The cheapest internet option in Phoenix depends on your exact address and whether you qualify for an income-based plan. Start with Cox ConnectAssist and AT&T Access if your household may be eligible; otherwise, compare the full recurring cost, speed, data rules, and fees of the offers available at your home. The Affordable Connectivity Program (ACP) has ended, so it is not a current internet discount.

Low-cost internet plans to check first

Connect Arizona’s Arizona offers directory, accessed October 7, 2026, lists both AT&T Access and Cox ConnectAssist at $30 per month for qualifying households. Eligibility and availability conditions apply, and the listed price is not a guarantee that service is available at your address. Check the directory and confirm current terms with the provider.

Plan Listed price Eligibility and details
AT&T Access $30 per month Connect Arizona lists eligibility through participation in SNAP, SSI, or the National School Lunch Program, or household income at or below 200% of federal poverty guidelines. The directory lists 100 Mbps; verify address availability and current terms with AT&T. Source: Connect Arizona.
Cox ConnectAssist $30 per month Cox describes service up to 100 Mbps download for households under 200% of Federal Poverty Guidelines or participating in specified assistance programs. Program terms and recurring verification may apply; confirm current eligibility, price, and availability with Cox. Source: Cox.

These are income- or program-based options, not offers available to every household. Check qualification and address serviceability before relying on the listed price.

What other Phoenix internet options are available?

The City of Phoenix’s 2025–2029 Consolidated Plan identifies Cox and CenturyLink among leading providers by local coverage and speed, and inventories residential service from CenturyLink (DSL and fiber), Cox (cable and fiber), Quantum Fiber, Wyyerd, fixed-wireless providers such as T-Mobile Home Internet and Verizon, and satellite providers. That citywide inventory is a starting point, not proof that a provider serves a particular home. Read the City of Phoenix plan.

How to compare the real cost

Do not choose solely by the advertised starting price. Compare the offer available at your address against the household’s actual needs and the full terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Recurring price: Ask what the monthly charge becomes after a promotion ends. Include activation, taxes, equipment, and other recurring or one-time fees where applicable.
  • Speed: Check advertised download and upload speeds in the plan disclosure. Download speed affects activities such as streaming and downloads; upload speed matters for video calls and sending large files. Advertised maximums are not a guarantee of performance in your home.
  • Data allowance: Check whether the plan has a monthly cap and what additional data may cost. Cox disclosures say its plans include a 1.25 TB monthly data allowance, with additional data charges possible unless an unlimited-data plan applies. This is a Cox-specific condition; do not assume other providers use the same allowance. Read Cox’s speed and data disclosures.
  • Equipment: Confirm whether the plan requires a modem or gateway, whether Wi-Fi equipment is included, and whether you can use compatible equipment you already own. Cox says its service requires a compatible modem and permits customers to use their own Wi-Fi router; a router does not replace a required modem.
  • Contract and conditions: Check cancellation terms, any autopay or mobile-service conditions, eligibility rules, and whether income or program status must be verified again.

Is there a federal internet discount now?

No: Connect Arizona states that the Affordable Connectivity Program has ended. Do not count on the former ACP benefit as a currently available internet discount. The directory also says Lifeline remains a federal benefit for phone service; it should not be described as a current ACP internet discount. Check Connect Arizona’s program information.

How Phoenix prices compare with national context

The FCC’s 2024 Urban Rate Survey report identified $30 per month for internet-only service up to 100 Mbps as the least expensive plan among the providers it studied. That is national survey context, not a current Phoenix quote or proof that a Phoenix household can buy a plan at that price. Read the FCC’s 2024 report.
