On desktop Chrome, open chrome://extensions and switch on Developer Mode in the upper-right corner. To test a local extension, select Load unpacked and choose the folder that contains its files and a root-level manifest.json. Developer Mode is an Extensions-page control, not Chrome’s general DevTools interface.
Where to find Developer Mode in Chrome
- Open a new Chrome tab and enter
chrome://extensions. - Alternatively, open the Extensions menu and choose Manage Extensions.
- On the Extensions page, turn on Developer Mode in the upper-right area.

Load a local extension for testing
Use Load unpacked when you are developing or testing extension files stored locally. This is different from installing an extension through the Chrome Web Store.

chrome://extensions, make sure Developer Mode is on. - Select Load unpacked.
- Choose the extension’s directory. Its
manifest.jsonmust be at the top level of the selected folder.
After loading, you can open the extension from Chrome’s Extensions menu. If you want it visible on the toolbar, use the menu’s pin control.
Reload an extension after code changes
Different extension files require different refresh steps. The Chrome for Developers tutorial specifies the following behavior:

| Content script | Reload the extension and the host page where the script runs. |
| Popup | No extension reload required. |
| Options page | No extension reload required. |
| Other extension HTML pages | No extension reload required. |
To reload, return to chrome://extensions and use the reload control on the extension’s card. If it does not work as expected, check the extension’s Errors button or inspect the relevant DevTools context.
Manage an installed extension
The Extensions page also lets you control extensions you installed normally or loaded for testing. Open an extension’s Details page to review its settings and site access. Depending on the extension and Chrome’s available controls, access can be limited to when you select the extension, the current site, or all sites; you can also manage specific allowed sites.
- Turn it off or on: Use the extension’s switch on the Extensions page.
- Change site access: Open Details and adjust the site access controls.
- Remove it: Use the extension’s toolbar menu or find it on the Extensions page and select Remove.
Google advises installing only extensions you trust. Its Chrome extension help page also explains extension management and what to do when an extension is unsupported. If Chrome marks one unsupported, the user-facing options include finding an alternative or removing it; temporary re-enabling may be offered for a limited period.

Why Developer Mode or extension controls may be unavailable
First check that you are using desktop Chrome on the Extensions management page. If the browser belongs to a workplace or school, an administrator may control which extensions can be installed and whether developer tools are available on chrome://extensions. Google’s Chrome policy documentation includes a control that can disallow developer mode on that page.
If a setting is missing, disabled, or reverts after you change it on a managed browser, contact your organization’s administrator. Chrome Help notes that organizations can block extensions, and administrators can also manage unsupported extensions through enterprise policy.
