cost planning.

Event categories
S3 documents a broader event catalog than the reviewed R2 documentation. Categories include new object creation and removal, object restore, replication, lifecycle expiration and transition, Intelligent-Tiering archival, tagging, ACL PUT, annotation, and retention events. Exact event names and filters should be matched to the bucket configuration you intend to deploy.

API compatibility concerns object operations; it does not copy AWS’s notification destinations or event taxonomy.
Delivery guarantees, duplicates, and latency
S3’s documented behavior
AWS states: “Amazon S3 event notifications are designed to be delivered at least once.” The same documentation says delivery is typically in seconds but can sometimes take a minute or longer.
At-least-once delivery means a consumer must be safe to run the same logical event more than once. Use an idempotency key built from stable event information, or check the current object version and processing state before applying side effects. A duplicate should not create two database records, send two customer notifications, or trigger two downstream jobs.
What not to assume about R2
The R2 notification documentation reviewed here describes the route, event types, filters, and Queue capacity, but it does not establish an equivalent at-least-once statement. Design the consumer defensively anyway: make processing repeatable, record completed work, and handle retries without corrupting state. Treat the actual behavior you observe in your deployment as an operational characteristic to monitor, not as a stronger guarantee than the published documentation provides.

Latency tolerance
Neither service should be selected on an assumed sub-second guarantee. S3 explicitly allows delivery to take a minute or longer in some cases. For R2, choose a Queue and consumer design that can absorb delayed or bursty delivery, and measure end-to-end time in your own region and workload. Keep the object store as the source of truth; an event is a signal to inspect the object, not a replacement for reading and validating it.

Compatibility and consistency
What S3 compatibility gives you
Cloudflare describes R2 as an S3-compatible object storage service and provides an S3-compatible API, a REST API, and Workers bindings. Existing clients may therefore need fewer changes for basic bucket, object, upload, and download operations than a migration to an unrelated storage API would require.
Compatibility does not migrate notification configurations. You still need to recreate event rules, Queue or AWS destination wiring, permissions, consumer deployment, retry behavior, and monitoring. Check every SDK feature your application uses instead of assuming that an S3-compatible endpoint implements every AWS-specific extension.
R2 consistency behavior
Cloudflare documents strong global consistency for R2 read-after-write operations, metadata updates, deletion, and object listing. Simultaneous writes to the same key resolve by last writer to complete. This describes documented R2 behavior; it is not an independent benchmark against S3 and should not be presented as a universal performance advantage.
Custom-domain cache caveat
If objects are served through an R2 custom domain and Cloudflare cache, a client can continue to see cached content after an overwrite or deletion until expiry, eviction, or purge. Cached 404 responses can also remain visible after an object is created. Cloudflare says this cache behavior does not affect Worker bindings or S3 API access, which read the bucket directly.
For event-driven processing, have the consumer fetch the object through a direct bucket binding or API when it needs authoritative content. Do not use a cached custom-domain response to decide whether an upload succeeded or whether a deletion has completed.
Pricing: calculate the whole pipeline
Storage price alone cannot establish which service is cheaper. Include storage, read and write operations, listing, retrieval, data transfer, queues, functions, event buses, logging, and any free-tier assumptions. Use current provider calculators with the same region, object size, request mix, event volume, and retention period.

R2 published figures
Cloudflare’s pricing page, updated September 17, 2026, lists the following figures:
| R2 item | Published price or allowance | Qualification |
|---|---|---|
| Standard storage | $0.015 per GB-month | Cloudflare price listed for 2026 |
| Infrequent Access storage | $0.01 per GB-month | Cloudflare price listed for 2026 |
| Standard Class A operations | $4.50 per million requests | Cloudflare price listed for 2026 |
| Standard Class B operations | $0.36 per million requests | Cloudflare price listed for 2026 |
| Infrequent Access retrieval | $0.01 per GB | Retrieval charges apply |
| Internet egress | Free for both listed storage classes | Cloudflare’s published pricing statement |
| Standard free tier | 10 GB-month, 1 million Class A requests, and 10 million Class B requests per month | Applies to Standard, not Infrequent Access |
Cloudflare states that included usage is monthly and billable usage is rounded up to the next billing unit. Infrequent Access has a 30-day minimum storage duration as well as retrieval fees. A workload that frequently reads newly written data may therefore pay more than the storage line suggests.
How to build a fair S3 comparison
- Measure the average and peak stored data in each S3 storage class.
- Count PUT, COPY, POST, LIST, GET, DELETE, and metadata requests separately where the pricing model distinguishes them.
- Estimate event volume and identify whether SNS, SQS, Lambda, EventBridge, or combinations are used.
- Map every transfer path: producer to bucket, bucket to consumer, cross-region movement, Internet delivery, and downstream service calls.
- Include retrieval, lifecycle transitions, logging, monitoring, and minimum-duration charges where applicable.
- Run both workloads through current provider calculators using identical assumptions.
The R2 figures above are time-sensitive vendor prices, not an independent cost benchmark. No universal “cheaper” conclusion is valid without the workload inputs.
Which service fits which pipeline?
Lean toward R2 when
- Your triggers are limited to object creation and deletion.
- A Cloudflare Queue with a Worker or HTTP-pull consumer fits the deployment model.
- Your clients already use an S3-compatible API and do not depend on AWS-only extensions.
- Free Internet egress is material to the transfer pattern after accounting for retrieval and operation charges.
- You can stay within documented Queue throughput or split rules across multiple queues.
- Prefix and suffix filters express the routing boundaries you need.
Lean toward S3 when
- The pipeline requires SNS, SQS, Lambda, or EventBridge as native destinations.
- You need restore, replication, lifecycle, tagging, ACL, annotation, retention, or other documented S3 event categories.
- Your existing consumers, IAM policies, monitoring, and deployment process already run on AWS services.
- You need EventBridge routing, including the documented path to FIFO SQS.
- Your team is prepared to make all consumers idempotent for documented at-least-once delivery.
When neither is automatically better
If the pipeline only uploads objects, runs periodic batch jobs, and rarely transfers data out, notification architecture may not dominate the cost or operational decision. Conversely, a high-volume pipeline with complex fan-out can be driven more by queue, function, event-bus, and transfer charges than by the bucket’s per-GB rate. Compare the complete design rather than selecting a storage service from a single price row.
Migration plan: inventory before changing endpoints
- List every trigger. Record whether each workflow reacts to creation, deletion, restore, replication, lifecycle, tagging, ACL, annotation, retention, or another event.
- Record filters. Capture every prefix and suffix rule, the objects it matches, and whether two rules could target the same event.
- Map destinations and consumers. For S3, document SNS, SQS, Lambda, and EventBridge targets. For R2, document each Queue, Worker, or HTTP-pull client.
- Document processing semantics. Identify deduplication keys, retry limits, dead-letter handling, ordering assumptions, and side effects.
- Separate input and output paths. Decide which bucket or prefix receives source objects and where transformed objects are written.
- Recreate rules in the target service. Do not expect an S3-compatible API migration to copy event configurations.
- Test representative operations. Exercise single-part uploads, multipart completion, copies, deletes, lifecycle deletes, and filtered-out objects as applicable.
- Verify authoritative reads. Confirm that consumers read directly from the bucket or binding when cache could mask an overwrite, deletion, or newly created object.
- Compare bills with measured volumes. Replace estimates with observed request, event, retrieval, and transfer counts before committing to a permanent design.
Failure modes and fixes
The consumer processes the same object twice
This is expected to be possible in an at-least-once S3 design and is prudent to handle in any queue-based design. Store an idempotency record before applying an irreversible side effect, or make the operation naturally upsert rather than insert-only. Use the bucket key plus version, ETag, or another stable identifier appropriate to your object lifecycle.
An R2 rule does not fire for the expected operation
Check that the operation maps to a documented create or delete event. A create notification can follow PutObject, CopyObject, or CompleteMultipartUpload; a delete notification can follow DeleteObject or lifecycle deletion. Then verify the prefix and suffix filters, the Queue binding, and that the Worker or HTTP-pull consumer is enabled.

Events are missing for restore or replication
Confirm that the target service documents the event class you need. The reviewed R2 event list covers object creation and deletion, while S3 documents restore and replication categories. If the workflow depends on those events, moving only the object API is insufficient.
A notification loop creates unbounded work
A classic loop occurs when a function writes back to the same bucket and that write triggers the function again. Use separate input and output buckets, or filter notifications to an input prefix and write results outside that prefix. R2 supports prefix and suffix filters; AWS explicitly warns about same-bucket loops.
Processing appears stale after an overwrite or delete
If the application reads through an R2 custom domain, inspect cache state. Cached objects or cached 404 responses can outlive the underlying change. Read through a Worker binding or S3 API for pipeline decisions, and purge or wait for cache expiry when public delivery must reflect the new state.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteQueue throughput is exceeded
For R2, compare peak notifications with the documented 5,000 messages-per-second-per-Queue figure. Split rules across multiple queues when the workload requires more throughput, then assign consumers and monitoring to each queue. Keep this as a capacity planning assumption that must be rechecked as provider limits change.
Operational checklist
- Define the exact event classes required, not merely “object changed.”
- Choose a destination model your team can operate: Queue and Worker or HTTP pull for R2; SNS, SQS, Lambda, or EventBridge for S3.
- Design for duplicate delivery and delayed delivery.
- Keep input and output paths separate or apply precise filters.
- Monitor queue depth, consumer failures, retry counts, processing age, and dead-letter volume.
- Read authoritative object state through a direct API or binding when cache can intervene.
- Track peak event rate against queue capacity.
- Recalculate total cost when storage class, retrieval rate, region, transfer path, or event volume changes.
- Recheck vendor documentation before production changes because event limits and prices can change.
Bottom line
R2 is the practical choice for a create/delete pipeline that fits Cloudflare Queues and benefits from its published egress policy. S3 is the safer choice for AWS-native routing, broader documented event coverage, or an existing AWS operating model. Make the decision from event types, destinations, delivery handling, cache behavior, and complete workload cost—not from S3 API compatibility or storage price alone.
