For a typical live stream sent directly from an encoder to a platform, choose CBR (constant bitrate) unless the platform or your delivery workflow specifically calls for another mode. CBR makes the incoming rate more predictable, and YouTube’s current live encoder guidance specifies it. VBR (variable bitrate) is useful for many video-on-demand encodes and can work in systems designed to manage changing segment sizes; it is not universally unsuitable for live video.
What CBR and VBR mean
CBR: a steadier target rate
CBR tells the encoder to aim for a configured bitrate over time. For a live contribution feed, a more predictable rate can make ingest and segment handling easier. It does not make your internet connection constant: actual network throughput can still fluctuate. YouTube Help and Google’s VP9 bitrate-mode guidance describe the platform and codec settings.
VBR: bitrate that follows scene complexity
VBR allocates more bits to complex or high-motion scenes and fewer to simpler material. That can improve quality or encoding efficiency when the delivery path can accommodate the changing rate. Google recommends VBR for high-motion VP9 video on demand, while recommending CBR for live streaming.
Which mode should you use?
Choose CBR for ordinary live encoder-to-platform streaming
If an encoder such as OBS sends a live feed directly to a platform, CBR is the dependable default. It supports a more predictable input rate, and YouTube and Cloudflare’s live-stream documentation recommend or specify it for their live workflows. Twitch’s indexed broadcasting guidance also recommends CBR whenever possible; its detailed present-day limits should be checked on Twitch’s current guidance rather than inferred from that recommendation.

Consider VBR for VOD or a managed delivery pipeline
VBR is often sensible when encoding a file for later playback, because the encoder can spend bits where they matter most. It can also be used in a live workflow designed around adaptive bitrate (ABR) delivery. Twitch Engineering’s 2017 explanation of ABR-aware and capped-VBR approaches discusses how segment sizes can be managed. The key distinction is not “live versus never live”; it is whether the ingest and delivery system can handle variable rates and segment sizes.
Set the bitrate for the platform and video format
The rate-control mode does not determine the right numeric bitrate. Choose the destination’s current recommendation for your codec, resolution, and frame rate, then make sure your connection can sustain the upload. Content motion matters too: fast movement and high frame rates generally need more bitrate than slides or other low-motion video. Cloudflare’s live input documentation recommends CBR when possible for stability and notes the higher bitrate needs of high-motion and high-frame-rate content.

YouTube Live examples
YouTube’s encoder guidance, accessed in 2026, specifies CBR and differentiates its recommended bitrates by codec, resolution, and frame rate. These are YouTube recommendations for the listed formats, not universal targets:
| Format | YouTube-recommended bitrate |
|---|---|
| H.264, 1080p at 60 fps | 17 Mbps |
| AV1 or H.265, 1080p at 60 fps | 12 Mbps |
| H.264, 720p at 30 fps | 8 Mbps |
| AV1 or H.265, 720p at 30 fps | 6 Mbps |

Keyframes and preflight checks on YouTube
YouTube recommends a 2-second keyframe frequency and says not to exceed 4 seconds. Before an event, run a speed test, test the stream with movement and audio similar to the real broadcast, and monitor YouTube’s stream health while live. YouTube transcodes live streams into multiple output formats, but that does not remove the need to send an appropriately configured ingest feed.
A practical setup decision
- Confirm the workflow. Decide whether you are sending an encoder feed directly to a platform, encoding a VOD file, or using a managed ABR pipeline.
- Choose codec, resolution, and frame rate. Use a combination supported by the destination and appropriate for the material.
- Check the destination’s current settings. Follow its guidance for that precise codec and video format, including rate control and keyframe interval.
- Check sustainable upload capacity. Test the connection and allow headroom for fluctuation; a CBR setting cannot prevent network congestion or outages.
- Test representative content. Include the motion and audio that the audience will actually see and hear, then check stream health before the event.
- Monitor during the broadcast. If the platform reports connection or ingest problems, diagnose the network and encoder settings rather than assuming the selected mode alone is responsible.
How transcoding fits in
Transcoding creates alternate resolutions, frame rates, or bitrates for viewers. It can give people on slower connections a more suitable playback option, but availability depends on the platform and account tier. OBS’s transcoding documentation describes YouTube’s automatic transcoding and tier-dependent access on Twitch. Transcoding is a viewer-delivery feature, not a substitute for choosing a suitable bitrate for your encoder’s incoming feed.

Common problems and what to check
- Stream health shows dropped frames or an unstable connection: verify that your upload capacity can sustain the chosen rate, check for competing network use, and run another speed test. CBR does not stabilize the underlying connection.
- The picture looks poor in fast scenes: check whether the bitrate recommendation matches your codec, resolution, and frame rate; high motion may need more bitrate than low-motion material. Also confirm the encoder is using the platform’s recommended settings.
- Ingest or playback struggles with variable output: for a direct platform feed, switch to CBR unless the destination or managed delivery workflow explicitly supports the variable-rate approach you are using.
- Viewers with slower connections cannot watch smoothly: check whether the platform provides transcoded alternate qualities. That option depends on service and account availability; it does not change your encoder’s ingest requirements.
