Claude Code’s behavior is shaped by settings files, command-line options, and—where an organization uses one—a gateway. Permission flags can affect which tools it may use, while model selection and a non-interactive turn limit shape a run. None of those controls, by itself, promises a fixed bill. The key is to distinguish access controls from usage oversight.

Where Claude Code settings take effect

Think of configuration in three layers: options for a single invocation, settings stored for later use, and organization-level policy or gateway controls. They serve different purposes: a setting can change how Claude Code behaves or what it may do, while a gateway can monitor or govern usage.

Gateway capabilities depend on the gateway; LiteLLM is a third-party example, not an Anthropic-built feature.

Anthropic’s CLI reference documents the command-line options described below. Its identity and access management documentation describes organizational permission policy, but the available result is in Korean and may not reflect the current English specification. Check the current documentation and installed CLI before relying on exact mode behavior or precedence.

How to control which tools Claude Code can use

Allow and deny tools

The CLI provides --allowedTools and --disallowedTools. Anthropic documents these lists as applying in addition to settings files. In practical terms, allow rules can make a workflow smoother by reducing permission prompts, but they also give Claude Code more latitude to act. Deny rules can constrain tool access. Choose the narrowest permissions that support the task.

Choose a permission mode deliberately

Use --permission-mode to select a permission mode when starting a run; Anthropic’s CLI reference uses plan as an example. The IAM documentation names default, acceptEdits, plan, and bypassPermissions, but because the available documentation result is Korean and potentially stale, verify the current English reference before assuming what each mode permits or how it interacts with other rules.

The CLI reference also lists --dangerously-skip-permissions. Treat the warning in its name seriously: bypassing permission checks changes the safety boundary, not the price of a run. Do not use a permissive mode or skipped approvals as a cost-control strategy.

What controls context and behavior

Selecting a model

The --model option selects a model alias or a full model name. This lets you choose the model for an invocation, but model choice is not the same as managing conversation context: the CLI reference cited here does not establish a complete catalog of context-window, memory, compaction, or token-budget settings.

Limiting agentic turns

--max-turns limits agentic turns in non-interactive mode. It constrains one dimension of a run, but does not set a known maximum number of tokens or guarantee a maximum charge. Do not treat a turn count as a context-window setting or as a billing ceiling.

How to approach Claude Code usage and cost oversight

For an individual run

Use model selection and, for a non-interactive run, a turn limit when those constraints fit the task. These options can shape what happens during that invocation; the available CLI documentation does not say they guarantee a fixed monetary ceiling. Cost may depend on the model, the volume of input and output, and the billing arrangement of the account or provider.

For organization-wide monitoring

Anthropic’s LLM gateway guide describes usage tracking, budget and rate-limit controls, and audit logging as gateway capabilities. These controls apply through a gateway implementation; they are not equivalent to a built-in Claude Code turn limit. The guide presents LiteLLM as a third-party proxy and says Anthropic does not endorse, maintain, or audit it. Evaluate the gateway and its policies as separate infrastructure rather than assuming they are a Claude Code setting.

Setup and authentication are separate from settings

Claude Code is a software CLI, not a physical product. Anthropic’s setup page documents installation with npm install -g @anthropic-ai/claude-code and lists Anthropic Console, Claude Pro/Max plans, and enterprise cloud platforms as authentication routes. Check the current setup documentation for current installation and sign-in instructions; those details can change.
