Build a chatbot around one user task, not around a model or a list of features. Define what the user is trying to do, what information the bot needs, how it will act or answer, and what happens when it cannot safely finish. Then choose a managed platform or an API-based application, build one complete interaction, test realistic conversations, and release in stages.

This guide explains that process for task-oriented and knowledge-answering bots. It uses Amazon Lex V2 and OpenAI’s API as examples of different implementation paths—not as a performance ranking or a tested end-to-end recipe.

1. Decide what the bot must accomplish

Start with a single task that a user can complete and your team can recognize as complete. “Help customers” is too broad. “Find the status of an order using an order number” is narrower: it identifies the user’s goal, the information that may be needed, and a result you can verify.

  • Primary user: Who will use the bot, and where will they encounter it?
  • User goal: What specific outcome should the conversation produce?
  • Required information: What must the user provide, and what can the system look up?
  • Allowed actions and answers: Which systems may the bot consult or change, and what sources may it use to answer?
  • Completion signal: What observable event shows the task succeeded—for example, a confirmed booking or a retrieved status?
  • Boundaries and recovery: What should the bot do with incomplete, ambiguous, unsupported, or risky requests?

Keep the first release small enough to test thoroughly. If a request requires several unrelated workflows, separate them into later increments rather than making the first bot responsible for everything.

2. Design the conversation before you build it

Map the conversation from the user’s phrasing to the information and action needed. In Amazon Lex terminology, a bot recognizes an intent (what the user wants), uses sample utterances to represent ways they may ask, and collects slots (required values) before fulfilling the task. These are Lex product terms; the same design questions apply even if you use another platform.

For a task-oriented bot

  1. List the likely goals. Give each distinct task a clear name, such as “check order status” or “book appointment.” Avoid combining goals that need different information or actions.
  2. Write varied example requests. Include short, conversational, and differently worded expressions of the same goal. For order status, users might ask “Where is my package?” or “Can you check order 12345?” These are illustrative examples, not a prescribed Lex configuration.
  3. Identify required fields. For each goal, mark which details are mandatory, optional, or available from an existing system. Decide how to ask for a missing value and how to respond when the value is invalid.
  4. Define confirmation and fulfillment. Specify what the bot should say or do after it has enough information. If it will perform an action, distinguish collecting details from actually confirming that the action succeeded.
  5. Plan ambiguity and recovery. Decide how the bot asks a clarifying question, handles a user who changes the subject, retries after an integration failure, or transfers the conversation to a person.

For a knowledge-answering bot

Decide which documents or sources are approved, whether answers need attribution, and what the bot should do when those sources do not answer a question. A retrieval-augmented generation (RAG) design can retrieve relevant material for a model to use, but it does not by itself guarantee that an answer is supported or correct. Set a clear “not found” or escalation path and test it.

NIST’s 2025 initial public draft report, IR 8579, describes a point-in-time chatbot prototype involving internal search over cybersecurity guidance. It is a case study and risk discussion, not a turnkey implementation recipe; NIST explicitly says the paper is not intended to serve as implementation guidance.

3. Choose an implementation path

A managed conversational platform and an API-based application solve different parts of the problem. The right choice depends on your channels, existing systems, desired control, data requirements, team skills, and total operating cost—not on an assumption that one approach is universally better.

For either path, check the actual channels and integrations needed for your application, who will maintain the bot, how conversations will be tested and monitored, regional availability, data location and access, retention, and current total cost. The cited documentation does not establish a neutral cost or performance winner. Product features, availability, data controls, and pricing can change, so base a production decision on the current details for the service and configuration you intend to use.

4. Build the smallest complete interaction

Implement a vertical slice: one user goal, the information it needs, any necessary lookup or action, and a safe response if the task cannot finish. A convincing chat interface is not a complete bot if its backend action is missing or if it claims success before the action has succeeded.

  1. Implement the conversation path. Configure the intent and information collection in a managed platform, or implement equivalent conversation handling in your application. Make missing information and clarification explicit.
  2. Connect only the required data or action. Add the lookup or business-system operation needed for the chosen task. Define what the bot may read or change, and what result confirms that the operation worked.
  3. Handle failure safely. If a lookup fails, a value is invalid, or the request falls outside scope, return a useful recovery route rather than inventing a result or silently abandoning the conversation.
  4. Keep knowledge answers grounded. Limit answers to the sources and behavior you have approved. If those materials do not establish an answer, say so or route the user to an appropriate person or source.

Amazon Lex V2 is one managed example: AWS documents a workflow that includes creating and testing a bot, publishing a version, creating an alias, and deploying it. An API-based application is a different route: OpenAI’s quickstart demonstrates a first SDK request and documents tools and streaming. Those examples show available approaches; they are not a claim that either route has been tested as a complete solution for every use case.

5. Test conversations that can expose failure

Do not test only with the ideal request. Build a test set from realistic ways users may speak and from cases where the bot should ask, decline, recover, or escalate. AWS describes test sets and analytics for intent recognition and points where users fail in conversations.

Include these test cases

  • Normal completion: The user provides the needed information and the intended task succeeds.
  • Different wording: The same goal appears in short, indirect, or unfamiliar phrasing.
  • Missing or invalid details: A required field is absent, malformed, or does not match an available record.
  • Ambiguity: The request could refer to more than one intent or value, so the bot should clarify.
  • Out-of-scope requests: The bot should state a boundary or offer a useful handoff instead of guessing.
  • Integration failure: A backend action or lookup fails, times out, or returns no usable result.
  • Knowledge gaps: The approved source does not support an answer, or retrieved material is irrelevant or conflicting.
  • Unexpected or hostile input: Check whether instructions in user input can lead the bot to reveal data or take an unauthorized action.

For each test, record the expected behavior and the observed result. When a case fails, identify whether the cause is request recognition, information collection, source quality, application logic, a connected action, or an unclear recovery path. Make a change and rerun affected cases; dialogue or integration changes can break previously successful conversations.

Measure outcomes tied to the task

Track whether users complete the intended task, whether the bot recognizes the request correctly, where users abandon or need escalation, and whether answers and actions stay within approved boundaries. Define the dataset, evaluation method, population, and date for any accuracy figure you report. There is no platform-neutral chatbot performance statistic established here that can be applied to a bot without those qualifications.

6. Review security, privacy, and operational risks

NIST IR 8579’s initial public draft (published July 31, 2025) identifies prompt injection, hallucinations, data exposure, and unauthorized access among the risks considered in its point-in-time prototype. It describes safeguards used in that prototype, including local deployment, access controls, and validation filters. These are examples from a case study, not a complete standard or a guarantee that the same controls will protect another bot.

  • Limit access: Give the bot and its integrations only the access needed for the task. Review which users, services, and administrators can access conversation data and connected systems.
  • Constrain actions: Set explicit boundaries for what tools and backend operations can do. Test whether unexpected input can cause a prohibited action.
  • Protect sensitive information: Decide what data the bot needs, what it should avoid collecting, and how conversation content and application state are handled.
  • Check service-specific retention: Do not promise that data is never retained without checking the exact service, endpoint, feature, settings, and eligibility that apply. OpenAI’s data-controls documentation distinguishes abuse-monitoring logs from application state and describes endpoint-specific retention.
  • Assign ongoing ownership: Decide who reviews failures, changes approved sources or dialogue, responds to incidents, and checks behavior after updates.

NIST’s voluntary AI Risk Management Framework is intended to help incorporate trustworthiness into the design, development, use, and evaluation of AI systems. 7. Publish in stages and improve from real failures

Before release, verify that the deployed version contains the tested behavior, the intended integrations are connected, and the bot has a safe fallback for failures and out-of-scope requests. Release to the intended channel in a controlled way where your deployment permits it, then monitor task completion, recognition problems, abandonment, escalations, and integration failures. Feed recurring failure cases back into the test set before changing the bot.

For Lex V2, AWS documents testing, publishing a version, creating an alias, and deploying as part of its workflow. For an API-based application, deployment also involves your own interface, application logic, and connected services; the cited quickstart is not a complete production deployment guide.

How to choose the right first bot

  • Choose a task bot when the user goal and required information are clear and completion can be verified through a response or system action.
  • Choose a knowledge-answering bot when the primary need is to find and explain approved material; define what counts as a supported answer and what happens when sources are silent.
  • Favor a managed platform when its documented conversation workflow, testing, and deployment integrations fit your needs and reduce work your team would otherwise have to build.
  • Favor an API-based application when you need to coordinate model responses with your own application state, data, interface, or tools and can take responsibility for that surrounding software.
  • Delay the broader rollout if you cannot define an observable success condition, protect connected data and actions, or provide a recovery route when the bot fails.

There is no universal best architecture in the available documentation. The practical choice is the smallest approach that can meet the task’s channel, integration, control, data, operating, and cost requirements while remaining testable.
