Command-line tools are powerful partly because they compress complex actions into short, composable text. That same compactness creates a recurring usability problem: users must discover or remember commands, syntax, options, and the tool’s current state. The difficulty is not proof that command-line interfaces are obsolete or inherently bad; it is a trade-off that tool designers can address with better guidance, feedback, error messages, and accessible output.
Why command-line tools can be hard to use
A graphical interface can show available actions on screen. A command-line interface (CLI) often requires users to know which command to enter, how to structure it, and which options apply. For a familiar task, that compactness can be efficient. For an unfamiliar one, it makes discovery and recall part of the work.
The Command Line Interface Guidelines describe this as an up-front learning cost: consistent commands and reusable patterns can pay off for frequent users, but newcomers must first learn them. Rachel B. Cabot’s University of Bath work also describes exploration as part of figuring out which commands are valid for unfamiliar problems. The guidelines put the tension succinctly: “The terminal’s conventions are hardwired into our fingers.” That is design guidance, not a measured finding about every user or tool.

When the available actions and options are hidden behind command names and flags, people may have to leave the tool to find examples or documentation. Brief, practical help, examples for common tasks, and useful suggestions can reduce that gap. The Command Line Interface Guidelines recommend making help and examples available within the tool where possible.

Conventions can help—or confuse
Familiar patterns make commands easier to predict across tools, but inherited conventions are not automatically clear to newcomers. Consistency is useful when it lets people transfer what they have learned. When a tool departs from a convention, it should explain the difference rather than relying on users to guess.
Feedback and errors determine whether users can recover
A command that produces no visible activity during a long operation can look stuck. At the other extreme, a flood of debug messages can bury the result users need. Useful feedback is proportional to the task: show meaningful progress when waiting matters, and state consequential changes when an action completes. Keep routine success output concise, while allowing quiet modes and stable machine-oriented output for scripts.

Errors are also part of the interface. A message that merely reports failure leaves users to diagnose it by trial and error. A more helpful error identifies the attempted action, explains the likely cause, and offers plausible next steps in a manageable order. Python Packaging Authority guidance for pip makes the design principle explicit: “Many people associate the term ‘user interface’ with websites or applications, however it is important to remember that a CLI is a user interface too, and deserves the same design consideration as graphical user interfaces.”

Text-only does not automatically mean accessible
Text output can still be difficult to navigate and understand with assistive technology. A 2021 CHI study by Harini Sampath, Alice Merrick, and Andrew Macvean examined the experiences of 12 developers who use screen readers; the authors identified unstructured text as a central CLI accessibility issue. This is evidence of a documented barrier, not a measure of how prevalent the problem is across all command-line tools, nor proof that every CLI is less accessible than a graphical interface.

Output structure matters. Tables, progress displays, and text that updates dynamically may behave differently for people using assistive technology. CLI authors should consider whether output remains understandable when read sequentially, and provide stable plain or structured output for automation without making the human-readable view needlessly noisy.
Shell scripting hazards are related, but not the same problem
Interface usability should not be conflated with bugs in scripts written for a shell. The 2022 study “Bash in the Wild,” published in ACM Transactions on Software Engineering and Methodology, analyzed more than one million open-source Bash scripts and identified recurring problem areas including quoting, resource management, options, permissions, and error handling. Its abstract also reports a moderately positive correlation between script size and error-proneness, without a coefficient in the available source material. These findings concern scripting practices; they do not establish that every CLI interaction is poorly designed.

What CLI authors can do to lower the learning cost
- Make the next step findable. Keep built-in help brief and useful, show examples for common tasks, and make fuller documentation accessible from the tool where feasible.
- Use conventions deliberately. Follow familiar command and option patterns when they help people predict behavior. Explain departures clearly.
- Make waiting and change visible. Report status during long operations and communicate consequential state changes, without overwhelming routine output.
- Design errors for recovery. Say what action failed, explain why when possible, and offer likely fixes from simplest to more involved.
- Separate human and machine needs. Keep output legible to people and provide stable plain or structured modes for scripts.
- Test assistive-technology behavior. Consider how screen readers encounter tables, progress displays, and dynamically updated text, rather than assuming all text output is accessible.
- Offer suggestions thoughtfully. Cabot’s report found positive reactions to command suggestions and faster task success in its studies, while also noting possible engagement costs and challenges integrating suggestions into real-world use. Suggestions should support, not obscure, the user’s control.
Why the problem persists
Many CLI strengths and weaknesses come from the same design: commands are compact, composable text. Once learned, a command pattern can be reused quickly and precisely, and tools can be combined. Before it is learned, the user must find the right command, recall its syntax, and understand the effects of its options. Many tools have prioritized capability and established convention without providing enough in-context support for discovery, recovery, and accessible reading.
The evidence here documents recurring usability and accessibility challenges; it does not establish that every command-line tool has always shared them, quantify their prevalence across all CLIs, or show that the interface has never improved. The practical conclusion is narrower: a CLI’s efficiency for experienced users does not excuse avoidable barriers for newcomers, infrequent users, or people relying on assistive technology.
