Start with the download list in the browser or app that handled the file: check whether it finished, then use its control to open the saved file or reveal its location. If it is missing or will not open, the cause may be low storage, a folder permission, a website sign-in requirement, a security block, or a cloud file that is not stored on your device.
First, confirm the download completed
Open the downloads list in the browser or app you used and look at the file’s status or error message. A download that is still in progress, paused, or failed may appear in the list without being ready to open. On iPhone, Safari’s download control shows the status of an active download and provides quick access to downloaded files (Apple’s Safari download guidance).
If the item shows as complete, use the app’s open or show-in-folder option rather than assuming it went to the usual Downloads folder. Different browsers and apps can save to different destinations. Chrome’s help explains how to find downloaded files and change their location (Google Chrome Help).

iPhone and iPad
For internet files downloaded with Safari, open the Files app and check Downloads. Depending on your settings, that folder may be under iCloud Drive or On My iPhone/iPad. If you used another browser or app, check its own download list and destination; the file may not be in Safari’s Downloads folder.

Windows and Mac
Use the downloading app’s history or save-location control to identify the folder. If the file is present but the app you want to use cannot see or open it, check that app’s access to the folder in your operating-system privacy settings. Windows provides controls for app access to file libraries (Microsoft’s app permissions guidance). On macOS, check System Settings > Privacy & Security > Files & Folders; labels may differ by macOS version (Apple’s Files & Folders privacy guidance).
Use the error message to identify the cause

| Edge says it couldn’t download the file | A security tool, Windows Security, organization policy, network problem, or destination-folder permission may be blocking the download. | Check the specific block or error, your network connection, and whether the destination is writable. If this is a work or school device, ask the administrator before changing a policy or security setting (Microsoft Edge download troubleshooting). |
Check whether the file is online-only
A file visible in a cloud-storage app may be a placeholder rather than a local copy. If you need to open it without an internet connection, use the service’s offline option where available or download a copy to the device.

In OneDrive, select Keep offline for supported files when that option is available. Microsoft notes that OneDrive mobile does not make folders or OneNote notebooks available offline; the offline option applies to selected files (Microsoft’s OneDrive offline guidance).

For files in OneDrive or SharePoint’s Shared view, Microsoft says you cannot download directly from that view: open the file and save a copy to a location you choose (Microsoft’s OneDrive and SharePoint download guidance).

Follow the failure point, not a blanket fix
- The download did not finish: check the app’s status and its displayed error before trying again.
- The download finished but seems missing: use the app’s saved-location control, then check that folder.
- The browser cannot save it: distinguish a full drive from a folder permission or system block.
- The site denies the request: resolve sign-in or file-owner authorization with the host.
- The cloud file appears but will not open offline: make a local copy or mark the supported file for offline access.
On Android, folder names and permission controls vary across device makers and apps. Check the download list and storage settings for the specific browser or app you used rather than relying on one universal folder path.
