A bot score is a signal, not a finding that a scraper is malicious. If your scraper is blocked, the reason may be the site’s chosen policy or the request pattern—not simply the fact that you are collecting pages.
How Cloudflare detects bots
Cloudflare describes bot detection as a layered process. Depending on the domain’s plan, its engines can include heuristics that check requests for malicious fingerprints, JavaScript detections that identify headless-browser and other fingerprints, machine learning, and behavioral analysis. The available engines vary by plan; detection is not one universal test applied identically to every site. Cloudflare’s detection-engine documentation describes these approaches.
For Enterprise Bot Management, Cloudflare describes multiple engines contributing to a bot score. The score runs from 1 to 99; Cloudflare says scores below 30 are commonly associated with bot traffic. That is Cloudflare’s scoring guidance, not an industry-wide threshold or proof about a particular request. Cloudflare’s reference architecture explains the scoring model.
What a bot score or verified-bot signal means
Cloudflare documents cf.bot_management.score as an integer from 1 to 99 and cf.bot_management.verified_bot as a separate boolean field. A score estimates whether a request is automated; it does not by itself label that automation harmful. The site operator can use these signals in rules and choose an action. Cloudflare’s Bot Management variables reference describes the fields.

Verified status is distinct from a favorable bot score. Cloudflare says it primarily verifies good bots through reverse DNS, and can also use ASN blocks, public lists, internal data, and machine learning when other methods are unavailable. Its criteria include honestly identifying the bot, following robots.txt and crawl directives, making reasonable requests, and not evading a site owner’s preferences. What a scraper may encounter
A protected site may allow a request, present a challenge, or block it. The outcome depends on the product enabled, the site’s rules, and observed traffic. A challenge or block is an access decision made by that site’s protection setup; it does not establish that every scraper is malicious.

Cloudflare also documents scraping detections that analyze zone-level request patterns dynamically by ASN and JA4 fingerprint. The documented detection IDs are 50331648 and 50331649. Matching is recalculated rather than making a fingerprint permanently suspicious unless the concerning behavior continues. Cloudflare’s example excludes verified bots, and its guidance says to avoid challenging API paths where a challenge is unwanted. These are implementation details, not statistics about scraping prevalence or detection accuracy. See Cloudflare’s scraping detections documentation.
Why Cloudflare may block your scraper
There is no single explanation that applies to every blocked request. The site may use a bot signal in a rule, apply a broader bot-control feature, or respond to aggregate request behavior. A rule that is appropriate for some web traffic may also affect legitimate crawlers, API calls, or static resources if configured broadly.

- The site’s policy treats the traffic as unwanted: Cloudflare exposes signals site operators can use to challenge or block requests.
- Traffic patterns matter: scraping detections can evaluate request behavior across a zone by ASN and JA4 fingerprint.
- Different paths may have different needs: Cloudflare advises excluding API calls that should not receive challenges.
- Product and configuration vary: plans expose different detection engines and controls, and site operators choose how to apply them.
Cloudflare’s documentation does not establish why a particular site blocked a particular scraper. Only the site operator can confirm its rule or intended access policy.
AI crawlers and agents are categorized by behavior
Cloudflare distinguishes three AI-related behaviors: Search bots collect or index content; Agent bots act in real time on a person’s behalf; and Training bots collect content for model training or fine-tuning. A bot can have more than one behavior, so “AI bot” is not necessarily one policy category. Cloudflare’s bot concepts page describes these categories.

Cloudflare’s API reference exposes separate policy options for AI search, AI users or agents, and AI training, as well as managed robots.txt and content-bot controls. Availability and effect depend on the zone’s configuration and product access; a control at one site does not establish how another site handles the same bot. Cloudflare’s product overview describes the plan distinctions and options in Stop malicious bots and its bot solutions overview. Its API reference warns that static-resource protection can block legitimate traffic, which is one reason operators should account for APIs, assets, and known legitimate bots when configuring rules.
Responsible next steps when access is denied
- Check the target site’s terms and robots.txt. These can indicate the site’s stated access preferences; robots.txt alone does not grant permission.
- Identify your automation honestly where feasible. Cloudflare includes transparency among its criteria for Verified bots.
- Use reasonable request rates. Cloudflare’s verification criteria include reasonable rates; the appropriate rate depends on the site and its instructions.
- Stop or ask the site owner for permission when access is denied. Do not treat a challenge or block as an instruction to evade the site’s controls.
Whether a particular collection project is permitted depends on the target site, applicable terms, and jurisdiction. Cloudflare’s bot documentation does not resolve those project-specific questions.
