Qualcomm and SMIC announced their 28-nm collaboration in July 2014 because SMIC’s process was ready for customer-backed production work, while Qualcomm wanted another China-based manufacturing option for some Snapdragon products. The timing also coincided with a Chinese antitrust investigation of Qualcomm, but the companies did not say the investigation caused the deal.

What did SMIC and Qualcomm agree to?

On July 2, 2014, the companies announced collaboration on 28-nm process technology and wafer-manufacturing services in China. Qualcomm would bring Snapdragon demand; SMIC would develop and manufacture wafers for some Qualcomm products. This was a foundry and manufacturing arrangement, not a consumer-device launch or a deal to jointly design a new processor.

The planned local production covered two 28-nm process variants: PolySiON (PS) and high-k metal-gate (HKMG). SMIC said the work would help mature its process and build capacity, positioning it among the first Chinese foundries able to offer local production for some Snapdragon products on both variants. SMIC chief executive Tzu-Yin Chiu described the agreement as a milestone for the readiness and competitiveness of the company’s 28-nm technologies.

Why did the timing make sense?

SMIC needed customer-backed production

A process reaching readiness is not the same as a proven, established manufacturing platform. A major customer can help a foundry validate and mature a process while providing demand to load capacity. In its announcement, SMIC framed the collaboration as a way to advance both the maturity and capacity of its 28-nm offering.

Qualcomm wanted a China-based supply option

Qualcomm called SMIC an important supplier and said its capabilities were growing to meet Qualcomm’s product needs. It also presented the collaboration as part of a regional supply-chain strategy in China, a major mobile-consumer market. The stated rationale was therefore practical: Qualcomm gained another manufacturing route for some products near an important market, while SMIC gained a prominent customer for a newly ready process.

Did China’s antitrust investigation push Qualcomm into the deal?

The timing overlapped with a Chinese antitrust investigation of Qualcomm. EE Times reported that Qualcomm was cooperating with the National Development and Reform Commission (NDRC), and that observers speculated the investigation might encourage Qualcomm to engage more deeply with China’s electronics industry.

That remains speculation, not an established cause. Qualcomm did not connect the probe to the SMIC agreement. A Qualcomm spokesperson told EE Times that the companies had been collaborating for several years and that the announcement extended their relationship to 28-nm technology. The available public statements support the supply-chain and process-readiness explanations; they do not establish that regulatory pressure produced the deal.

Which Snapdragon chips did SMIC make?

Qualcomm initially declined to identify the processors covered or give a production start date. Later company announcements supplied concrete milestones:

June 22, 2016 Snapdragon 425 and MDM9x07 SMIC said both had passed customer qualification and begun mass production in Beijing. It also reported parallel 28-nm production in Shanghai and Beijing.

These milestones show the collaboration moved beyond its initial announcement into qualified and mass-produced products. SMIC said the two-city production capability expanded its ability to serve Qualcomm and other global customers.

What details did the companies not disclose?

The public announcements do not establish the deal’s value, wafer volume, pricing, process yield, or Qualcomm’s share of SMIC output. They also do not provide a basis for a direct performance or cost comparison with production at TSMC or Samsung. The reported product milestones establish that specified chips reached production stages at SMIC; they do not, by themselves, reveal the scale or economics of the overall relationship.
