Cloudflare Pages can return a different status, redirect, or set of headers than you expect because static files and Pages Functions follow different rules. The key diagnostic is whether a request was served as a static asset or handled by a Function: _redirects and _headers govern static asset responses, not responses generated by Functions. Pages’ fallback and 404 behavior can also change with the files in your deployed output.
Why can Pages ignore _redirects or _headers?
Those files configure static asset responses. If a Pages Function handles the request, its response does not automatically inherit rules from either file. Cloudflare explicitly says that redirects in _redirects are not applied to requests served by Pages Functions, even when a Function route matches the URL pattern. The same boundary applies to custom headers: _headers does not add headers to responses generated by Pages Functions. If a Function or server-side rendering framework creates the response, set the needed headers in that code. Cloudflare Pages headers documentation

First identify which path served it: a static asset, a Function, or a Function that deliberately falls through to asset serving. If the Function should redirect or set a header, implement that behavior in the Function. Alternatively, adjust Function routing so the request is handled as a static asset.

What changes when a Function is added?
The _routes.json file determines which paths invoke Pages Functions through include and exclude patterns; exclusions take priority. That means a deployment change can alter whether the same URL reaches a Function or static asset handling, even if the URL itself has not changed. Cloudflare Pages Function routing documentation
For a Function that needs to serve a static asset, Cloudflare documents the ASSETS binding as the route to asset-serving behavior. Review both the routing rules and the Function’s fallback logic before concluding that an asset or static rule has stopped working. Cloudflare Pages Functions bindings documentation

- Each rule is limited to 100 characters.

How does static route handling depend on the deployed files?
Pages’ behavior for a path depends in part on the HTML files in the deployed output and whether a custom 404 page exists. A matching HTML file can serve a route, and Pages redirects certain HTML paths to extensionless counterparts—for example, /contact.html to /contact and /about/index.html to /about/. For single-page applications, Pages documents a default behavior that maps incoming paths to the root so the client-side app can handle routes such as /about or /help. A deployed 404.html changes not-found handling: Pages looks for the closest 404 page up the directory tree, ending at /404.html. As a result, a missing route can behave differently depending on whether the output includes a matching HTML file, an SPA entry point, or a custom 404 page. How to isolate the cause of a surprising response
- Inspect the deployed output. Check whether the requested path has a matching HTML file, whether the app relies on SPA fallback, and whether a
404.htmlexists. - Check Function routing. Review
_routes.jsonto see whether the path is included or excluded. Remember that exclusions take priority. - Determine who produced the response. Confirm whether the Function ran. If it did, do not expect static
_redirectsor_headersrules to govern its generated response. - Test static rules separately. Compare a matching static asset request with a request handled by a Function. If the Function is intended to fall through, verify that the asset-serving fallback is actually used.
- Record response details. For each request, note the path, status,
Locationvalue, relevant headers, deployment conditions, and whether Function code ran. Test redirects and headers separately, then together.
This comparison distinguishes a rule that failed to match from one that matched a URL but did not apply to the response type. Cloudflare also documents that redirects run before headers, so a redirect takes priority when both static rule files match. Cloudflare Pages headers documentation

How should you interpret repeat requests and cache results?
Cache validation is a separate behavior from route handling. Cloudflare says Pages sends an Etag header with 200 responses. A later request can include If-None-Match; if it matches, Pages can respond with 304 Not Modified, allowing the browser to use its cached copy. A 304 is not a redirect.
