Why Monster Hunter Rise’s PC requirements do not apply to a phone
Steam’s Windows minimum requirements include Windows 10 64-bit, 8 GB RAM, a supported desktop-class processor and graphics card, DirectX 12, broadband internet, and 36 GB of storage. Steam describes the minimum target as 1080p at 30 frames per second on Low settings. These are PC-edition specifications, not a mobile compatibility checklist. Steam lists the full PC requirements.
Capcom also warns that mobile GPUs used in PCs can perform substantially worse than regular GPUs, and that a listed model may still fail to work. Verified portable option: Nintendo Switch handheld mode
Nintendo lists Monster Hunter Rise for Switch and supports handheld mode, so the game can be played portably on that console. Nintendo’s US listing gives a file size of 19.8 GB, while Nintendo Australia’s listing gives 19.7 GB; these are regional listing figures, not one universal storage requirement.
