Cisco’s 2022 Global Hybrid Cloud Trends Report found that 82% of surveyed organizations had adopted a hybrid-cloud strategy. The Cisco-sponsored 451 Research survey also described extensive multicloud use, frequent movement of workloads between on-premises and cloud environments, and growing use of Infrastructure as Code and cloud-native methods. However, respondents identified security, operational complexity, cost management, and compliance as substantial obstacles. These are self-reported 2022 findings—not a current 2026 adoption benchmark.

What the Cisco 2022 report actually measured

Cisco commissioned 451 Research to survey cloud, DevOps and NetOps professionals and IT decision-makers worldwide. Cisco’s report landing page describes a sample of more than 2,500 professionals; the Cisco-hosted report PDF gives a base of 2,577 respondents for the findings shown there. Individual questions may have used different respondent groups or denominators, so the percentages should not be treated as if every question came from exactly the same population.

The results describe what respondents said about their organizations in 2022. They do not constitute an independently verified census of enterprise infrastructure, and they should not be presented as current worldwide adoption rates.

Broad hybrid-cloud and multicloud adoption

Hybrid cloud was already the reported norm among respondents

In the survey, 82% of respondents said their organization had adopted hybrid cloud. Cisco’s May 25, 2022 explanation defined that strategy as using at least one public-cloud service for internal and customer-facing applications alongside other environments.

Most organizations used several public clouds

The report said 92% of organizations used more than two public-cloud providers, while 8% used a single public-cloud provider. Those figures indicate that many respondents were managing both hybrid placement and a multicloud estate, rather than choosing between one public cloud and on-premises infrastructure.

Because the report is vendor-sponsored and the figures are self-reported, “broad adoption” means broad adoption within this survey population. It does not prove that 82% of all organizations worldwide had hybrid cloud in 2022.

What respondents found difficult

The highlighted challenges show why adoption did not automatically translate into simple operations.

The percentages are Cisco-reported survey responses, not measurements of incident rates, cloud bills or compliance failures. A respondent could identify more than one difficulty unless a particular question’s instructions specified otherwise.

How organizations were changing their operating model

Cross-functional ownership

Fifty-five percent of respondents said their organization had created a cross-functional team containing both technical and business representation. Half said they had a centralized CloudOps and NetOps function. Together, these responses point to an effort to replace isolated cloud, networking and business decisions with shared responsibility for architecture, security and service delivery.

Networking and cloud operations worked more closely

Among respondents describing collaboration between networking and cloud operations, 45% associated that collaboration with improved security and 41% with better operational efficiency. These are reported benefits attributed by respondents; they are not controlled comparisons proving that collaboration alone caused the improvements.

Workloads moved frequently

Fifty-three percent of organizations said they moved workloads between on-premises and cloud environments weekly. Weekly movement can reflect planned optimization, capacity management, application lifecycle work or other operating practices; the report does not establish one universal reason for each move.

Technical practices and emerging technologies

Infrastructure as Code and cloud-native security work

Fifty-eight percent of respondents said their organization was adopting Infrastructure as Code (IaC). IaC expresses infrastructure configuration in version-controlled, repeatable definitions, helping teams apply consistent changes across environments. Separately, 44% said they were deploying cloud-native technologies to improve their security posture. The two percentages describe different practices and should not be combined into a single adoption rate.

These figures indicate reported deployment, not proof that each technology was mature, used at scale or producing a particular return on investment.

Hardware diversity and application modernization

Different hardware across environments

Seventy-nine percent of respondents said that more than half of their workloads would run on different hardware across environments. This is a forward-looking expectation in the report, not an observation that those workloads had already been migrated. Hardware differences can complicate performance assumptions, portability, observability and support processes.

Refactoring applications for cloud-native platforms

Among DevOps and CloudOps respondents specifically, 91% said their organization had or would refactor applications using cloud-native technology. This percentage applies to that role group rather than necessarily to all 2,577 respondents, and it combines work already done with planned work.

The “cloud first” tipping point

Also among DevOps and CloudOps respondents, 47% said a “cloud first” mandate was the tipping point for changing development processes and tools. The result describes respondents’ explanation for organizational change; it does not mean that 47% of all surveyed organizations had an identical mandate.

What the findings mean for enterprise teams

Adoption creates a coordination problem

A hybrid strategy spans private or on-premises systems and one or more public clouds. When most organizations also use multiple public-cloud providers, teams must standardize identity, policy, network connectivity, logging, incident response and cost visibility without assuming that every provider behaves the same way.

Security has to be built into the operating model

Security was the most frequently named challenge in the highlighted results, while respondents also linked networking and cloud-operations collaboration to better security. In practice, that implies joint ownership of segmentation, access controls, encryption, vulnerability response and evidence for audits rather than treating security as a final deployment check.

Automation is a portability strategy, not just a speed improvement

The reported adoption of IaC and infrastructure automation matters in a landscape where workloads may run on different hardware and move between environments. Versioned definitions, policy checks and repeatable pipelines can reduce configuration drift, but they require tested modules, secrets management, rollback procedures and clear approval boundaries.

How to use this report responsibly in 2026

  • Label the statistics as Cisco-reported 2022 findings from a Cisco-sponsored 451 Research survey.
  • State the respondent base and role group whenever a figure applies only to DevOps or CloudOps professionals.
  • Keep observed practices separate from expectations, such as the prediction about workloads running on different hardware.
  • Do not cite 82% as a current 2026 global adoption rate without newer, independently designed evidence.
  • When comparing the report with another survey, align the year, sponsor, research firm, respondent roles, geography, sample size, definitions of hybrid and multicloud, question wording and whether each percentage measures current practice or future intent.

Cisco’s report presents hybrid cloud as the de facto operating model for IT organizations, but the detailed results qualify that statement: adoption was broad among respondents, while operating across environments still demanded organizational coordination, security engineering, automation and cost discipline.
