Choose closed testing when you need to limit participation to selected testers. Choose open testing when anyone can join and you are ready for the test version to be visible on Google Play. If you have a personal developer account created after November 13, 2023, you must complete a qualifying closed test before applying for production access; open testing is available only after that access is granted.
Closed testing vs. open testing: the key differences
The main difference is control over the audience and the test’s visibility. Closed testing gives access to people you select or manage. Open testing allows anyone to join, and the test version is visible on Google Play.

Internal testing is not a substitute for a required closed test. Open testing is not a substitute either when Google’s new-account rule applies.

Who must complete the 12-tester, 14-day closed test?
Google Play’s current requirements apply to personal developer accounts created after November 13, 2023. Before applying for production access, those developers must run a closed test with at least 12 testers opted in continuously for at least 14 days. The requirement is tied to the account type and creation date; it should not be treated as a universal process for every developer account.

The 14 days must be consecutive. If a tester opts out and later opts back in, Google says that tester’s time must start again to count as continuous. The 12/14 threshold is the current requirement on Google’s help page, accessed October 7, 2026; older references to 20 testers do not reflect that current figure.
Meeting the minimum does not guarantee production access
Once the criteria are met, apply from the Play Console dashboard and answer Google’s questions about the test, the app or game, and readiness for production. Google may ask you to continue testing if tester engagement is insufficient, so the numeric minimum alone does not guarantee approval. Google says review usually takes seven days or less, but it can occasionally take longer.

Do you need closed testing before open testing?
Not as a universal rule for every Google Play developer. For personal accounts created after November 13, 2023, however, the required sequence is to complete the qualifying closed test, apply for production access, and receive access before open testing becomes available. For developers outside that account-specific rule, choose a closed test if you need a controlled group, or an open test if you want broader public participation and the listing can be seen publicly.

- Use internal testing for an early check. Add a small trusted group when you want to catch defects quickly. Internal testing can start before app setup is complete and may run alongside other tracks.
- Use closed testing for a managed audience. Select the people or group who should receive access. If your personal account falls under the new-account rule, plan for at least 12 testers to remain opted in continuously for 14 days before applying for production access.
- Apply for production access if required. After the closed-test criteria are met, submit the application in the Play Console dashboard and give accurate answers about tester engagement and production readiness.
- Use open testing when public participation makes sense. Choose it when anyone should be able to join and you are comfortable with the test version being visible on Google Play. For covered new personal accounts, this step follows production access.
What testers need to join and give feedback
- Testers need a Google Account or Google Workspace account to join.
- For a closed test, only people on the selected list or in the selected group can access the test. With a Google Group, a user must join the group before opting in.
- Internal and closed testers may need the Play Store URL or opt-in link because they cannot find the app by searching Google Play before open testing or production rollout. After the first test is published, links may take several hours to appear.
- After installation, the app automatically updates to the test version within a few minutes.
- Testers cannot leave public reviews for test versions. Open and closed testers can send private feedback through Google Play; provide a direct channel such as email, a website, or a forum as well.
