Claude for Government and OpenAI’s government offerings are different service and deployment choices—not simply two AI models with competing security labels. As of October 2026, Anthropic describes Claude for Government as a FedRAMP High-authorized SaaS offering delivered through Palantir FedStart on Google FedRAMP High infrastructure. OpenAI lists managed ChatGPT and API FedRAMP offerings at Moderate, a separate ChatGPT Gov application an agency deploys in Azure, and an API option on AWS GovCloud listed at High and DoD IL5. An agency’s own authorization, policies, and data type still determine whether a particular workload may use any of them.
Claude for Government vs. ChatGPT for government work: what is actually being compared?
The comparison is between offerings and their deployment boundaries, not between Claude and ChatGPT as standalone models. FedRAMP authorization applies to a defined cloud service offering; it does not automatically authorize every model, product, feature, or dataset associated with a vendor.
That distinction matters especially for OpenAI: managed ChatGPT FedRAMP, ChatGPT Gov in an agency’s Azure environment, and the API on AWS GovCloud are separate choices. Anthropic’s Claude for Government (C4G) is a partner-mediated SaaS service boundary. An authorization associated with one offering should not be transferred to another.

These authorization and access descriptions reflect the vendors’ public materials as of October 2026. They are not a neutral security ranking, and neither vendor’s public description substitutes for an agency’s authorization decision.

Is Claude for Government FedRAMP High?
Anthropic’s Trust Center describes Claude for Government as a FedRAMP High-authorized service. It says the service is listed under Palantir Federal Cloud Service through Palantir FedStart, runs on Google FedRAMP High infrastructure, and has Anthropic implementing SaaS controls in that arrangement. Anthropic also states that FedRAMP applies to cloud service offerings, not standalone models; saying that a Claude model itself is “FedRAMP certified” would therefore blur the boundary.
For an agency, the practical question is how the service’s authorization package and shared responsibilities map to its own system boundary and authorization to operate (ATO). Confirm which components, features, and operating responsibilities are covered in the material provided for the specific C4G service. Anthropic also identifies Claude in AWS GovCloud and Google Assured Workloads partner environments; those environments have their own authorization distinctions and should not be treated as interchangeable with C4G.
Is ChatGPT Gov the same as ChatGPT FedRAMP?
No. ChatGPT Gov is an application that an agency deploys and manages within its Azure commercial or Azure Government environment. ChatGPT FedRAMP is a separate, OpenAI-owned and managed SaaS offering. OpenAI’s API deployments are additional choices, including a FedRAMP API offering and an AWS GovCloud API option.

The deployment changes who operates parts of the environment and what the agency must configure, integrate, assess, and maintain. OpenAI’s government page lists managed ChatGPT and API FedRAMP at Moderate, while its AWS GovCloud API row is listed at High and IL5. Those are distinct service entries; an agency should verify the precise endpoint, boundary, and authorization package rather than infer one option’s status from another.

For the OpenAI FedRAMP API, the designated endpoint is gov.api.openai.com. Model availability in government environments can change; verify the models available in the relevant authorized environment directly with OpenAI during procurement. The current FedRAMP help material also describes a more restricted feature set than standard Enterprise, including web search that uses indexed or cached content rather than live web search, and limited rollout of desktop experiences. Confirm the live feature and model lists, along with the CLI’s government endpoint and available models, before designing a workflow around them.
Can government agencies use Claude or ChatGPT with sensitive data?
There is no blanket yes based only on a vendor or authorization label. OpenAI says the answer depends on the specific product, deployment, agency authorization, policies, and data type. The same workload-specific discipline applies when assessing Claude for Government: the agency’s authorizing official, applicable policy, and the offering’s boundary determine suitability.
For Controlled Unclassified Information (CUI), the public materials do not establish a categorical approval for either vendor across all agencies, deployments, or CUI types. A FedRAMP High or Moderate designation is an important input to the assessment, not permission to place any particular information into the service. Obtain the service-specific authorization documentation and resolve the proposed use with the agency’s security and privacy authorities before entering sensitive data.
- Identify the data type, impact level, and intended users and workflow.
- Match those requirements to the exact service, hosting environment, endpoint, and authorization boundary.
- Review the agency’s ATO, policy, records, privacy, retention, logging, and incident-handling requirements for that deployment.
- Confirm which models and features are within the authorized environment; do not assume commercial-product parity.
How do access, controls, and features differ?
Access and procurement
Anthropic’s August 2025 announcement offered Claude for Government and Claude for Enterprise to all three branches, with an access route through eligible department or agency leadership. The announcement also described a federal $1 offer lasting one year. That was a dated offer, not a current price commitment; confirm eligibility, availability, terms, and procurement route with Anthropic.

OpenAI’s government materials describe access to ChatGPT Enterprise, ChatGPT FedRAMP, the API, and AWS GovCloud options, with direct and reseller procurement routes. OpenAI identifies Carahsoft as an authorized reseller. Current package availability, contract vehicles, pricing, and any time-limited offer require confirmation with OpenAI or the relevant procurement channel.
Administrative and data controls
For OpenAI’s FedRAMP environment, its help page states that customer data is not used for training, describes retention policies as equivalent to Enterprise, and notes Compliance API availability. Those are provider statements about that environment; an agency should check the applicable configuration and contract terms and assess them against its own records and audit requirements. For C4G, obtain the authorized customer documentation for the service boundary and establish how Anthropic, Palantir, Google, and the agency divide operational responsibilities.
Feature fit
OpenAI explicitly describes additional restrictions and feature controls in its FedRAMP environment compared with standard Enterprise. A feature available in a commercial workspace may not be available in the government boundary, or may work differently. Anthropic’s public material does not provide a complete C4G feature matrix. In either case, verify identity management, logging, search, integrations, administrative controls, API methods, and model availability against the exact deployment before committing to a workflow.

The vendors describe overlapping categories of government work, but these examples show intended or reported uses—not independently validated suitability, accuracy, savings, or mission outcomes.

Uses Anthropic describes
- Citizen services, document review and preparation, policy analysis, and realistic training scenarios.
- Scientific research and national-security operations, subject to the applicable authorization and agency rules.
- In its Lawrence Livermore National Laboratory case study, research and data analysis, emergency response, energy security, manufacturing, computational biology, and high-performance computing.
Anthropic reported in July 2025 that an expansion included about 10,000 LLNL scientists, researchers, and staff. That figure describes reported deployment scale, not a measured outcome or independent evaluation.
Uses OpenAI describes
- Drafting, translation, research, analysis, summarizing complex information, and software development.
- Public-health analysis and permitting, as well as agency knowledge work.
- API integrations into copilots, case-management systems, and citizen-service workflows.
These are vendor-described possibilities, conditional on the feature set and agency authorization for the selected deployment. OpenAI reported in January 2025 that more than 90,000 users across more than 3,500 U.S. federal, state, and local agencies had sent over 18 million ChatGPT messages since 2024. Those are adoption figures reported by OpenAI at that time, not current counts or evidence that a particular use is approved.
OpenAI also reported that participants in a Commonwealth of Pennsylvania pilot saved approximately 105 minutes per day on days they used ChatGPT. This is a vendor-reported result from that pilot, not a typical productivity estimate or a promise of results elsewhere.
How should an agency choose?
Start with the workload and authorization need, then compare the offerings that can meet them. A useful procurement or pilot review should answer these questions:
- What data and impact level are in scope? Define the data type, mission consequence, users, and applicable agency requirements before comparing products.
- What exact service boundary is being authorized? Record the provider, cloud service, managed-service provider, endpoint, and components in scope; map them to the agency’s ATO and shared-responsibility model.
- Which operating model fits the agency? Compare managed SaaS, an application the agency deploys in its Azure environment, and API integration into existing agency systems. Account for the agency’s ability to operate and assess each choice.
- Are the necessary controls and features available inside that boundary? Confirm identity, administration, logging, retention, training terms, search, integrations, model access, and API methods using current environment-specific documentation.
- Can the service be procured and supported on workable terms? Verify eligibility, pricing, contract vehicle, reseller route, implementation effort, and support directly; announcements and promotions can expire.
- Does a controlled pilot support the intended use? Test representative agency tasks, track quality and operational fit, and require human review where outputs could affect people, rights, safety, or consequential decisions.
There is no independent government-wide head-to-head study in the cited vendor materials that establishes one platform as categorically more secure, accurate, or cost-effective. A pilot should therefore measure the agency’s own tasks and constraints rather than rely on a vendor case study or general adoption figure.
