Yes. You can keep a YouTube livestream public while limiting live chat to channel members. Anyone can watch the broadcast, but only members can post messages. That gives members a live participation perk without hiding the video from non-members.
This is different from a members-only livestream, which restricts viewing. YouTube also allows a public broadcast to switch to members-only while it is live; after that change, non-members can no longer watch.
What members-only chat changes—and what it does not
Members-only live chat controls who can send messages, not who can watch. With a public stream and members-only chat enabled, non-members can still view the stream but cannot post in its chat. YouTube Help describes the setting in those terms.

That is a visibility choice, separate from the chat setting. YouTube’s members-only live-stream guidance also covers changing a public stream to members-only during the broadcast.

For a public-to-members-only transition, tell viewers beforehand when the change will happen so they understand why access ends. YouTube’s feature description establishes the access change, but it does not guarantee uninterrupted operation for a perpetual broadcast.
Turn on members-only chat for a public stream
YouTube’s published instructions describe setting up the option in YouTube Studio on a computer. Labels and layout can change, so check the current Studio interface for the same controls.

- Open YouTube Studio on a computer and create a livestream or open the stream you want to manage.
- Open the stream’s settings and find the Live chat section.
- Enable members-only live chat.
- Save the settings, then confirm the stream remains public if your goal is open viewing.
The membership chat setting does not require a camera, capture card, or special encoder: it is an access control managed in YouTube Studio.

Chat is one possible member benefit. YouTube lists other options such as badges, custom emoji, members-only posts, early-access videos, members-only videos and Shorts, members-only live streams, milestone chats, and a recognition shelf. What to know about a 24/7 broadcast
The membership documentation explains who can watch and who can chat, but it does not separately specify how members-only chat behaves across an uninterrupted 24/7 stream or promise continuous uptime. Treat the chat control as a YouTube membership setting, not a reliability guarantee for the broadcast itself.
