Choose a chatbot framework or platform by starting with the work the bot must complete—not with a vendor demo or a claim that one tool is universally best. Map the user task, required systems and channels, conversation-control needs, deployment and governance constraints, team skills, and total operating cost. Then compare a small shortlist using the same end-to-end workflow and test cases.

Start with the job the chatbot must do

Describe the outcome a person needs, not just the question they might type. “Answer order questions” is too broad to evaluate. A testable version might be: identify the order, retrieve its current status, explain an eligible next step, and transfer the conversation to a person if the order cannot be found.

For each important task, write down the information the bot needs, the actions it may take, the systems it must read or update, the channels it must support, and the situations that require human help. This exposes whether you need a conversational front end, an application that can take action, or both. A CIOPages buyer guide puts the distinction succinctly: “A chatbot that only answers FAQs frustrates everyone — the value is in the transactions it can complete, which means the integrations behind it matter more than the conversation on top.”

  • Information: What approved content or live data must the bot use? Does it need to retrieve a policy, check a record, or both?
  • Actions: Must it create, change, cancel, or route something? Which actions require confirmation or staff approval?
  • Systems: Which APIs, databases, identity services, and business applications are involved? What happens when one is unavailable?
  • Channels: Is the bot for a website, messaging channel, voice, or several of these? Does the same workflow have to continue across channels?
  • Handoff: What should trigger a person taking over, and what conversation context must be passed along?

Set constraints before comparing features

Separate mandatory requirements from preferences. A platform that cannot meet a hard security, hosting, or channel requirement should not advance because its demo looks polished. Record constraints in writing so every finalist is assessed against the same bar.

“Framework” and “platform” are not reliable substitutes for an architecture review. Product categories overlap, and a managed platform can still require custom development. Compare the work your team will build and operate, including its runtime, integrations, controls, and ongoing maintenance.

Low-code managed platform

A low-code environment can suit teams where business specialists need to author conversations and connect workflows without owning all the runtime code. Microsoft describes Copilot Studio as a Power Platform tool for fusion teams and citizen developers, with Power Automate connectors and Microsoft 365 and Dynamics 365 connections. That makes it a relevant candidate when those tools and the Power Platform are already part of the intended architecture; it does not, by itself, establish that every required integration or governance control is available for a particular project.

Developer-led framework and cloud bot services

A developer-oriented SDK and bot service can suit teams that need greater control over application logic, runtime behavior, and channel implementation. Microsoft describes the Bot Framework SDK as modular and extensible and pairs it with Azure AI Bot Service for deployment and channel configuration. This approach puts more implementation and operational responsibility on the development team than a low-code authoring model.

Structured conversation platform

Structured platforms model conversation state through concepts such as intents, contexts, flows, or pages. Evaluate how the chosen product lets your team define paths, handle missing information, recover from errors, test changes, and control state. Google’s Dialogflow documentation illustrates that these choices can differ within one product family: ES uses intents and contexts, while CX uses visual flows and pages with explicit state handling.

Hybrid deterministic and generative design

Some tasks benefit from a mix: keep consequential actions and required checks on explicit, testable paths, while allowing more flexible language for suitable responses. Google documents generative Playbooks alongside deterministic Flows in Dialogflow CX. For any candidate, establish where generated responses are permitted, what information grounds them, which operations remain controlled, and what happens when the bot cannot resolve an ambiguity.

Managed service or self-managed operation

A vendor-managed service and a self-managed deployment place different responsibilities on your team. Determine who handles hosting, upgrades, observability, evaluation, security response, and on-call support. More deployment control may also mean more operational work; compare the actual ownership boundary rather than assuming that “open,” “managed,” or “cloud-independent” settles the question.

Compare a shortlist on the same evidence

Run a small proof of concept before committing

A proof of concept should exercise a complete, representative workflow rather than showcase a greeting or a clean FAQ. Keep the test set the same across finalists and make the expected result explicit before testing.

  1. Choose one end-to-end task. Select a common workflow that involves the real information source, an action or decision, and the intended channel.
  2. Prepare representative data and expected outcomes. Include normal inputs as well as incomplete and ambiguous requests. Use approved answers or known system states as the reference.
  3. Test failure and boundary cases. Include a missing record, a failed integration, a permission boundary, and a request that should go to a person. Check whether the bot avoids an unauthorized action and whether a handoff carries useful context.
  4. Apply identical cases to each finalist. Do not compare a scripted happy path for one product with a difficult real-world task for another.
  5. Record the same measures. Track task completion, correctness against the approved answer or state, unsupported claims, latency, error recovery, handoff quality, and cost under the same traffic assumptions.
  6. Review the operational work. Note who must configure, deploy, monitor, update, and troubleshoot the implementation after the demonstration ends.
  7. Choose against the requirements, not a headline score. A finalist that fails a mandatory control or cannot complete a critical action should not be rescued by strength on a less important dimension.

Calculate cost beyond the subscription

Compare the expected cost of operating the complete solution, not just the visible platform charge. Depending on the design, the total can include usage, connected services, model calls, voice, search or knowledge components, support, implementation, monitoring, and ongoing maintenance.

Google’s Dialogflow editions documentation distinguishes ES and CX pricing and quotas on a pay-as-you-go basis. The amount that applies depends on the intended edition, region, and usage, so use Google’s current pricing information for the actual scenario rather than treating an unspecified figure as universal. The materials available for the other candidates here do not establish comparable current prices. Rasa’s comparison discusses cost-model considerations, but its competitor descriptions and amounts should not be treated as independently verified price data.

Make the estimate reproducible: write down anticipated conversation volume, the share that invokes each metered service, channel mix, expected support level, and the staff time needed to maintain the bot. Then ask how the estimate changes if the workflow requires more model calls, voice, integrations, or human review than planned.

Use benchmarks carefully

A benchmark is useful only if its task, data, metric, and product edition resemble the decision you are making. A 2020 study by Ahmad Abdellatif, Khaled Badran, Diego Elias Costa, and Emad Shihab evaluated NLU platforms on software-engineering chatbot tasks. IBM Watson’s intent-classification F1 exceeded 84% on the study’s evaluated tasks, while Rasa’s median confidence score was above 0.91. Those findings describe that study setup, not current product performance or a general-purpose winner.

The paper also reported different entity-extraction results across tasks: for repository tasks, Microsoft LUIS had an F1 of 93.7% and Rasa 90.3%; for Stack Overflow tasks, IBM Watson had 68.5% and Dialogflow 65.8%. Because the tasks and datasets differed, these values should not be read as a single head-to-head league table. The study itself limits its findings to the evaluated platforms and domain. For procurement, your own representative workflow and repeatable test cases are more relevant than a result detached from your use case.

Make the selection from the requirements outward

A sound shortlist begins with mandatory constraints, then tests whether each candidate can complete the real workflow with acceptable control, integrations, and operating effort. The platform label is only a starting clue: a low-code environment, developer SDK, structured conversation builder, or hybrid agent design can all be appropriate when they fit the task and the team responsible for running them.

Are a chatbot framework and a chatbot platform the same thing?

Not necessarily. The terms are used inconsistently, and a platform can still require custom code while a framework may be delivered with cloud services. Compare the implementation responsibilities—authoring, runtime, integrations, deployment, and operations—rather than relying on the label.

Do I need a generative chatbot for a useful bot?

No. A bot can provide value by reliably completing a bounded workflow. Whether generation is useful depends on the task, the approved information it can use, the actions it may take, and how uncertainty is handled.

Can an NLU benchmark tell me which platform to buy?

Not by itself. Results depend on the evaluated task, dataset, metric, and product version, so a benchmark may not predict performance on your workflow. Treat published studies as context and test finalists on the same representative cases.

What should a chatbot proof of concept prove?

It should show that the bot can complete a real end-to-end task, handle incomplete or ambiguous inputs, respect permissions, recover from integration failures, and hand off appropriately—not merely produce a convincing scripted exchange.
