A circuit breaker protects an application from repeatedly calling a remote dependency that is failing or responding too slowly. After enough qualifying failures, it rejects further calls quickly instead of letting more requests wait and consume shared resources. It can limit the spread of an outage, but it does not repair the dependency.

What is the circuit breaker pattern?

A circuit breaker is a control around calls to a remote service, database, or other dependency. It tracks recent outcomes and changes whether calls are allowed through. The name comes from an electrical breaker: when conditions indicate a fault, it interrupts the flow until it is appropriate to try again.

The need is different from simply setting a timeout. A timeout bounds how long an individual call waits, but many simultaneous calls can still remain blocked until their timeouts expire. While waiting, requests may hold threads, memory, or database connections. If enough work piles up, shared resources can be exhausted and unrelated operations can fail too. A breaker can reject calls immediately once it has opened, reducing that pressure. Microsoft’s Azure Architecture Center describes this stability role; Martin Fowler also notes that remote calls can fail or hang until a timeout is reached (Circuit Breaker).

How the three circuit-breaker states work

Most explanations use three states. The breaker’s threshold and timing are configuration choices; the cited guidance does not prescribe universal values.

Closed: allow calls and track failures

In the closed state, requests pass through to the dependency. The breaker tracks qualifying failures over a configured interval. If the failure threshold is reached during that window, it opens. A time-based window helps distinguish a run of unhealthy behavior from an isolated failure. Microsoft’s guidance describes a time-based failure counter that resets periodically.

Open: reject calls quickly

In the open state, calls are rejected without being sent to the unhealthy dependency. This is sometimes called a fast failure. The breaker starts a recovery wait period; requests during that interval must be handled by the application, for example by returning an error or using an appropriate fallback.

Half-open: allow limited trial calls

After the wait expires, the breaker moves to half-open and permits a limited number of trial calls. If those calls succeed, the breaker closes and ordinary traffic resumes. If a trial fails, it reopens and starts the recovery wait again. Limiting probes helps avoid sending a sudden wave of traffic to a dependency that may not yet be ready.

How a breaker and retries work together

Retries and breakers solve different problems. A retry gives a call another chance when a fault is expected to clear quickly. A breaker stops repeated attempts when continued calls are unlikely to succeed. They can be combined, but retries should be finite and should stop when the breaker rejects a call; retrying that rejection defeats the breaker’s purpose.

Unbounded or excessive retries can add load precisely when a dependency is struggling. Microsoft recommends finite retries and describes retry budgets as a way to limit aggregate retry traffic. Its circuit-breaker guidance and transient-fault guidance address the complementary roles of these controls.

Keep timeouts as part of the design as well: they bound how long an individual call waits, while the breaker responds to a pattern of failures across calls. Neither control makes the other unnecessary.

What should count as a failure?

Count failures that indicate the protected operation or dependency is unhealthy. Do not automatically treat every error returned by the application as evidence that the dependency is down. For example, an error caused by invalid input may not be fixed by pausing calls to the service. The classification depends on the operation and its failure behavior.

Set both the failure threshold and the observation window for the dependency and workload being protected. A low threshold may open the breaker on a brief disturbance; a high threshold may allow too many calls to accumulate before protection starts. The recovery wait also requires tuning: it determines how long the breaker holds calls back before testing recovery. Fallbacks: respond usefully without hiding an outage

When a call is rejected, the application can return a clear error or, where the business meaning allows, serve a cached value or a meaningful default. A fallback is appropriate only if that response remains safe and useful for the caller. Stale or incomplete data may be worse than an explicit unavailable response in some workflows.

A fallback is not a recovery mechanism. It changes what the caller receives while the dependency is unavailable; the dependency may still need an external repair, restart, or network fix. The application must continue to handle unavailability explicitly. Microsoft’s pattern guidance covers fallback handling.

Scope breakers to the resource that can fail

A breaker should represent the health of the resource whose calls it controls. If independent resources can fail separately, a single shared breaker can blur which one is unhealthy. Microsoft gives data-store shards as an example: separate failure domains should not be hidden behind one undifferentiated breaker. Scope the breaker so that one resource’s failures do not unnecessarily block calls to another healthy resource. The Azure Architecture Center discusses this scoping concern.

Monitor state changes and plan recovery

Emit telemetry when a breaker changes state and monitor the dependency it protects. An alert when a breaker opens gives operators a signal that calls are being rejected, rather than leaving that behavior invisible behind application errors. State-change events can also help distinguish a dependency outage from ordinary request failures.

When a breaker opens, determine whether recovery is automatic or needs an operator. Half-open probes can show whether the dependency is responding again, but the breaker does not repair a service or network problem. If the underlying fault persists, the breaker will reopen after a failed trial. Microsoft recommends monitoring breaker state changes and alerting on open transitions.

What to check when choosing an implementation

Libraries and platform implementations can differ in how they count failures and manage recovery. Evaluate the behavior that matters to your system, rather than assuming one set of settings fits every dependency.

  • Failure threshold: Can you configure the failure count and observation window, and define which outcomes count?
  • Half-open behavior: Can you limit trial calls and configure the recovery wait?
  • Scope: Can breakers be isolated by dependency or independently failing resource?
  • Related controls: Does the implementation work with bounded retries and timeouts, and prevent retries from continuing after a breaker rejection?
  • Fallback handling: Can the caller provide an appropriate response without treating fallback as repair?
  • Concurrency and overhead: Does the implementation avoid blocking callers or adding excessive work of its own?
  • Telemetry and configuration: Does it emit state-change events and support the configuration or overrides your deployment needs?

No single threshold, implementation, or recovery interval is established as best for every system. The right choice depends on the dependency’s failure behavior, workload, and the consequences of rejecting calls.
