Before you begin, note the incident period and cameras, check overwrite risk, and ask the requesting investigator or organization what they need. Recorder menus and supported media vary; this evidence-preservation guidance is not a universal legal rule.
Before exporting, identify what needs to be saved
CCTV systems differ in how they record, export, and store video. The recorder’s make and model determine which export routes and file formats are available. The UK Home Office’s Police requirements for CCTV systems guidance is aimed at system owners and operators whose footage may be used by police; the UK procedure Recovery and Acquisition of Video Evidence v3.0 is intended to help police forces establish retrieval policies. For an operational request, follow the investigator’s directions and your organization’s procedures.
- Write down the incident’s date and approximate time range, the relevant camera names or numbers, and the recorder make and model.
- Find out how long footage is retained and when the relevant recording may be overwritten. Act promptly if the system is close to that point.
- Ask the recipient which cameras and time period they need. A narrower, relevant export can reduce unnecessary material and review burden.
- Check the recorder manual or ask a trained operator or installer if you do not know how to export safely.
Protect footage at risk of overwrite
If the recorder has a supported feature to lock or protect a recording, use it only in line with system documentation and local policy. Coordinate with the investigator when the footage is evidence. Do not stop recording unless it is unavoidable or needed to prevent imminent loss, and do not assume a lock feature exists.
How to export CCTV footage safely
- Use the recorder’s documented export function. Follow the model-specific steps in the manual or the organization’s procedure. USB is a common route, but the recorder may instead support another removable medium, optical media, or network transfer. Confirm the chosen media is compatible with the recorder and acceptable to the recipient.
- Select the requested camera and time range. Check the date, start and end times, and camera identifiers before exporting. If the recipient has not specified them, confirm the scope rather than exporting broadly by default.
- Choose the native or original export option. Preserve the recorder’s initial export in its native format and at the quality stored, without added compression or conversion. The Home Office guidance says the initial export should be native; the acquisition procedure notes that non-native exports can lose information such as time/date details and bookmarks.
- Include related files and playback software. Some recorders use proprietary formats that need a manufacturer’s viewer or a particular version of replay software. Preserve associated folders and metadata when the system requires them for playback. Do not rename or rearrange files if doing so could break the replay package.
- Check the export before leaving the system. Use the recorder’s replay function or the supplied player to confirm the exported footage opens and covers the intended period. Test a copy where possible, keeping the preserved master unchanged. This check matters if leaving the system could allow the footage to be overwritten.
- Record the recorder’s clock offset. Compare its displayed date and time with a reliable clock and document any difference. Do not silently alter timestamps or represent the recorder’s clock as accurate if you have not checked it.
- Document and transfer the export. Following applicable procedures, record who accessed and exported footage, when, what cameras and times were selected, the export method and media, any clock offset, and where the material was transferred. Send it through the agreed secure method.
Keep a master and make viewing copies separately
Retain the original native export as the master—the definitive preserved copy—wherever possible. If an investigator or viewer also needs a common format, make a separate working copy through an approved process. Label it clearly as converted, and do not present it as the original. Keep the master unchanged.

Do not treat filming the monitor with a phone as a normal export method. The UK acquisition procedure says a screen recording does not capture the original data and causes a significant drop in quality. It describes this as a last resort when other options have been exhausted or there is an immediate risk of harm.
Why native format, timestamps, and logs matter
A video file is not always the whole export. The recorder may retain timestamps, bookmarks, event information, or other metadata in proprietary files or folders. Conversion can discard some of that information, and a video that plays on one computer may not open for the recipient without the correct replay software.
Where procedures call for it, preserve relevant system event logs or audit trails and system settings that help establish how the recording system was operating. Note any time difference between the recorder and a reliable clock. These steps help the recipient understand the material; they do not by themselves guarantee that a recording will be accepted in court.

NIST’s Recommendation: Closed Circuit Television (CCTV) Digital Video Export Profile – Level 0 (Revision 1), published in 2019, addresses interoperability for law-enforcement video exports. It discusses ONVIF and IEC approaches, as well as metadata and digital-signature capabilities related to integrity and chain of custody. It is a standards recommendation, not evidence that a particular recorder implements those features.
Choose a transfer method your recorder and recipient support
There is no universally suitable USB drive or export format for every CCTV system. Compare routes using the factors below, and verify them with the recorder manual and recipient:
- Compatibility: Does the recorder support the medium or transfer route, and can the recipient replay the result?
- Preservation: Does it retain native quality, timestamps, and associated metadata without re-encoding?
- Completeness: Does the export include all required cameras, times, folders, logs, and playback tools?
- Operational impact: Is the route non-destructive, and how much time and data will it produce?
- Security and procedure: Does the medium or transfer method comply with the organization’s evidence-handling and security rules?
A USB flash drive can be useful when the recorder supports USB export and the recipient accepts that method. The drive alone does not provide tamper-proof custody, encryption, forensic integrity, or courtroom admissibility. Do not remove hard drives or open a recorder as a shortcut: the UK acquisition procedure identifies compatibility, configuration, warranty, electrical, and data-loss risks, and treats more involved retrieval as work requiring greater competence.

Common problems and what to do
The recorder does not recognize the USB drive
The drive may be incompatible with the recorder or its documented export process. Check the recorder manual and use a supported medium or transfer route. Do not experiment with recorder settings or reformat a drive containing other material without authorization.
The exported video will not play
The system may use a proprietary format or require a specific viewer version. Preserve the original export and associated folders, then obtain the correct playback software from the manufacturer or system operator. Confirm with the recipient how to provide the player securely.

Recorder clocks can differ from reliable time sources. Compare the displayed time with a reliable clock and record the offset. Preserve the exported files as they are; explain the discrepancy to the recipient rather than changing timestamps.

The export is incomplete or the footage may be overwritten
Return to the recorder’s supported replay and export functions to verify the selected cameras and period. If overwrite is imminent, contact the responsible operator or investigator promptly and use a documented protection feature if available. Avoid stopping recording or changing system settings unless necessary under the applicable procedure.
The recipient asks for a standard video file
Keep the native export as the master and ask which viewing format and conversion process the recipient accepts. Create a separate converted copy, identify it as converted, and retain the native files and required player.
Someone suggests recording the monitor
Explain that a screen recording loses original data and significantly reduces quality. Use the recorder’s export route if possible; treat filming the display only as a last resort in the exceptional circumstances described by the UK procedure.

When footage may be evidence
Preserving a native export and documenting how it was obtained are prudent handling steps, not a promise of admissibility. The Home Office guidance notes that courts decide acceptability based on relevance and reliability. For a live incident, evidence request, or disclosure matter, follow the investigator’s instructions and the rules that apply in your jurisdiction. The guidance cited here is UK-focused; requirements elsewhere may differ.
