Whether to retry a declined card payment depends on the network response and any accompanying advice—not simply on the fact that it was declined. Visa’s rules distinguish declines that must never be resubmitted from those that may be reattempted within a stated limit. In the Mastercard card-not-present cases covered by its cited rules, merchants use the response code together with merchant-advice data to decide whether to stop, try later, update details, or retry with authentication.

What a card decline code tells you

A decline response is more than an error label: it can affect what the merchant is allowed or advised to do next. The code may identify problems such as invalid account details, an issuer or system condition, a need for authentication, a stop-payment instruction, or a security-code failure. Visa’s response-code reference illustrates why interpreting a number without its context can lead to the wrong customer message or retry action.

Read the full response, including any supplementary merchant-advice field. Then determine whether the next action is to stop, make a later attempt, or remediate the payment by correcting information, adding authentication, or using another payment method. A remediation is not the same as resubmitting the same request.

Visa retry rules: the response category matters

Section 7.3.6.3 of Visa’s April 2026 Visa Core Rules and Visa Product and Service Rules organizes decline responses into categories. Category 1 means the issuer will never approve; Category 2 means the issuer cannot approve at that time.

Category 1: do not resubmit the same credential

Visa’s rule is explicit: “After receiving a Category 1 Decline Response code, a Merchant must never resubmit an Authorization Request or Account Verification for the same Payment Credential.” A new attempt using that same credential is not an acceptable response to this category.

Category 2: limited reattempts are permitted

For Category 2 responses, Visa’s April 2026 rules permit up to 20 attempts in 30 days. This is a rule limit, not a target, a recommendation to exhaust attempts, or a promise that an issuer will approve a later request. Apply the relevant transaction-specific and regional provisions rather than turning the maximum into a blind retry schedule.

Mastercard retry rules: read the response with its advice

Mastercard’s Switch Rules dated 27 August 2024 describe a Decline Reason Code Service for specified card-not-present decisions. It combines the DE 39 response code with DE 48, subelement 84 merchant advice. The action depends on the returned combination; the examples below are limited to the combinations listed in those rules.

These examples do not provide a complete mapping for every Mastercard response or channel, and they establish no general Mastercard retry count. Treat them as instructions for the listed combinations, not as a rule to apply to every decline.

How is the next action determined? Category-based response rules, including “never approve” and “cannot approve at this time,” in the April 2026 rules. For the cited card-not-present cases, combine DE 39 with DE 48, subelement 84, under the Switch Rules dated 27 August 2024.
When must a merchant stop? Category 1 forbids resubmission of an authorization request or account verification using the same payment credential. Some response-and-advice combinations expressly say not to retry.
Can a merchant try later? Category 2 permits reattempts within the applicable category rule limit and context. Advice value 02 means try again later for the listed response combinations; timing information may also be available through merchant-advice data.
What if the payment needs a change? Use the response meaning and context to identify the appropriate action rather than assuming an identical retry is suitable. The cited guidance distinguishes updated information and authentication from repeating the same request.

The rules are not interchangeable: Visa’s category limit cannot be applied to Mastercard, and Mastercard’s advice examples do not create a Visa retry policy.

Retrying versus fixing the payment

A retry resubmits a payment attempt later. Remediation changes what is submitted or how it is authenticated. That distinction matters when a response calls for corrected details, updated credentials, or authentication: simply sending the same request again does not carry out that instruction.

Mastercard Gateway version 85 documentation describes distinct implementation actions: RESUBMIT_LATER, RESUBMIT_WITH_3DS, RESUBMIT_WITH_ALTERNATIVE_PAYMENT_DETAILS, and RESUBMIT_WITH_UPDATED_PAYMENT_DETAILS. Its gateway guidance describes RESUBMIT_LATER for cases where an acquirer or issuer indicates a later attempt may succeed, and points implementers to authorizationResponse.merchantAdviceCode for timing information when available. These are gateway implementation labels, not a replacement for the applicable network and acquirer requirements.

How to implement retries safely

  1. Keep the complete response. Store the raw network response and accompanying advice data with the payment event, rather than reducing every outcome to a generic “declined” status.
  2. Classify the permitted next action. Branch explicitly into stop, try later, or remediation states. Do not automate a same-credential attempt when the applicable instruction prohibits it.
  3. Apply required remediation before resubmitting. If the response calls for updated details or authentication, obtain or apply that change first; do not record it as an identical retry.
  4. Keep the operating context in scope. Consider the scheme, acquirer, transaction type and channel, geography, and applicable rule edition when setting retry behavior. Use merchant-advice timing data when it is available and relevant.
  5. Recheck the governing material. The Visa rule cited here is the April 2026 edition; the Mastercard Switch Rules cited here are dated 27 August 2024. Confirm the current applicable rules and integration guidance when deploying or changing retry logic.

Why there is no universal retry count

The cited sources support a Visa Category 2 limit and particular Mastercard advice actions, not one count or timer for every network, decline, or payment channel. A rule maximum is not a recommended retry cadence, while an instruction to try later is not permission to retry a response that says to stop. Follow the specific response and advice combination under the applicable network, acquirer, and transaction rules.
