A cloud backup does not replace a USB recovery drive, because they do different jobs. Cloud-backed copies can bring selected files and settings back to a replacement PC, but only if you can sign in, reach the service, and trust that the stored copy is clean. A recovery USB is a bootable tool for the moment Windows will not start at all. The practical question is not “cloud or USB” but “what does each recovery path depend on, and have I tested it?”
Three tasks that get treated as one
Microsoft separates three activities that people often lump together. Backup means making copies of data. Restore means retrieving those copies. Recovery is a broader set of operations that can return the operating system to a working state. A cloud account may cover the first two for some data, but it does not automatically cover the third.
- Backup: copies of files, folders, or settings made to a location you choose.
- Restore: getting specific items back from those copies, usually after you sign in or reconnect the storage.
- Operating-system recovery: booting, repairing, or reinstalling Windows so the machine works again. This can be needed before any restore is possible.
What cloud-backed recovery depends on
Windows Backup uses a Microsoft account and stores selected folders and settings through OneDrive. File History works differently: it saves copies of personal files to an external drive or a configured network location. The table below compares the main Windows options by what they restore and what they require.

Microsoft’s recovery guidance also describes a point-in-time restore option. It is limited to Windows 11 version 24H2 or later, and its restore points are kept for up to 3 days. Check your version before relying on it.

What happens if you can’t sign in to your cloud backup?
Cloud restore needs three things at once: a working account, enough connectivity to download the data, and a backup that actually includes what you need. If any one fails, the copy exists but you cannot reach it. A forgotten password, a locked account, or a PC with no network connection on a fresh install can each block the restore.
Files in OneDrive can sometimes be reached from another device you are already signed in on, but that only works if the account itself is accessible. Account recovery goes through Microsoft’s account process, and its timing is outside your control. Keep a record of which account owns your backups and how you would reset its sign-in.

Why a recovery USB still earns its place
A recovery drive is a boot and repair tool. It is not a copy of your personal files, and it is not the same as an ordinary USB stick used to carry documents. Microsoft recommends creating a recovery drive while the PC still works. If the PC will not start and no recovery drive exists, installation media can be created on a different working PC.

- Use a spare USB drive of at least 8 GB, as stated in Microsoft’s installation-media requirements. Do not use a drive that holds anything you need.
- Create the recovery drive on a working PC by searching Start for “Create a recovery drive.” Creating it erases the selected USB drive, so confirm the drive letter before continuing.
- Label the drive with the PC model, the Windows version, and the date it was made. Windows updates change what the media contains, so an old drive may need to be rebuilt.
- Back up your personal files separately before any destructive recovery step. The recovery drive will not carry them back for you.
- Confirm that the PC can boot from the drive. The key that opens the boot menu varies by manufacturer, so look it up for your machine now rather than during an outage.
Keeping a copy that ransomware cannot readily reach
CISA’s #StopRansomware Guide, dated September 2023, recommends offline, encrypted backups and regular testing of their availability and integrity. It warns that an external drive left connected to a computer can be exposed to ransomware. Sync is a different mechanism: it faithfully copies the changes it sees. If ransomware encrypts or deletes files, the synced copy can follow, depending on how far back the service keeps earlier versions.

When you do restore after a suspected infection, do not restore blindly. Secure the system first, identify a restore point you believe is clean, and then restore from it. An infected backup restored without checking will reintroduce the problem.
Deleted-file recovery has its own limits
Windows File Recovery can attempt to recover deleted files from local storage, including USB storage. It does not work on cloud storage or network shares. Microsoft advises minimizing use of the affected computer, because new writes can overwrite the space where deleted data may remain. Its documentation applies to Windows 10 and 11, and it notes that Windows 10 support ended on October 14, 2025. Treat a successful recovery as a bonus rather than a guarantee.

Test each path before you need it
Microsoft recommends validating backups before a restore and exercising recovery plans. Each path has different assumptions, so each needs its own test.

Cloud restore
Restore a test folder to a different location, on a different device if possible. This confirms that you can sign in, that the files download, and that the restored versions are the ones you expected.

Local backup and File History
Open a file from the backup, confirm it opens, and check the date of the version you restored. Confirm that the backup drive or network location is still being written to.
Bootable recovery media
Boot from the drive and confirm you reach the recovery environment. You do not need to reinstall Windows to prove that the drive works, but you should confirm that the machine can start from it.
Enterprise environments differ
NIST SP 1800-11, Data Integrity: Recovering from Ransomware and Other Destructive Events, was published on September 22, 2020, and is useful background for organizations planning integrity-focused recovery. Microsoft’s Azure ransomware guidance is specific to Azure Backup and enterprise recovery planning. Its controls, such as isolated copies and recovery exercises, describe a managed service and should not be read as a guarantee for a consumer Windows PC.

Use this table to decide where to look first. The right path depends on what failed, not on which storage you prefer.

Cloud and USB are not competing answers. A cloud copy handles convenient restores across devices, an offline copy protects against incidents that can reach connected storage, and bootable media gets a broken PC running again. Each of these needs its own test before it becomes the only option you have.
