Recovery Mode is part of repairing ChromeOS by removing and reinstalling the operating system. Developer Mode enables development-oriented access and debugging features. They are not interchangeable: recovery can fix a damaged or missing OS, while Developer Mode is for tasks such as testing custom code. Both can involve local data loss, so choose based on the problem and back up files first when possible.

Google describes recovery as removing and reinstalling the OS. Developer Mode is separate from ChromeOS’s Dev software channel: Stable, Beta, and Dev are update channels, and switching channels is a different action.
When should you use Recovery Mode?
Use recovery when ChromeOS is missing or damaged, or when other troubleshooting has not fixed an operating-system problem. If you can still sign in, Google recommends trying a restart and then a factory reset before reinstalling ChromeOS. A factory reset, also called Powerwash, removes user data and settings; recovery goes further by removing and reinstalling the OS.
Important: Recovery permanently erases the Chromebook’s local hard-drive contents. Back up files where possible before continuing. This includes downloaded files; do not assume that choosing recovery preserves data stored locally.

Enter the recovery screen
On many Chromebook laptops, Google’s documented keyboard sequence is to hold Esc and Refresh, press Power, then release Power. When the recovery screen appears, release the other keys. Some models use Esc and Maximize instead. Tablets, Chromeboxes, and Chromebits use different controls, so the laptop shortcut is not universal.
Reinstall ChromeOS over the internet or USB
Some newer Chromebooks offer internet recovery. If that option is not available, Google documents recovery from USB media. For the USB route, you need the affected Chromebook, another Chromebook or a Windows or Mac computer with Chrome, and a USB flash drive with at least 8 GB capacity. Creating the recovery media may erase the USB drive. Google’s Chromebook Recovery Utility is used to create it.

Follow the recovery screen and Google’s model-specific instructions; whether internet recovery is available and which controls to use depend on the device.
When should you use Developer Mode?
Choose Developer Mode only when you need development or system-level capabilities, not as a general fix for a Chromebook that will not start. Google’s debugging-features documentation says the process can remove root filesystem verification so OS files can be modified, enable SSH access with standard test keys, allow booting from USB to install an OS image, and permit custom developer or system root login passwords. The system reboots during the process.

Enabling or leaving Developer Mode can involve a local-data wipe. Google’s enterprise workflow explicitly warns that its Developer Mode wipe clears local data; treat the transition as potentially destructive and back up first if possible. Most debugging features remain enabled after a Powerwash. Google documents recovery—not Powerwash—as the way to turn debugging features off.
Developer Mode is not the Dev channel
Developer Mode changes the device’s access and debugging state. The Dev channel is one of ChromeOS’s software channels for receiving updates, alongside Stable and Beta. Switching channels is a separate setting. In Google’s documented consumer flow, moving from a more experimental channel to a more stable one deletes local data through Powerwash; that channel change is not the same as enabling or disabling Developer Mode.

Which option fits your situation?
- ChromeOS is missing or damaged, or ordinary troubleshooting failed: try the less invasive steps first if you can sign in, then use recovery if needed.
- You need to test custom code or use development features: consider Developer Mode, understanding that it grants deeper access and can clear local data.
- You only want to clear your account data or settings: Powerwash is a factory reset, not an OS reinstall. It also does not reliably turn off debugging features.
- The Chromebook belongs to a school or employer: contact the administrator before changing its state. Management policies can restrict these actions.
What if a school or work Chromebook blocks Developer Mode?
Managed Chromebooks may be subject to administrator controls. Google directs work and school users to their administrator, and enterprise guidance says forced re-enrollment can block Developer Mode. Do not try to bypass an organization’s device policy; ask the administrator about approved repair or development options.
