The AnandTech thread titled “CGI, PHP3, etc help” was not a general programming question. In October 2000, the poster needed free hosting for a server-side upload script because a school server allowed ordinary web pages but prohibited CGI and PHP3 for security reasons. A reply suggested Freedom2Surf because it supposedly provided a cgi-bin directory. The poster said that would work, but the four-post exchange contains no code, test, provider specification, or later confirmation.

The original request, decoded
The poster, dislexia, wanted visitors to submit small files that were mainly formatted text. The files were to be uploaded through a website and stored on a server. The post asked for free hosting that would permit CGI, PHP3, “or something else,” because the school-hosted site blocked those technologies.
The thread does not say whether the files were public or private, whether uploads required approval, how they would be named, or whether visitors could later edit, delete, or download them. Those are important design requirements, but they are not documented in the original exchange.

Why a normal web page could not handle the upload
Static hosting can deliver HTML, images, and existing downloads. It cannot, by itself, receive an uploaded file, validate it, choose a safe filename, and write it into server storage.
- The browser submits a form containing the file.
- The web server receives the request.
- A server-side program parses the upload and applies limits and validation.
- The program writes the accepted content to storage.
- The site returns a success or error response.
That server-side program was the missing capability. The request was therefore about finding a host that allowed execution and writable storage, not merely finding a place to copy HTML files.
What CGI and PHP3 meant in 2000
CGI
Common Gateway Interface (CGI) was a web-server interface for invoking a program—often written in Perl, shell, C, or another language—to process an HTTP request. A CGI upload handler could read the submitted form data and save a file.
PHP3
PHP3 was an early PHP release used for server-side page generation and form processing. A PHP-based upload handler and a CGI program could provide similar user-visible functionality, but they were not interchangeable in every hosting environment. A host might allow CGI programs while offering no PHP, or provide PHP while disallowing arbitrary executables.

“Or something else”
That wording shows that the practical requirement was server-side upload processing. The poster was not necessarily committed to one language or implementation.
Why a school server might prohibit scripts
The post explicitly attributes the restriction to security, but it does not identify the school’s operating system, web server, configuration, or exact policy. The likely administrative concerns are familiar on shared systems:
- Vulnerable scripts can permit unauthorized access or arbitrary code execution.
- An upload handler can be abused to place executable content on the server.
- Poorly written programs can consume CPU, memory, disk space, or bandwidth.
- Shared hosting needs isolation between users and their files.
- Administrators may prefer a predictable static environment that cannot run user-supplied code.
Thus, moving the dynamic component to an authorized host was a plausible workaround. Bypassing the school’s restriction would not have been an appropriate solution.
What the forum reply actually recommended
The sole answer, from BigKev, said, in cautious terms, that Freedom2Surf supplied a cgi-bin directory. The original poster replied that the suggestion “will work.” That is the full extent of the evidence.

The recommendation was directionally sensible—use hosting that permits server-side scripts—but it was not a verified hosting comparison or implementation guide. A directory named cgi-bin is a clue, not a guarantee.
Why cgi-bin mattered—and why it was not enough
Historically, web servers commonly treated files in a configured cgi-bin directory as executable CGI programs rather than downloadable text. Whether a program actually ran still depended on server configuration, executable permissions, the interpreter path, request-method support, and resource policies.
A host could provide a directory with that name yet restrict custom scripts, allow only selected languages, or impose limits that made uploads impractical. The thread does not document Freedom2Surf’s configuration, so its capability should be attributed only to the forum reply.
What suitable hosting would have required
For the original project, a provider would have needed more than a script directory:

- CGI execution or a server-side language matching the chosen handler.
- Permission to upload and run custom programs.
- Writable storage for accepted files.
- Documented request and file-size limits.
- A safe way to serve approved files afterward.
- Isolation that prevents uploaded content from being executed.
- Policies allowing user-generated content and the expected number of uploads.
- Logging, abuse controls, and—if appropriate—authentication or moderation.
Questions about advertising, quotas, inactivity deletion, rate limits, and content rules would also have mattered on free hosting. None of those conditions is confirmed for the named provider.
How a competent upload handler should have been designed
The 2000 thread gives no code or security specification. The following is a reconstruction of controls an upload feature should use, whether implemented with CGI, PHP, or another server-side system.
- Accept only the intended text formats and enforce a small maximum size.
- Generate server-side names; never trust a client filename as a filesystem path.
- Reject path separators, traversal sequences, unexpected encodings, and malformed input.
- Store uploads outside executable web directories where possible, or configure the upload area so files cannot run as code.
- Validate character encoding and line endings if “formatted text” must preserve a particular format.
- Escape content before displaying it as HTML. Text can contain active markup; calling it text does not make it harmless.
- Require authentication or moderation when anonymous submissions are not intended.
- Log successful uploads, rejected files, and failures without exposing sensitive content.
- Handle missing fields, oversized requests, permission errors, unavailable storage, and disk exhaustion with explicit messages.
A historically plausible deployment sequence
No commands or exact configuration steps appear in the archive. At a high level, the intended workflow would have been:
- Obtain an account whose terms explicitly permit the required CGI or PHP capability.
- Upload the handler to the host’s permitted script location and apply that host’s required permissions.
- Create an HTML form using
multipart/form-dataand point its action at the handler. - Test with one small, harmless text file.
- Verify that the file is stored safely, that it cannot execute as a script, and that failures are reported clearly.
Specific permission values, interpreter paths, configuration directives, and PHP syntax cannot be inferred from this thread.

Questions the original post left unanswered
- Was the destination host running a particular operating system or web server?
- Was Perl, PHP3, or another interpreter required?
- How large could each file be, and how much total storage was available?
- Were submissions public, private, moderated, or downloadable?
- Could users overwrite, edit, or delete existing files?
- Was authentication needed?
- Did the provider permit custom CGI programs rather than only approved scripts?
- Was a database or email notification required?
- Did the school network permit connections to the alternate host?
- Was transferring uploaded material to a third-party provider authorized?
Without these answers, “a host with CGI” was only a starting condition.
What can—and cannot—be concluded today
The strongest conclusion is architectural: the poster needed dynamic server-side processing, while the school server offered only a restricted static environment. The Freedom2Surf reply identified one possible route by pointing to CGI hosting, and the poster accepted it as promising.
The archive does not prove PHP3 support, successful deployment, safe upload handling, or continued operation of the provider. It also does not establish the school’s exact configuration or the intended visibility of the files. A modern reader should treat the exchange as a concise historical case study in matching application requirements to hosting capabilities—not as a current hosting recommendation or a complete solution.
