Yes. YouTube can reject a channel from the YouTube Partner Program (YPP), or later remove its monetization, even if the channel has permission to stream the videos. A license can help establish that you have rights to use material; it does not guarantee compliance with YouTube’s separate reused-content and inauthentic-content policies. YouTube’s published rules do not make continuous, 24/7 operation an automatic disqualifier. The channel’s originality, added value, and overall content are what matter.
Why a license does not guarantee YPP approval
Copyright permission and monetization eligibility answer different questions. A license may authorize you to use a video, but YPP also assesses whether monetized content is sufficiently original and valuable to viewers. YouTube says its reused-content policy applies even when a creator has permission from the original creator, and that it is separate from copyright enforcement. YouTube’s channel monetization policies and its reused-content guidance set out those standards.
So a channel that simply rebroadcasts licensed videos with little original commentary or meaningful change may fail a YPP review despite having a valid license. That is not a prediction about every channel: YouTube does not publish a rejection rate or a numerical originality threshold for licensed 24/7 streams.
How YouTube assesses a 24/7 channel
Live streams are included
YouTube’s monetization rules apply to live streams as well as Shorts and long-form uploads. The policy describes monetized work as the creator’s original creation and says borrowed material needs significant change to become the creator’s own. Reviewers may consider the channel’s main theme, most-viewed and newest videos, the largest share of watch time, metadata, and the About section. YouTube presents these as examples of what it may review, not as a complete checklist. Read the channel monetization policies.

Meaningful contribution matters more than the license alone
YouTube defines reused content as material already available on YouTube or another online source that is republished without significant original commentary, substantive modification, or educational or entertainment value. Its examples of potentially acceptable formats include critical reviews, movie scenes with rewritten dialogue and changed voiceover, and edited footage presented with a storyline and commentary. Examples that may fail include compilations with little or no narrative and collections of songs, even when permission has been obtained. YouTube’s examples and explanation of reused content illustrate the distinction.
For a continuous stream, ask what the channel itself contributes to the viewing experience. Original hosting, analysis, context, substantive editing, or an educational or entertainment framework may be relevant; merely scheduling or looping someone else’s videos does not itself demonstrate that kind of contribution. These are practical considerations derived from YouTube’s stated criteria, not a formula or guarantee of approval.

Repetition can raise a separate concern
On July 15, 2025, YouTube clarified and renamed its “repetitious content” rule as “inauthentic content.” The policy addresses repetitive or mass-produced material, including content with little variation or a template-like presentation. A 24/7 loop could raise concerns if it creates a repetitive viewing experience with little added value, but the policy does not state that every continuous stream is prohibited. YouTube said the clarification did not change its reused-content policy. See YouTube’s current policy page and TeamYouTube’s July 2025 clarification.
Audit the format before applying or appealing
Use these questions to assess the channel as a whole. They are a practical audit, not an official YouTube scoring rubric.

- Original contribution: Is it clear what the channel’s creator contributes beyond obtaining and scheduling licensed videos?
- Commentary or transformation: Does the stream include meaningful original commentary, substantive editing, or another substantial change?
- Viewer value: Does the format offer educational or entertainment value beyond access to the underlying videos?
- Variation: Are streams meaningfully distinct, or are they interchangeable loops or mass-produced presentations?
- Channel context: Do the channel’s theme, most-viewed and newest videos, watch-time drivers, titles, descriptions, and About section accurately explain its original role?
- Rights documentation: Keep the license and any relevant permissions available. They address rights, even though they do not settle the separate YPP originality review.
What happens if YouTube rejects or removes monetization
YouTube reviews a channel before accepting it into YPP and may continue to review it for policy compliance. If monetization is disabled, the available appeal or reapplication route depends on the notice and the account’s status. YouTube’s help page describes a 21-day appeal window and reapplication 90 days after suspension; check the current notice and the Earn section in YouTube Studio because procedures can change. After acceptance, eligible creators may earn Watch Page ads and YouTube Premium revenue on long-form or live-streaming videos after accepting the Watch Page Monetization Module. Keeping a licensed stream live is a separate question

What YouTube’s rules do—and do not—establish
YouTube’s published criteria establish that live streams are covered, permission alone does not satisfy the reused-content rule, and repetitive or mass-produced material can be a monetization concern. They do not establish a blanket ban on 24/7 channels or an outcome for any particular licensed stream. Assess the content and channel presentation against the stated standards, and check YouTube’s current policy and account-specific notice before acting.
