ChatGPT and Claude are broader assistant products; their developer workflows include dedicated coding tools. OpenAI describes Codex as intended for software development and technical work such as writing or debugging code, running commands and tests, reviewing changes, and working with repositories. Anthropic documents Claude Code as an installable coding tool used from a development machine and project directory.
That distinction matters: a comparison of ordinary chat alone misses the tools’ repository access, execution and permission controls, and the different ways they can be used. Claude Code’s CLI reference documents interactive and non-interactive use, session continuation, added directories, tool allow/deny controls, and model selection. Those controls make the terminal workflow and permission model central points to assess, rather than incidental setup details.

How access and cost differ
Claude Pro and Max usage is shared between Claude and Claude Code, according to Anthropic’s Pro and Max usage help page. That page gives approximate usage examples, which are vendor estimates—not guaranteed capacity for a particular repository or task pattern.
Anthropic’s pricing page lists Pro at $20 per month with monthly billing or $17 per month with annual billing, and Max from $100 per person per month. These are the page’s listed USD prices, subject to change, taxes, and usage limits. The pricing page describes Team and Enterprise access separately through Anthropic Console.

For Codex, plan use, credits, task complexity, model, context, reasoning, and tools can affect consumption. OpenAI’s plan usage help explains current plan arrangements; check the account before adopting a workflow because availability and usage details can depend on plan and workspace.
Do not compare a subscription sticker price with an assumed amount of coding work. Estimate the complete cost for your team, including shared usage, included limits, any additional credits or API billing, and the volume and complexity of work you expect. Neither a plan’s price nor a vendor’s example establishes what your codebase will consume.

Choose by environment, control, and team fit
Start with the workflow your developers actually use. If work is centered on a terminal and project directory, Claude Code’s documented operating style may fit naturally. If the team wants a choice among app, CLI, IDE, web, and eligible cloud workflows, Codex offers a broader set of documented surfaces. These are differences in operating style, not proof of better coding results.
- Environment: Decide whether developers need terminal, IDE, desktop, local repository, or cloud-task access.
- Permissions: Compare how execution is authorized, which directories are in scope, and how changes can be reviewed before they are accepted.
- Integrations: Check compatibility with the team’s source control, issue tracking, build system, and internal tools.
- Organization controls: Confirm plan and workspace eligibility, enterprise access, and which models or tools administrators permit.
- Workload economics: Consider included usage, shared pools, additional credits or API billing, and expected monthly task volume.
- Review effort: Account for correctness, test outcomes, clarity of changes, and time spent correcting or validating the result.
Codex’s parallel-agent capability is a vendor-described feature, not evidence that parallel execution improves a particular team’s throughput or quality. Include the time needed to coordinate and review parallel work when judging whether it helps.

Run a fair trial on your own repository
Vendor feature descriptions cannot establish which tool will work better on your codebase. Test both against the same repository snapshot, task instructions, and acceptance criteria. Use a mix of tasks so the result is not determined by a single successful demonstration.
- Explain an unfamiliar repository. Check whether the tool identifies the right entry points and gives an account that helps a developer navigate the project.
- Diagnose a reproducible bug. Provide the same reproduction details and assess whether the proposed cause and fix match the observed behavior.
- Implement a bounded feature. Give each tool the same scope and acceptance criteria; compare the resulting changes and how well they fit project conventions.
- Write or update tests. Check that tests cover the behavior at issue and that the tool runs the relevant checks.
- Review a diff. See whether it identifies meaningful problems and makes its reasoning and suggested changes easy to evaluate.
- Handle a multi-step change. Observe how it tracks instructions, handles dependencies between steps, and asks for permission when appropriate.
For each run, record correctness, test results, permission behavior, change clarity, latency, setup time, failed attempts, usage consumed, and developer intervention. Judge the work by what survives human review, not simply whether the tool produced code or completed a task.

What the available evidence can—and cannot—settle
The vendor materials establish product surfaces, documented workflows, authentication routes, and some plan details; they do not establish a neutral overall winner for developer work or a comparative performance ranking. Anthropic’s subscription usage examples are approximate estimates for its own tiers, not independent or directly comparable measures of coding performance. Choose based on your organization’s constraints, then use a controlled trial to evaluate results on representative work.
